Qteros Plans Pilot Plant in Springfield

SPRINGFIELD — Qteros officials hope to establish a small pilot biofuels plant at Solutia’s Indian Orchard location later this year, with the vision of expanding its operations with federal and state backing to use unique microbes that produce ethanol. Qteros, formerly of Amherst and currently with headquarters in Marlborough, seeks to open a full-scale plant at Solutia next year, once funding is secured. Qteros scientists plan to use a microbe discovered in mud near the Quabbin Reservoir to not only break down plant material but also convert it into ethanol. Venture capitalists and business, government, and academic leaders recently met at the federal courthouse to drum up support for the company.

House Approves Bill to Hike State Sales Tax

BOSTON — The state House of Representatives recently approved a bill to hike the state’s sales tax from 5% to 6.25%, in an effort to raise more than $900 million in new revenues for local aid and programs and services. The measure still needs the approval of the Senate to send the bill to the governor. Senate leaders are expected to vote on the sales-tax proposal later this month as part of the state budget process.

New Reading Initiative Launched

SPRINGFIELD — Representatives of the Cherish Every Child Initiative and the Irene E. and George A. Davis Foundation have launched an initiative titled “Reading Success by 4th Grade.” Cherish Every Child, an initiative of the Davis Foundation, is working to realize the vision that every child entering kindergarten is ready for school, healthy, and fully prepared for the learning success. As part of the new initiative, Cherish Every Child representatives will reach out to parents, teachers, health and family-service organizations, local businesses, media outlets, libraries, and early-education centers to continue its focus on early education and development. Jim Trelease, award-winning author of the Read Aloud Handbook, will serve as honorary chair of Read!, a community-wide communications campaign to engage parents and collaborating organizations in improving reading proficiency in the city for young children by the fourth grade.

Massachusetts Home Prices Drop in First Quarter

BOSTON — Single-family median home prices in Massachusetts fell 18.2% during the first quarter compared to the same period in 2008, marking the steepest percentage decline for any quarter since the Warren Group began tracking prices in 1987. The median price for homes sold during the first three months of 2009 fell to $253,500 from $310,000 in the first quarter of 2008. The March median home price was $255,000, or 16.1% lower than the $304,000 median price recorded in March 2008. Monthly median home prices have been falling by double-digit percentages year-over-year since last September. Sales of single-family homes during the first quarter dropped nearly 11% to 6,160 from 6,912 a year earlier. That’s the slowest sales pace for a first quarter since 1991. A total of 2,453 homes were sold in March, down 7.4% from 2,648 during the same month in 2008. Median condominium prices in Massachusetts in the first quarter also posted the sharpest decline for any quarter since the Warren Group started recording price changes 22 years ago. The median condo price fell 16.9% in the first quarter to $220,100 from $264,900 during the same months in 2008. The March median condo price was down 15.2% to $229,000 from $270,000 in March 2008. A total of 2,802 condos were sold from January through March, nearly 27% lower than the 3,832 condo sales transactions recorded during the same months in 2008. Condominium sales in March totaled 1,135, a 22.3% decrease from 1,460 a year earlier.

State Unemployment Rate Edges Up

BOSTON — The Executive Office of Labor and Workforce Development recently reported that the state unemployment rate was 7.8% in March. The February rate was originally estimated at 7.8%, but was revised downward to 7.7%. The national unemployment rate jumped to 8.5% in March from 8.1% in February. One year ago in March 2008, Massachusetts recorded a 4.7% rate, while the U.S. rate was at 5.1%. Job losses in March totaled 20,300. The job-loss numbers are drawn from employer-survey data, while the unemployment rate is drawn from household-survey data. The total jobs estimate for the state is 3,194,700, down 105,700 or 3.2% from one year ago, with most of the losses occurring over the past six months. Education and health services have continued to show modest job growth throughout this recessionary environment. Employment edged up by 100 in March but has increased 3,800 over the first quarter of 2009. Health care and social assistance alone accounted for 3,000 new jobs over the first quarter. At 647,100, education and health services are up 10,500 or 1.6% from one year ago, the only private sector to add jobs over the year. Jobs in the professional, scientific, and business-services areas dropped by 4,700 in March. Leisure and hospitality posted the largest over-the-month decline among the industry sectors, at 6,200, after adding 4,100 jobs over the prior two months.

Springfield Keeps NCAA Elite Eight Tournament

SPRINGFIELD — The NCAA Division II Men’s Basketball Committee recently announced that Springfield will host the 2010 and 2011 NCAA Division II Men’s Basketball Elite Eight. The event will be held at the MassMutual Center, with American International College and the Naismith Memorial Basketball Hall of Fame serving as the hosts. The dates of the competition will be March 24, 25, and 27 in 2010 and March 23, 24, and 26 in 2011. Representatives of the NCAA national office staff will be visiting Springfield in the near future to explore ways to continue the unprecedented growth that the Springfield community has been able bring to the Men’s Elite Eight. The Elite Eight has been responsible for creating a positive economic impact of between $1.5 and $2 million annually within the local Springfield community. Springfield has hosted the event 20 times previously, including the last four years, which have featured historically successful attendance numbers and an enhanced schedule of Championship Week events. With the addition of the next two years, Springfield will have hosted the event on 22 occasions, one more than the 21 times Evansville, Ind. has served as host.

SBA Honors United Bank

WEST SPRINGFIELD — United Bank has been recognized as Lender of the Quarter in Massachusetts by the U.S. Small Business Administration (SBA). Hampden Bancorp Declares Dividend

SPRINGFIELD — Hampden Bancorp Inc. has reported a net loss of $57,000 for the three months ended March 31, as compared to a net profit of $305,000 for the same period in 2008. Net income for the nine months ended March 31 was $180,000, as compared to $980,000 for the same period last year. The company’s total assets increased by $33.9 million, or 6.2%, from $543.8 million at June 30, 2008 to $577.7 million at March 31. Net loans, including loans held for sale, increased $23.9 million, or 6.6%, to $384.7 million at March 31. Deposits increased $50.8 million, or 15.3%, to $382.2 million at March 31 from $331.4 million at June 30, 2008. The board of directors declared a quarterly cash dividend of $0.03 per common share, payable on May 28, to shareholders of record at the close of business on May 13.

NewAlliance Reports Strong Business Momentum

NEW HAVEN, CT — NewAlliance Bancshares Inc., the holding company for NewAlliance Bank, has announced net income of $11.6 million for the first quarter of 2009, compared to $9.6 million for the fourth quarter of 2008 and $12.9 million for the first quarter of 2008. The company also announced that its board of directors voted to pay a quarterly dividend of 7 cents per share on May 19, 2009 to shareholders of record on May 8, 2009. This will be the company’s 20th consecutive quarterly dividend payment. Company officials note that NewAlliance continues to be “well-capitalized” and in strong financial health with no need for federal assistance. On March 31, 2009, NewAlliance Bancshares had $8.50 billion in assets and was operating 89 banking offices in Connecticut and Massachusetts.

Balise Chevrolet Donates Baseball Equipment

SPRINGFIELD — Balise Chevrolet Buick Pontiac GMC, in conjunction with the Chevrolet division of General Motors, has donated baseball equipment to the John L. Sullivan League. Donated items include baseballs, softballs, batting helmets, catching equipment, and first-aid kits. Nick Athas, parts manager for Balise Chevrolet, spearheaded the endeavor that provides children with a chance to play in a competitive and nurturing environment. The John L. Sullivan League is affiliated with the Amateur Baseball Club of Springfield and governed by the American Amateur Baseball Congress.

AIC Stages Groundbreaking for Athletic Facilities

SPRINGFIELD — While many nonprofits have put expansion plans on hold due to the sluggish economy, American International College (AIC) has opted to move forward with construction of a $4.3 million project. City leaders recently joined AIC students, administrators, and trustees for the official groundbreaking for new athletic facilities next to the Butova Gymnasium on Cortland Street. John T. Short, vice president for institutional advancement, said the new facilities will accommodate the needs of AIC’s intercollegiate teams, as well as enable the expansion of intramural programs, and allow for greater student and community usage of facilities. The construction will include taking out grass and installing artificial turf, lights, a track, new grandstands, and a new press box. The project, financed by Westfield Bank, will be constructed by Mountain View Landscapes and Lawncare Inc. of Chicopee.

Chicopee Bancorp Sees Drop in Profit

CHICOPEE — Chicopee Bancorp Inc. has reported net income of $114,000 for the first quarter of 2009, compared with $188,000 for the first three months of 2008. With falling interest rates and expenses related to the opening of new branch offices, the bank’s assets decreased by $2.2 million, from $527.6 million in December to $525.4 million. Chicopee Bancorp is the parent company of Chicopee Savings Bank.

Bay State Gas Files New Rates

WESTBOROUGH — Baystate Gas Co. has filed a petition with the Mass. Department of Public Utilities (DPU) to increase total annual revenues by $34.6 million, or 6.4%. The reasons for the request include increases in capital costs associated with upgrading and maintaining the natural-gas system infrastructure, and increases in operating and maintenance costs since the last base-rate filing approved in 2005. If approved by the DPU, the increase would mean the typical residential heating customer’s gas bill would increase $7.36 per month, or 5.9%, beginning in November. Public hearings on the filing will be conducted within the next several months. A decision on the filing is expected by Oct. 31. In other company news, due to an unprecedented downward trend in natural-gas commodity prices, the summer seasonal gas costs paid by Bay State Gas customers will be the lowest since 2002. The proposed cost of gas would result in the average Bay State Gas heating customer using 53 therms per month paying approximately $57 per month between May and October 2009, reduced from $90 last summer.
