PITTSFIELD — Downtown Pittsfield Inc. (DPI) will host a Downtown Pittsfield Spring Cleanup on Friday, April 17 from noon to 4 p.m. DPI’s Downtown Pittsfield Cleanups are good-natured competitions between local companies and individuals supporting an important part of DPI’s mission to keep downtown clean, safe, and friendly. This year, more than 150 volunteers representing more than a dozen local businesses and organizations will take to the streets for this annual event.

Participating teams include Barrington Stage Company, BCARC Transitions, BerkshireRealtors, Berkshire Family YMCA, Berkshire Medical Center, Berkshire Museum, Berkshire Theatre Group, CT Management Group, Carr Hardware, Christian Center of Pittsfield, city of Pittsfield, Crane Currency, Guardian Life Insurance Co. of America, MOLARI, SABIC High Performance Products, ServiceNet (the Pearl, the First, and Living in Recovery), and Temescal Wellness.

The downtown cleanup area includes North and South Streets between East and West Housatonic streets and Berkshire Medical Center and all side streets. The following awards will be presented by a panel of judges to four deserving cleanup teams at an awards ceremony at Otto’s Kitchen & Comfort after the cleanup: Little Litter Busters, Crushed Soda Can, Golden Trash Bag, and the Dream Team Cleaners.

PITTSFIELD — In February, Downtown Pittsfield Inc. will present A Taste of Downtown, a month-long downtown restaurant celebration, in partnership with Mill Town Foundation. Seventeen restaurants and bars in downtown Pittsfield will be participating.

A Taste of Downtown will feature marketing efforts to highlight downtown Pittsfield’s local restaurants and restaurant owners and the Taste of Downtown Giveaway, which will be an incentive for people to dine in local restaurants over the course of the month.

The prize for the Taste of Downtown Giveaway will be 17 gift cards — one from each of the participating restaurants, a $400 value. Every purchase at a participating restaurant will count as one entry to win the prize package. Patrons should ask their server for the QR code to enter the contest at the time of purchase. There is no limit to the number of entries per location. A winner of the Taste of Downtown Giveaway will be drawn at random at the beginning of March.

PITTSFIELD — Downtown Pittsfield Inc. and St. Stephen’s Episcopal Church will host a free Kids’ Paint & Sip on Friday, Nov. 7 from 5 to 7 p.m. in the auditorium at St. Stephen’s Episcopal Church, 67 East St., Pittsfield.

This harvest-themed event is best suited for ages 5 to 12, although younger and older children are welcome. All materials, instruction, snacks, and juice will be provided. There will be a bonus wooden ornament craft as well.

Children are welcome to drop in anytime over the course of the event, and all children must be accompanied by an adult. The auditorium is on the second floor of the parish house, and the entrance is on Allen Street.

PITTSFIELD — Downtown Pittsfield Inc. (DPI), with funding from MassDevelopment’s Transformative Development Initiative (TDI), has launched a “Hey Neighbor!” marketing campaign to spotlight and support downtown storefront businesses through social media and coordinated cinema and radio marketing campaigns.

This grant-funded program awarded marketing grants to 10 for-profit businesses in downtown Pittsfield. There were four awards for businesses with one to three employees, three awards for businesses with four to nine employees, and three awards for businesses with 10 or more employees.

The businesses awarded marketing grants are Brazzucas Market, Berkshire Nautilus, Espetinho Carioca, Hot Plate Brewing Co., Marie’s North Street Eatery and Gallery, Methuselah Bar and Lounge, McNinch Restaurant Group, Otto’s Kitchen & Comfort, Thistle ’n Thorn Floral, and WANDER Berkshires.

These grantees will receive custom video ads displayed before films at the Beacon Cinema and radio advertisements aired on WUPE/WBEC FM. The “Hey Neighbor!” marketing campaign aims to drive foot traffic, build community awareness, and showcase the diverse stories of Pittsfield’s small business community.

PITTSFIELD — Hot Plate Brewing Co., in partnership with Downtown Pittsfield Inc. and a collection of other Pittsfield-based businesses, announced the Pitt, a brand-new, 10-week, free concert series set to energize Dunham Mall.

Running weekly on Fridays from 6 to 8 p.m. for 10 weeks, the Pitt will showcase a dynamic lineup of musical acts hailing from Montreal, Boston, the Pioneer Valley, and the Berkshires. From indie rock and soul to emerging electronic artists, this series will celebrate both regional talent and international artistry, right in the heart of downtown Pittsfield, starting June 13.

In addition to the music, concertgoers can enjoy local food and drink offerings. Hot Plate Brewing Co. will host a beer garden, and Handcrafted, a new, Pittsfield-based restaurant, will serve up a variety of food.

“This series is all about showcasing independent artists and artisans and bringing some new energy to our downtown community,” Hot Plate co-founder Mike Dell’Aquila said. “We’re thrilled to bring this caliber of talent and culture to Dunham Mall.”

Progress and Promise

 

Rebecca Brien was born and raised in Berkshire County and has lived in Pittsfield for the past 30 years, so she knows something about the ebbs and flows of the economy and how that impacts a city and its downtown.

“When an organization like General Electric or a major employer leaves, it does create this gap,” she said, which is why she’s thrilled that 20 new businesses have set up shop downtown over the past two years.

And why she’s equally excited to be managing director of Downtown Pittsfield Inc. (DPI), which has been advocating, convening, and promoting downtown businesses since its launch in 1983.

“We act as a chamber of commerce for downtown. It’s a membership-driven organization; members consist of the usual retailers, restaurants, and cultural and entertainment venues. Nonprofit organizations are welcome, and we work very closely with key property owners downtown as well,” Brien explained.

“We have a vision for as many businesses to join our membership as possible. We have really great diversity downtown, and we want to make sure we welcome as many people as possible and create more foot traffic and a bustling district. Our mission is to strengthen and promote membership through advocacy, collaboration, and celebration.”

The advocacy element means DPI acts as a representative for its members to the city of Pittsfield, speaking to what members want to see downtown. One example has been the parking situation.

“We’ll be announcing, in the next few weeks, meetings to talk about what other changes will best represent what we want the downtown to be — lanes for parking; sidewalks for events and dining; individuals who need more protection, such as bikers or people with motorized scooters — we’ll find what works best for what we want.”

“We worked very closely with membership and City Hall in terms of changing parking along the downtown to be a three-hour limit, which allows for more turnover in parking spaces right on the street,” Brien said. “That’s something that was brought to us by our members. We conducted a survey and brought it to City Hall, and changes have been made. It makes a great difference for retailers when there are open spaces available along North Street.”

DPI also brought a proposal to the city to look at angled parking downtown, but further discussions will be more comprehensive and encompass a fuller plan.

“It prompted the city to go a step further and work with a consultant and talk about many different types of configurations downtown, rather than making a quick decision and a quick paint job,” Brien noted. “We’ll be announcing, in the next few weeks, meetings to talk about what other changes will best represent what we want the downtown to be — lanes for parking; sidewalks for events and dining; individuals who need more protection, such as bikers or people with motorized scooters — we’ll find what works best for what we want.”

Meanwhile, DPI worked with the city on a collaboration called Downtown Blooms, which develops and improves gardens throughout the district. “This program is converting many gardens downtown from annual plantings to perennial beds, and actually saves money for the city.”

First Fridays at Five

First Fridays at Five have featured live music, art, dance, family fun, shopping, food, and entertainment throughout downtown Pittsfield.

But perhaps the most visible aspect of DPI’s work is downtown events, from First Fridays at Five — which spreads art, music, food, family fun, and more across the downtown every month — to First Friday Artwalks, which engage the public with artists and galleries, and Let It Shine!, which is a public art project that has installed almost 20 new murals downtown over the past two years, with funding from MassDevelopment and a host of other local entities. “Last year brought international artists, and we also work with local artists,” Brien said.

In short, DPI seeks to raise the profile of downtown Pittsfield in myriad ways, while supporting businesses both old and new in what she calls “the urban epicenter of Berkshire County.”

 

Raising All Boats

Downtown Pittsfield Inc. is a lean operation; Brien is the only full-time staffer, and she’s assisted by two part-timers, Marketing Coordinator Kimberly Gritman and Executive Administrator Arri Better.

“So we’re very lucky to have 25 board members and our downtown stakeholders that can help us in terms of programming activities and making connections,” Brien noted. “In terms of hands-on staff, we’re very small.”

The organization has worked with the Pittsfield Cultural Assoc., municipal departments, and other entities on events and programming, and, as noted, there’s quite a lot of both.

Brien came on board DPI two and a half years ago — an exciting time, in some ways.

“There’s a lot of work going on and a lot of partners to work with.”

“Coming out of the pandemic, there was a lot of funding,” she said, noting initiatives like the American Rescue Plan Act and a program of DPI and the Pittsfield Economic Revitalization Corp. (PERC) called Glow Up! whereby businesses and property owners are awarded grants up to $10,000 for signs, painting, lighting, and improvements to their entryways.

This past spring, the second round of grant recipients was announced, including Angelina’s Submarine Shop, Berkshire Pipe & Tabacco, Clark Vintage Lighting, Independent Mobility, Phoenix Theatres, Hotel on North, Otto’s Kitchen & Comfort, Pittsfield Health Food Store, Soda Chef, Thistle and Mirth, and the owners of the Brothership Building and the Dunham Block.

Recipients are selected using a grading system that ranks their responses on how COVID-19 impacted their business, the details of the projects to be funded by the grant, and on the impact the projects would make on their space.

Meanwhile, the Berkshire Black Economic Council introduced VIBE grants for new businesses last summer — the first four recipients were Guelce Collaborative Marketing, BB’s Hot Spot LLC, Dolce Rose Beauty Supply, and Brazzucas — while PERC and MassDevelopment funded Boost! North Street, which supports local businesses through competitive grants and professional consulting. The initial cohort includes ASTScuba/Aquatic Roots, Berkshire International Market, Clark Vintage Lighting, Dottie’s Coffee Lounge/Dorothy’s Estaminet, Empire Pizza, Espetinho Carioca, Methuselah Bar and Lounge, Otto’s Kitchen and Comfort, Placita Latina Restaurant and Market, Steven Valenti Clothing, Tito’s Mexican Bar and Grill, and Witch Slapped.

“It’s made for a wonderful period to come in. There’s a lot of work going on and a lot of partners to work with,” Brien said, adding that Chuck Leach, president of Lee Bank and the newest DPI board president, sees the potential as well. “He’s not a resident of Pittsfield, but he recognizes the importance of Pittsfield to the community, and Lee Bank has made major investments in building downtown and really bringing it to the next level.”

But Downtown Pittsfield Inc. also has its eye on issues like public safety and social services. “The thing about Pittsfield is, although we’re a tourist area, we’re also a major epicenter in terms of urban services,” she noted, which is why a healthy city isn’t just about arts, events and recreation, but good jobs and easily accessed supports for those who struggle with housing insecurity, food insecurity, and health and mental issues.

“The biggest thing now is how to maintain the momentum,” she went on. “It has to do with our community partners realizing where we are economically and where people are at, and make sure places like food pantries are well-staffed and well-supported.”

 

Creating a Framework

While helping the city move ahead in many ways, DPI also recently relocated its office to the heart of downtown, at 431 North St., former home of Jan Perry Realty, hosting a ribbon cutting and open house on Sept. 15. DPI is also managing the Framework co-working space at 437 North St., offering rentals of semi-private offices, a classroom, and a boardroom to DPI members and the public.

“We’re also able to offer classes on things like how to better market your own business and how to do collaborative marketing with other members. We have such great offerings, and we want to make sure people know about it,” Brien said, adding that Downtown Pittsfield Inc. also hosts quarterly meetings with Mayor Peter Marchetti.

All these collaborations and connections have generated positive vibes, which Brien appreciates, even though she knows there’s always work to do.

“I’ve had people stop me on the street regularly and tell me things are wonderful. We’ve had letters to the editor about how great things are looking. For our July 4th parade this year, our downtown had never looked better,” she said. “But we recognize there are things that every small town or large city are struggling with right now, and we recognize that changes are needed, even small increments at a time.

“But I really believe this upcoming year will be our best year ever,” she added, encouraging residents to not only check out the the improvements and events, but to talk them up, as a way to change the narrative around downtown and keep the momentum going. “That’s what I would recommend for every community at this time.”

PITTSFIELD — Downtown Pittsfield Inc. (DPI) has officially relocated its office location to the heart of downtown Pittsfield at 431 North St., former home of Jan Perry Realty. DPI invites its members and the public to a grand opening and ribbon cutting on Thursday, Sept. 12 at 10 am., Attendees can enjoy light refreshments and an opportunity to meet DPI staff and board members. The ribbon cutting will be immediately followed by an open house until 5 p.m.

DPI is managing the Framework co-working space at 437 North St., offering rentals of semi-private offices, a classroom, and a boardroom to DPI members and the public. Those attending the open house are invited to tour these spaces. Semi-private offices are available for day or monthly rentals. A boardroom rental and multi-use classroom space rental with flexible configurations are available for day rentals with access to a lounge where renters can bring in catering from downtown restaurants.

“Downtown Pittsfield Inc. is excited to be on to North Street. We believe this opportunity will allow for our organization to grow,” DPI Managing Director Rebecca Brien said. “The new location provides space to for classes, seminars, informational sessions, and gatherings to strengthen the membership of DPI.”

DPI is a membership organization consisting of property owners, businesses, residents, cultural and entertainment venues, restaurants, and nonprofit organizations who have joined forces to increase economic activity by promoting downtown as a great place to live, work, and play. DPI works in partnership with the various city departments, which has led to major streetscape projects, parking improvements, and marketing initiatives.

The Let It Shine! Public Art Partnership

The Let It Shine! Public Art Partnership, a collaborative effort involving several partners, has helped bring new murals, color, and more vibrancy to downtown Pittsfield.

Rebecca Brien grew up in Berkshire County and has lived in Pittsfield for more than 30 years now. She’s old enough to remember what it was like downtown on Thursday nights after employees at the sprawling General Electric transformer-manufacturing complex picked up their paychecks.

“All of the shops would stay open late,” she recalled. “And all of the employees would get their paychecks and come down to the banks directly to cash them and have dinner and do some shopping. It was definitely a bustling town.”

Brien, who now serves as managing director of Downtown Pittsfield Inc., or DPI — a membership organization consisting of property owners, businesses, residents, and nonprofit agencies — understands that it probably won’t ever be that like again on North Street, the city’s main thoroughfare, and adjacent streets.

But there is a renewed sense of vibrancy — coupled with some stern challenges — in the central business district, she said, noting there are several new and thriving businesses, many of them in the broad realms of arts, tourism, and hospitality, and new initiatives to improve the area and specific storefronts and encourage people of all ages to visit the district and stay for a while.

These include the Let it Shine! Public Art Partnership, a group of Pittsfield-based community members who have come together to organize public art and revitalization on North Street, including several new murals that have brought color to the area and changed the landscape, literally and figuratively, and the Pittsfield Glow Up! Business-improvement grant program, made possible by ARPA funding. The initiative provides grants of up to $10,000 to eligible businesses impacted by COVID to be used for physical improvements that will enhance foot traffic and create visual vibrancy in the district (more on both programs later).

“There’s definitely a concern when it comes to foot traffic, so DPI has been working very hard to make sure that there are activities going on.”

“I do see that our downtown is poised to reach a new potential,” Brien said. “We’re working with MassDevelopment and its Transformative Development Initiative, a program to accelerate economic growth in focused areas, which means we have access to funding and programs that are really making a difference in our downtown.”

Jonathan Butler, president and CEO of the Pittsfield-based economic-development agency 1Berkshire, agreed.

He said Pittsfield and especially its downtown, which has been reshaping and reimagining itself since GE departed nearly 40 years ago, remains a work in progress.

Today, its economy is far more diverse than it was decades ago, when manufacturing was the anchor, he said, adding quickly that manufacturing remains a force, with General Dynamics employing nearly 2,000 people in facilities that were once part of the GE complex.

But the creative economy has also become a huge force in the community, with attractions and institutions such as Berkshire Theatre Group, Barrington Stage Company, and the Colonial Theatre, and this diversity stretches to technology, healthcare, service businesses, and other types of entrepreneurial ventures.

That list includes Elegant Stitches, an embroidery and screen-printing shop run by Al Enchill and his son, Auric. It specializes in branded custom apparel — from T-shirts to tote bags to umbrellas — and counts a number of area banks and other businesses, colleges, government agencies (including the FBI), and even the U.S. Army in its client portfolio.

Al Enchill first opened his business on First Street in 1997, and has seen a good deal of change and progress downtown since then.

“Pittsfield is changing for the better, and it’s attracting more people,” he said. “I think this will help the businesses here.”

But as much as Pittsfield and its downtown are experiencing growth and progress, there are still considerable challenges, some of them COVID-related.

Indeed, the shift to remote work and hybrid arrangements has left fewer people working downtown, said Butler and Brien, noting that this has certainly impacted many of the hospitality-related businesses in that area. Meanwhile, that same trend has also impacted commercial real estate downtown, Butler added, noting that some businesses are now leasing less space, and others will certainly be tempted to do so.

At the same time, there is a housing crisis — the same one impacting communities across Western Mass., Butler noted, adding that there is potential to convert some of the vacant or underutilized space in the downtown area to housing, something that would address two problems at once and bring people, and vibrancy, to the city center.

For this, the latest installment of its Community Spotlight series, BusinessWest takes an in-depth look at Pittsfield and its downtown, and efforts not to recreate the past, but to create a vibrant, sustainable future.

 

Progress Report

Brien said DPI, established in 1983, acts much like a chamber of commerce would. The agency serves as a connector and liaison for businesses and property owners, residents, and city officials.

It is currently working on a number of initiatives to bring new businesses and vibrancy to the downtown area, she said. These include a collaborative effort between DPI and the Berkshire Black Economic Council on a VIBE grant that will provide funding for four new businesses to launch in the downtown, a program designed to help fill some of the empty storefronts in the district.

Meanwhile, DPI continues its work with the city and the Pittsfield Economic Revitalization Corp. to administer the Glow Up! grants. A first round of grants totaling $100,000 and involving 12 businesses was awarded in the spring, and applications for a second round of $100,000 opened earlier this month.

“Pittsfield is a commercial center, lots of people physically work in Pittsfield; they all left downtown Pittsfield during the pandemic to work at home, and now, three years later, some of them have returned, but many haven’t. So, like many other downtowns, there’s a large gap in commercial real-estate space, a lot of unfilled space.”

“The money can go toward anything from painting to new windows to new signage and additional lighting,” Brien said, adding that the program’s name explains what business owners are trying to do — glow up their operations.

Overall, there is progress downtown, but several challenges as well, especially when it comes to foot traffic — a concern for most all cities in the post-COVID area. Thus, DPI has intensified its efforts to create programming and undertake initiatives to not only bring people to the area, but extend their stay.

“There definitely have been more challenges, especially for our lunch business in the downtown, especially with the banks, insurance agencies, and organizations like that still working hybrid models,” Brien said. “There’s definitely a concern when it comes to foot traffic, so DPI has been working very hard to make sure that there are activities going on.”

These include an Artswalk on the first Friday of each month between May and December to bring visitors downtown, she noted, adding that the program has been expanded recently to include placing works by local artists in shops and restaurants, as well as music, dance, a marketplace, and activities for children in an effort to extend visitors’ stay in the central business district to include dinner and perhaps a show at one of the venues.

Along these same lines, the Let it Shine! community art project was launched. It includes eight new murals in the downtown and West Side districts.

“These are world-renowned artists — individuals from across the U.S., and local artists as well, who have installed pieces,” Brien said, adding that a digital tour guides individuals to these works and other murals installed in recent years.

“Any night of the week in our downtown, you can find activities, you can find music, shows at the local theaters — we have a great movie theater in our downtown, we have a new brewery that has programming every night of the week,” she went on. “We have great restaurants … there’s a lot to do, and we’re doing what we can to bring people out and take it all in.”

Enchill has witnessed all this out the front window of his business, and he is encouraged by what he now sees. He said that, while COVID took its toll, there are many people on the streets, some of whom will stop into his store to buy a sweatshirt because it’s colder outside than they thought it might be.

“Things are changing here — things are happening,” he said. “Downtown is making its way back.”

 

‘Fighting Its Way Back’

Butler concurred, and noted that there is a sense of momentum in Pittsfield, visible on many fronts.

These include population growth, something all Berkshires communities have been seeking, especially in the form of professionals fleeing larger municipal centers in the wake of COVID for more rural zip codes that offer quality of life and opportunities to work remotely.

Pittsfield fits that description, Butler said, adding quickly, though, that whatever surge there may have been has crested. Meanwhile, he wondered out loud how many of these new arrivals were simply living in the Berkshires and not working there — and, thus, not providing any relief for a workforce crunch that is still impacting businesses across most all sectors, but especially the tourism and hospitality industry.

“It’s absolutely a tough time workforce-wise; I don’t know if we’re off trend with the rest of Massachusetts or New England, but we’ve definitely felt pressure in the hiring market going all the way back to 2017 and 2018, pre-pandemic, and then it accelerated with the pandemic, and we’re still feeling that,” he said, using ‘we’ to mean the Berkshires in general but especially the region’s largest community, where roughly 40% of those employed in the county work.

“And it’s really every sector, from hospitality to healthcare, manufacturing, and tech; we just have a variety of sectors where they’re hiring everywhere, and it doesn’t appear that the workforce needed for our current employers is seeking employment at the volume needed in the Berkshires.”

The problem is especially acute in the tourism and hospitality sector, Butler said, where some businesses, including hotels and restaurants, have been forced to alter operations, and often hours or days of operation, because of an inability to find enough help.

As for the downtown, he said it is “fighting its way back,” a phrase he used not necessarily in reference to the loss of GE, although that’s part of it, but rather to COVID and its after-effects, with regard to both visitation and a changing workplace that has left at least Mondays, Tuesdays, and Wednesdays quieter than they were before the pandemic.

“Downtown Pittsfield was probably the heaviest pressure point in terms of pandemic-induced economic impact, and that was probably the case with most gateway cities and larger cities,” he said. “And in the case of downtown Pittsfield, I think it was a combination of things — Pittsfield is a commercial center, lots of people physically work in Pittsfield; they all left downtown Pittsfield during the pandemic to work at home, and now, three years later, some of them have returned, but many haven’t. So, like many other downtowns, there’s a large gap in commercial real-estate space, a lot of unfilled space.”

Elaborating, he said some businesses are carrying on in the same space as before the pandemic, but others have changed their footprint to accommodate a smaller on-site workforce, leaving space to be leased.

Space that might be used to help combat the ongoing housing crisis, he said.

“There’s an opportunity to convert a lot of this underutilized space that we found post-pandemic into housing,” Butler explained, adding there are a probably a dozen buildings in and around downtown Pittsfield that could be retrofitted for such use, and a $4.8 billion housing bond bill proposed late last month might help fund such transformations.

 

Seeing the Light

Brien has obviously seen a great deal of change in downtown Pittsfield from those days when GE dominated the economy and even the culture of the community.

And the pace of change continues, most recently in a positive way, with new businesses and new initiatives that make the city and its downtown a destination.

“I really feel that there’s a glimmer,” she told BusinessWest. “It’s not going to happen overnight, but every day, we do a little bit more to bring Pittsfield and our downtown back to life.”

A life that respects the past, but is more a reflection of the future.
