The Region’s Show of Force
A few weeks back, we referenced how long and difficult this year has been for the region and its business community given all the natural disasters and near-disasters, as well as the lingering recession and its many effects.
Despite all that, we said, there is still much to be proud of and to look forward to as we gauge the strength and diversity of the region’s economy and its prospects for the future. And we’ll get a chance to prove it on Oct. 18 at the MassMutual Center, when the curtain rises on the first Western Mass Business Expo.
Technically, this gathering is a trade show, a business-to-business event featuring the exhibits of more than 130 companies, as well as informational seminars and presentations designed to inform and entertain, and a day-capping networking social. But in reality, it is a celebration of the region’s business community, and we hope that you’ll take part in that celebration.
That’s because, while BusinessWest is producing the expo and the MassMutual Center is hosting it, the event really belongs to the business community, and it will be responsible for providing the energy in the room and, ultimately, the momentum that can be taken from it.
But let’s back up a minute. BusinessWest made the decision to produce this event — and also change its name and character — as part of its ongoing and ever-evolving mission to turn a mirror on the region’s business sector and spotlight the people and the individual companies that define it.
For the better part of two decades, this was done via the printed word, in a monthly and then twice-monthly publication. In recent years, we’ve added special events such as the 40 Under Forty and Difference Makers recognition programs, which salute, respectively, the rising stars and individuals who find new and compelling ways to give back to the community and contribute to quality of life in Western Mass. We’ve also become an active partner with the region’s chambers of commerce, working with them in many ways to bring benefits to members and enable area businesses to become more competitive in today’s global, ultra-competitive marketplace.
The Western Mass Business Expo takes our mission a step further and to a different medium, if you will. We’re still shining a mirror, in many respects, but going much further as well, with informational seminars and programs, and the creation of the networking events aimed at helping area businesses make the all-important connections needed to grow and get to the next level.
As we said, this is a BusinessWest production, but it is really an event owned by the business community. And, ultimately, the success of a trade show isn’t measured by how many companies are exhibiting, but by how much those in attendance can take home with them and how much positive energy the event creates.
We’ve spent the spring and summer creating programs that will provide a number of take-aways for all those in attendance. They feature decision makers and they are designed for both design makers and those who carry our their decisions. But that positive energy? Well, that’s up to all those work and do business in this region.
We hope that everyone who is able will be at the MassMutual Center on Oct. 18. It’s an event that promises to be time well-spent — and it just might help people forget what a trying year this has been and focus on how great next year can be.

HOLYOKE — The Women Business Owners Alliance of the Pioneer Valley (WBOA) recently presented Girls Inc. of Holyoke with a check for $2,950, proceeds from a Women’s Night of Comedy. The spring fund-raiser featured comediennes Tina Giorgi, Julie Barr, and Jenny Zigrino. “We are delighted to receive this gift,” said Suzanne Parker, executive director of Girls Inc. “In addition to the generous donation from the WBOA, some members of our board of directors were so inspired at the check presentation that they made additional gifts of their own as well. United Bank Aids
Tornado Relief
WEST SPRINGFIELD — With its partnership in the ABC40/FOX6 Tornado Relief Fund as well as grants awarded by its foundation, United Bank recently announced that a total of $89,500 in donations has supported local tornado relief and recovery efforts. The amount is in addition to the bank’s earlier gift of $25,000 to the Red Cross immediately following the June 1 tornado. The ABC40/FOX6 fund raised $40,000. Individual grants of $10,000 each were awarded to the American Red Cross, Pioneer Valley Chapter; the Salvation Army, Springfield Corps; the Community Foundation of Western MA Tornado Relief Fund; and United Way of Pioneer Valley Tornado Recovery Fund. Also, the United Bank Foundation awarded $49,500 to nine organizations that were impacted by the tornado and those providing immediate relief to the community. The recipients were: Dakin Pioneer Valley Humane Society, $2,000; DevelopSpringfield Corp., $10,000; Holyoke Chicopee Springfield Head Start, $4,000; Pioneer Valley Montessori School, $2,500; Rebuilding Together Springfield, $10,000; South End Community Center, $2,500; Springfield Rescue Mission, $2,000; Square One, $12,500; and Westfield Public Schools, $4,000.
Johnson & Hill Donates to Link to Libraries
PIONEER VALLEY — Johnson & Hill Staffing Services and Link to Libraries Inc., have joined forces for its inaugural Welcome to Kindergarten “Read Together” Literacy Bag Project. The newest initiative for Link to Libraries is the donation of more than 2,000 literacy kits to children entering kindergarten in Springfield and Holyoke public schools. The literacy bags include new bilingual books, bookbags, bookmarks, and parent educational materials supplied by the Irene and George Davis Foundation. “It is most important that our local children have the tools they need to start the school year on the right foot and to help them achieve their intellectual potential,” said Susan Jaye-Kaplan, co-founder of Link to Libraries. “We hope that these literacy kits will stimulate interest in reading and provide books to begin their own home library. We greatly appreciate the support of Andrea Hill-Cataldo and the staff of Johnson & Hill Staffing. It is community partners like this that help us reach our goals.”
Big Y to Eliminate
Self-checkouts
SPRINGFIELD — Big Y Foods Inc. has announced it will eliminate all self-checkout lanes in all its stores by the end of the year. Big Y first implemented self-checkout lanes in 2003. After extensive research, Big Y noted that the self-checkout lanes not only do not save customers time, but usually take them even longer to check out than customers in standard checkout lanes. Big Y concluded that the self-checkout technology could neither improve nor replace the value of a friendly cashier who is able to personally help each customer in their lane, according to Michael Tami, vice president for information resources and technologies. “Our self-checkout technology could not deliver on the service needs of our customers,” he said. “In short, we were not able to provide the exceptional customer service through them that has made Big Y what it is today.”
ACC Bistro Open for Cooking Classes
ENFIELD, Conn. — Hands-on cooking experiences are available to students this fall at Asnuntuck Community College (ACC), led by chef Bill Collins. Collins, a personal chef in Western Mass. and a professional chef for more than 18 years, provides a variety of course options to students looking to enhance their culinary prowess at ACC’s Bistro. Experience in the kitchen is not a prerequisite for the classes. The only requirements are that students bring a chef’s knife, a paring knife, a dish towel, and storage containers to bring home leftovers. All classes will include copies of the recipes Collins will be teaching. Classes are being offered at a variety of lengths ranging from one to four evenings. TNR Global to Attend UMass Career Fair
AMHERST — Karen Lynn, director of business development, and Natasha Goncharova, co-founder and managing director of TNR Global, will be representing the firm at UMass Amherst’s Career Fair for Engineering, Natural Sciences & Technology students on Sept. 28. “The University of Massachusetts offers a comprehensive computer science program where students emerge strong candidates for the kind of technical work required of TNR software developers,” said Michael McIntosh, vice president of search technologies. TNR Global is a systems design and integration company focused on enterprise-search and cloud-computing solutions for publishing companies, news sites, Web directories, academia, enterprise, and SaaS companies.
Banks Announce
Merger Plans
ADAMS — Adams Co-Operative Bank and South Adams Savings Bank, both headquartered in town, have agreed to combine their two institutions to form a new community bank serving Berkshire County. A joint announcement of the plan was made recently by Joseph Truskowski Jr., president and CEO of Adams Co-Operative Bank, and Charles O’Brien, president and CEO of South Adams Savings Bank. The combined bank will consist of seven full-service offices located in Adams, Cheshire, Lanesboro, Lee, Williamstown, and North Adams. Truskowski and O’Brien emphasized that both banks are committed to creating jobs in Berkshire County, and no jobs will be eliminated as a result of the merger. The two bank headquarters, which bookend downtown Adams, will also remain fully used. The new bank will be formed under a Massachusetts savings bank charter, with Truskowski serving as president and O’Brien as CEO. The managing boards of the two banks will be merged to create a new board of trustees. In addition, all deposits will continue to be insured in full at the new bank through a combination of coverage from the Federal Deposit Insurance Corp. and the Depositors Insurance Fund of Massachusetts. The merger is subject to approval by the depositors of Adams Co-Operative Bank, corporators of South Adams Savings Bank, and regulatory agencies. The merger is expected to be completed during the first quarter of 2012.
United Rentals Supports Extreme Makeover
SPRINGFIELD — United Rentals in Ludlow worked around the clock in early September providing construction equipment and services to the latest project in Springfield chosen by the ABC show Extreme Makeover: Home Edition (see related story, page 36). The build benefits Sirdeaner Walker, who has become a national voice against bullying in schools after surviving the loss of her son. The build is also part of United Rentals’ fifth year of partnership with the award-winning television show, which has relied on the company for equipment and volunteers on more than 80 new-home constructions. “Over 80 projects and more than 5,000 pieces of equipment, United Rentals has come through for us every time,” said Diane Korman, senior producer of Extreme Makeover: Home Edition. “Even in remote locations, United Rentals always has a branch close enough to arrange all the equipment we need, ensure its reliability, and deliver it within a three-hour window. Most importantly, they share our ‘safety first’ philosophy.” The episode featuring the Walker family will air on ABC on a date to be announced.
Museums10 Focuses on Photography
Ongoing: Museums10, a collaboration of 10 college-affiliated museums in the Pioneer Valley, features seven photography exhibitions this fall, related lectures and discussions, and a symposium on Trans-Asia photography, all presenting a world that is at once far away and close at hand. With works of art from Asia, Africa, Europe, and the Americas, the exhibitions and events collectively reveal a globalized world and distinct styles of photography. United Way Merits Strong Support
Our community is filled with people, companies, and organizations who’ve proven they’re willing to do what it takes to help improve the lives of those in need while also investing in our community’s future. Last year alone, countless lives were improved by the generosity shown throughout our community, with an amazing $6.1 million given to the United Way of Pioneer Valley Campaign. We asked for everyone to give 110%, and many of you stepped up to meet the challenge.
One year later, we’ve made a lot of progress together, but there is more to be done. Just a few months ago, residents in our area faced tragedy and devastation. On June 1, three tornadoes ripped through our area, leaving a trail of destruction, crumpling homes, businesses, and schools. United Way of Pioneer Valley immediately took responsibility for the coordination of local volunteer services and partnered with a national organization, All Hands Volunteers, to support regional volunteerism. We assisted local chapters of organizations such as the Red Cross and Salvation Army in the identification and matching of volunteers for immediate relief, and we continue to work with local organizations to provide volunteer support to recovery efforts.
Additionally, we established a tornado-recovery fund in partnership with the Jewish Federation of Western Mass. that has raised $300,000. To date, our allocation team has awarded more than $125,000 to local organizations assisting individuals impacted by the tornado, and will continue to focus its efforts on the unmet needs of local residents.
The reverberations from the tornadoes are still being felt in the Pioneer Valley and will forever change the landscape of our community. As we get ready to start up our 2011 campaign, we are committed to fulfill the long-term response strategy to the needs that will continue to emerge in the coming weeks and months.
At the same time, we must face the issues of our community that were present before our area was faced with natural disaster. We will face these issues with the same hope, optimism, and courage that we always have with a new conviction of determination.
Far too many families are in need of food and shelter, and too many of our children arrive unprepared for school and later struggle to make it to their high-school graduation.
We, as a community, are the only ones who can make a change for the better. Everyone deserves the opportunity to have a good life, a quality education that leads to a stable job, enough income to support a family through retirement, and good health. UWPV supports a powerful network of agencies and programs that help people meet the essential human needs of life each day, and often they do it with too few resources.
We have a great challenge ahead, and we need your help to improve lives and our community. Your decision to give to the United Way is critical to the future of our community.
There are many ways to give — you can give your time, you can lend your voice and advocate for others, and you can give financially. You can find these opportunities on our Web site at www.uwpv.org. Your decision to get involved will impact the lives of the men, women, and children in our community that we pass on the street each day. So please give what you can, when you can.

WILBRAHAM — Paul Robbins, owner of Paul Robbins Associates, took home a Silver Award in the 2011 Summit Creative Award competition for his documentary-style video titled Housing First, produced for the Western MA Network to End Homelessness. Robbins previously won a Summit Creative Award in 2008 and again in 2009 for videos he produced for HAP Housing, the region’s housing partnership. The video tells the story of the Housing First initiative in Western Mass., which is designed to help families and individuals avoid homelessness by providing housing and support services, through the eyes of four people helped by the initiative in Hampden, Hampshire, Franklin, and Berkshire counties. The kit provides TPAs with all necessary documents to complete the plan installation process, facilitating each retirement plan’s smooth transition to MassMutual Retirement Services. The enhanced version has been recognized to increase ease of use, by simplifying and grouping related questions and incorporating funding and Web site applications. The incorporation of these applications reduced, on average, four signature requirements, according to Gary Stamborski, vice president of TPA and new business operations. “MassMutual is committed to providing TPAs, advisors, and sponsors with the best plan installation service in the marketplace today,” said Stamborski. “The new kit is one way we are striving to exceed the expectations of everyone involved throughout the plan installation experience.” Stamborski noted that the kit will continue to undergo an annual review to incorporate industry best practices and efficiencies as well as valuable feedback from TPAs, advisors, and sponsors.

Goliath Coaster
AGAWAM — Six Flags New England announced the addition of Goliath, a suspended, looping, boomerang coaster. New England’s newest coaster will reside in the Crack Axle Canyon section of the park and will make its debut in late spring of 2012. The ride experience will begin when guests are strapped into chairs suspended from the track above; then Goliath sends riders dangling face-down out of the station and up the first tower. Once riders reach the top of the tower, they are dropped into a complete vertical 18-story freefall, reaching speeds of 65 mph before racing head over heels on the outside of a 102-foot-tall vertical loop, followed by a 110-foot-tall butterfly turn before rocketing up the second 19-story tower. “Six Flags New England is thrilled to announce the addition of Goliath to our already-amazing arsenal of rides,” said Jason Freeman, Six Flags New England park president. “This ride delivers pure adrenaline from start to finish and solidifies our commitment to adding high-volume fun for the entire family.” Goliath joins a large lineup of coasters, including Cyclone, Batman the Dark Knight, Mind Eraser, and Bizarro

Massachusetts Can Be a Model for Growth
During my travels across Massachusetts in the past few weeks, residents have expressed frustration and outright disgust with Washington. They don’t need Standard & Poor’s to tell them what they already know: Washington spends too much, borrows too much, and has for the most part been unable or unwilling to address our debt and deficit challenges in a bipartisan way.
We need to stop the finger-pointing and come up with a bipartisan and bicameral compromise to solve the nation’s fiscal problems. There are three key steps we need to take: cut spending, create a sound long-term fiscal plan, and enact a pro-jobs legislative agenda. In each case, recent history in Massachusetts can be a useful guide.
First, we need to stop spending so much.
In 2001 and ’02, the bursting of the technology bubble hit the Massachusetts economy hard. Our unemployment rate was growing faster than any other state in the country, and we faced a fiscal crisis that many experts said was the worst since World War II. The projected deficit for 2003 was nearly $3 billion.
But instead of raising taxes, Democrats and Republicans worked across the aisle: we tightened our belts and balanced the books by cutting spending. It wasn’t easy, but after some tough negotiations and resetting of priorities, we turned our deficit into a surplus, and the economy and jobs started coming back.
In Congress, we need to stop dithering and start looking at every opportunity for savings, both big and small. We can save at least $5 billion by stopping the ethanol subsidy, $15 billion by selling unused federal properties, and $150 billion by addressing the duplicative programs and improper payments recently brought to light by the Government Accountability Office. These are just a few examples of the waste that steals money from worthy projects. These are the types of bills we need to send to the president.
Second, Washington needs a solid long-term plan to get the $14.5 trillion federal debt under control.
In 2005, when S&P upgraded Massachusetts’ credit rating, it cited two key factors: reduced spending and greater budget certainty. Washington needs to do the same thing.
Many businesses in Massachusetts say they are paralyzed by uncertainty about Washington’s next move and overregulation. They can’t plan, and they are too nervous to hire new workers.
Congress needs to take a hard look at the long-term drivers of our debt — entitlements, the defense budget, annual spending, and our tax code — and have an honest conversation with the American people about how their money is being spent. Both Democrats and Republicans will have to accept less than 100% of what they want to get a big deal done, but that deal would give our job creators some of the stability that they are craving. And we must ensure that, in crafting reforms, those at or near retirement do not see changes to their promised benefits.
Finally, we need to implement a broad, pro-growth agenda.
In decades past, Massachusetts was often cynically referred to as ‘Taxachusetts’ and derided for its anti-business environment. But when the Legislature was faced with those daunting deficits in 2003, we didn’t panic and increase taxes. By holding the line, Massachusetts’ national tax burden ranking improved. We can do the same thing in Washington to compete globally. With personal income tax rates about to increase for millions of Americans in 2013, we need a broad tax-reform package that eliminates the special loopholes, simplifies the tax code, and lowers rates.
We should finally get moving on the stalled trade agreements with Korea, Panama, and Colombia that will open new markets to our products. And we should implement a common-sense approach to regulation that tells the world (including our own entrepreneurs) that America is open for business.
Americans know that borrowing 42 cents out of every dollar we spend is unsustainable, and that a record $14.5 trillion debt threatens our economic stability and future. However, despite our current challenges, America still has more potential for economic growth and job creation than any other country on earth. It’s time for us here in Congress and the administration to put our differences aside and do our job.

The Glass Is More Than Half Full
There have been a lot jokes lately about people seeing a plague of locusts coming down State Street in Springfield — or what they would do if they did see one.
Likewise, there’s been more attempted humor concerning the notion that adversity builds character. If it does, most in this region would say we’ve got more than enough character, thank you.
Indeed, it’s been quite a year, and it’s far from over. The winter was long and brutal. The recovery … that should be put in the form of a question, as in ‘what recovery?’ Gas prices soared back up over $4 a gallon, and although they’re down a little, they remain a challenge to progress. Meanwhile, debt crises here and abroad have sent the stock market reeling in recent weeks and raised the specter of the dreaded double dip.
Then came the natural disasters: first the tornado, from which full recovery will take years, then the minor earthquake (no damage, but it shook people up, literally and figuratively), and then the tropical storm, which didn’t hit with full fury, but try telling that to many people in Franklin County.
So as 2011 heads for the three-quarter pole, many people are looking for the locusts, figuring they have to be next. However, while being pessimistic and cynical in this climate — both economically and meteorologically — there is room for a little optimism. In other words, yes, things could be much worse, and they are in many parts of this country and other nations as well. Why see the glass as at least half full? Consider these reasons:
• Adversity does, indeed, build character, and out of the trials and travails of 2011, some positive energy and new sources of resiliency have been found. The tornado turned many sections of Springfield, West Springfield, and other communities upside down, but now there is a chance to rebuild and perhaps create momentum from new initiatives. Meanwhile, the sum of the natural disasters and other forms of turmoil (and survival of all of that) could create more needed confidence in the region — an ‘if we can make though all this, we can make it through anything’ mentality.
• The jobs market, while not robust, or anything approaching that description, is at least holding steady, with signs of progress. The cutbacks at Baystate Health and Milton Bradley have been the only real setbacks, while companies such as Smith & Wesson, Big Y, and others have been adding workers, and many businesses are seemingly on the cusp of having enough confidence to move forward with new hiring.
• The region continues to foster entrepreneurship through incubation efforts and mentorship programs that will eventually pay huge dividends for the Greater Springfield area. As we’ve said many times before, while it’s great to lure corporations that will bring hundreds of jobs to an area, the more likely scenario for growth is through small-business development, and this region is making great strides in efforts to encourage entrepreneurial thinking and help companies survive those ultra-challenging first few years.
• The ‘eds and meds’ sectors remain strong and show promise to become even greater forces in the local economy. Baystate’s Hospital of the Future is on schedule to open soon, and most all area health care providers have survived the recent economic upheaval more or less intact. The pace of hiring has slowed, but it is still solid. On the higher-education side, schools like American International College have enjoyed strong growth (see story, page 10), while all the institutions in the region have contributed critical resources — especially their student populations — to help spur economic development in many forms, both in individual communities such as Westfield, Chicopee, and Holyoke, and across the region as a whole.
We haven’t even mentioned the high-performance computing center in Holyoke, the emerging ‘green’ business sectors, and the strong possibility that a casino will be built in Palmer or Holyoke over the next several years.
Add it all up, and there is indeed reason for optimism, not merely cause to look over the hill for locusts.

Karen Stonehouse has been invited by the U.S. Department of Justice’s Office for Victims of Crime to take part in establishing a national curriculum to train new protective-service caseworkers. This initiative is part of a nationwide pilot program to develop standardized competency trainings that can be used as a framework by other states to adapt to fit their regulations. In most states, the protective-service caseworkers are the first responders to report elder abuse, neglect, and financial exploitation. Stonehouse will conduct a course titled “Working within the Criminal Justice System” in September. Finding Ways to Engage Young People
Diane Garcia will tell you that she didn’t enter the General Business program at Western New England University with the intention of pursuing a career in the nonprofit realm. By her junior year, when people said the word ‘boardroom,’ she was thinking about Corporate America, multi-national corporations, and money.
By the time she graduated in the spring of 2009, however, those words meant something else altogether — the word ‘community.’ That’s because she’d not only been in a boardroom, but had a seat in one — serving the YMCA of Greater Springfield. Indeed, Garcia was a participant in the pilot program that became the school’s nonprofit board internship initiative (see story, page 24).
Inspired by her tenure at the Y, she accepted an Americorps Vista position in the National Development Office of Jumpstart in Boston upon graduation, and today works for a search firm that specializes in finding executives for nonprofits. Her story speaks to the success of WNEU’s program in accomplishing its broad mission of benefiting both students and area nonprofits by injecting youth onto those agencies’ boards. But it also speaks volumes about the ongoing need to engage more young people in this community, its businesses, and institutions.
More evidence is provided by the story on page 50, which relates the work done by Smith College student Annie Waters to help piece together a strategy to utilize the arts to bring more vibrancy to Springfield’s downtown.
As these programs clearly show, everyone wins in these situations, and especially the region, even if those young people don’t stay in the 413 area code.
Backing up a bit, the WNEU initiative was started with the idea that by placing top students on nonprofit boards and giving them full voting privileges, the students would gain experience, confidence, and a front-row seat with which to view the important work these agencies do in the community — something they couldn’t accomplish in the classroom.
Students have had the opportunity to help plan and execute such events as the YMCA’s annual fundraising breakfast, the Springfield Boys & Girls Club’s Festival of Trees, and the Hometown Heroes breakfast staged by the Pioneer Valley Chapter of the American Red Cross. And while doing so, they’ve gained an appreciation not simply for the work these agencies do, but how much support they need to keep on fulfilling their missions. And, by sitting on the boards and taking part in key votes, they can see first hand the importance of leadership and involvement in quality of life.
Meanwhile, the nonprofits have received an infusion of youth, a different perspective on the issues to come before the board, and probably an experienced voice when it comes to the matter of fully utilizing technology and social media to inform and educate.
In short, what was a theory three years ago is no longer a theory; it’s fact. And along the way, this program has provided more evidence that when we engage young people from our colleges and universities in the community, good things result, and for all the parties involved.
Moving forward, this region needs more programs like this, initiatives that not only offer real-world experiences, as people like to call them, but thrust students into the community, and into leadership roles as well. Placing a 21-year-old on a board with full voting privileges is an extreme, but there are myriad other ways in which area schools can put the talent in area classrooms to work in area businesses, nonprofits, city halls, and town halls.
On the flip side, too many businesses look upon internships and co-ops as time-consuming endeavors that are more trouble than they’re worth. This thinking is shortsighted and a hindrance to the long-term vibrancy of the region.
As Diane Garcia’s story and others like it show, the word ‘classroom’ has many definitions, and most of them don’t involve four walls and a blackboard. We need to create more ways to expand that definition further, and strengthen our region in the process.
All it takes is a little imagination.

Extreme Makeover: Home Edition Coming to Springfield
SPRINGFIELD — A deserving family in Springfield will have their dreams come true in just a few weeks thanks to ABC’s Emmy-winning reality show Extreme Makeover: Home Edition. That family will learn of their good fortune with a knock on the door on Sept. 11, when the show’s team of designers will surprise them with the news that their home will be completely renovated. The build is a race against time involving a team of designers, contractors, and several hundred workers who have just seven days (one week for the actual construction) to rebuild an entire house — every room, the exterior, and landscaping. Normally, a project of this scope would take months, not days. Chicopee-based N. Riley Construction was selected by Extreme Makeover: Home Edition’s producers to be the lead builder on the project. State’s Jobless Rate Holds Steady
BOSTON — Massachusetts continues to outperform the nation in job growth, according to the latest statistics from the state Executive Office of Labor and Workforce Development. Employers in the state added nearly 13,000 jobs in July, building on strong gains in the first half of the year, the agency reported. The state’s unemployment rate held steady in July at 7.6%, well below the national rate of 9.1% in July, the office reported. Massachusetts has added more than 50,000 jobs since the beginning of the year.

Kindergartners to Receive Literacy Packets
SPRINGFIELD — Children entering the Springfield Public School kindergarten programs this fall will receive a special gift thanks to Link to Libraries Inc. Welcome to Kindergarten, the newest initiative by Link to Libraries, will include a bookbag, new book, bookmark, and educational materials that are bilingual. It is hoped that the selected youths participating in the test pilot program will have the opportunity to read their book with their parents or guardians at home. Classroom teachers will be asked to generate discussion among their pupils to gauge if the sharing of the book occurred at home between the parents or guardians and the youths. It will be requested of each teacher to return a brief survey to Link to Libraries to help determine the success and effectiveness of the program. NH, Maine Join FastLane/E-ZPass Pacts
BOSTON — The Mass. Department of Transportation recently announced agreements with New Hampshire and Maine enabling all three states to impose sanctions on FastLane/E-ZPass toll violators across each other’s state lines. Enforceable penalties now include registration suspension (Maine) and denial of vehicle registration renewal (New Hampshire and Massachusetts). The tri-state reciprocity agreements are the first such agreements in the nation and mark an important step in ensuring toll equity by addressing revenue losses caused by motorists without FastLane or E-ZPass transponders or whose electronic accounts perennially have insufficient funds. “Electronic tolling accounts accounts for about 70% of our toll revenue,” said Jeffrey Mullan, MassDOT secretary and CEO. “These first-in-the-nation agreements allow us to continue to collect tolls more efficiently, to address toll equity issues, and to collect tolls from out-of-state violators.” The agreements will be in force for one year. After that, the agencies have the option to extend the term of the pilot program for up to two additional one-year periods or create permanent agreements. HNE Files for Decrease in Premium Rates
SPRINGFIELD — Health New England (HNE) recently filed for a decrease in rates effective Oct. 1, 2011. HNE is the only plan in the state to have filed for a decrease. Juan Campbell, vice president of sales, noted in a statement that, over the past 16 months, HNE has experienced a “slowing in the rate of increase in costs and lower utilization of services which has lowered the overall medical trend.” Campbell added that medical trends drive approximately 90% of costs, while 10% covers administrative costs. “We are pleased to be in a position to pass on a reduction to individuals and employers,” he said. HNE, a provider-sponsored plan, is majority-owned by Baystate Health (approximately 97%), and the remaining 3% is held by independent practicing physicians in Western Mass. “We believe that to be successful in controlling health care costs requires a partnership between the health plan, the health care delivery system, and engagement with the member/patient,” added Peter Straley, HNE president and CEO.

Big Y Opens New Store in Meriden
SPRINGFIELD — State and community officials attended a cake-cutting ceremony Aug. 25 as Big Y Foods opened its newest World Class Market at 533 South Broad St. in Meriden, Conn. The 55,500-square-foot market was completely refurbished after being vacated by its former operator. The new Big Y reflects todays modern supermarket standards along with an in-store pharmacy, prepared meals section, and eat-in café. Bowdoin Construction of Needham served as general contractor for this expansion in conjunction with several local subcontractors for the completion of the $3 million project. As part of Big Y’s grand reopening celebration, 15 schools in Meriden will each receive a check for $500 as part of the companys longstanding commitment to education.
WMECo, Employees Assist Tornado Victims
SPRINGFIELD — Western Massachusetts Electric Co. (WMECo) and its employees recently contributed $28,600 to the American Red Cross Pioneer Valley Chapter and the Salvation Army to assist victims of the severe storms and tornado that struck Western Mass. on June 1, and for future disaster relief initiatives. “Many of our customers experienced unprecedented losses and disruptions to their lives,” said Peter Clarke, WMECo president and CEO. “We’re privileged to be able to help those organizations that are providing such essential services to the residents of the affected communities.” A check for $13,600 will be presented to the Red Cross, and $15,000 will be donated to the Salvation Army. Chicopee Savings Bank Awards Scholarships
CHICOPEE — The Chicopee Savings Bank Charitable Foundation recently awarded six scholarships, each for $3,000, to eligible high-school students attending one of eight participating high schools within the market area. Scholarships were awarded to Amanda Pierce, graduate of Ware Jr./Sr. High School; Allison O’Shea, Chicopee High School; Kyle Benoit, Ludlow High School; Kaitlyn Baranowski, South Hadley High School; Trent Domingos, Chicopee Comprehensive High School; and Alyssa Sawyer, West Springfield High School. For the fifth year, this program replaced the Chicopee Savings Bank Medallion Scholarship Program, which was established in 1976 in conjunction with the nation’s bicentennial celebration. After 30 years in existence, an estimated $80,000 was awarded to high-school students residing in Chicopee.
Credit Union, CES Create Partnership to Assist Students
AMHERST — The UMass Five College Credit Union and the Collaborative for Educational Services (CES) have formed a unique partnership to provide loans to eligible students enrolled in the CES educator licensure and graduate programs. The collaborative offers programs leading to initial licensure in a wide variety of subjects, including high-need areas such as special education, English as a second language, science, and math. The loan offers a variable interest rate and terms up to seven years. Payment deferments are also available. The maximum loan amount is $20,000. Central Scores High in Ranking of High Schools
SPRINGFIELD — The Washington Post recently recognized Springfield Central High School among the top of all academic high schools in the United States, citing the school’s strong commitment to preparing students for college as a key factor in its rating. Principal Thaddeus Tokarz said the school is elated by the good news. “This is a huge accomplishment and a testament to all of the tireless hours our students and staff put in every day,” said Tokarz, adding that the ranking places Central in the nation’s top 5% of high schools. “It affirms we are on the right track toward our goal to be one of the top high schools in the country by 2015. This is a terrific step along the way.” The ranking by the Post places the school as one of the top 1,900 academic high schools in the country, and identifies the school as a national leader in college preparation. Over the past five years, the number of Central High School students enrolled in Advanced Placement courses more than doubled going from 222 to 517. And Central High School students’ performance on Advanced Placement examinations outpaces the national average. Advanced Placement classes are college-level courses that earn high school students college credit upon successful completion.

Business Confidence Index Stabilizes
BOSTON — The Associated Industries of Massachusetts (AIM) Business Confidence Index stabilized in July after drops in May and June, adding a half-point to 50.5. “The index remains near the neutral midpoint of its 100-point scale, and results overall are very similar to what we saw in June,” said Raymond Torto, global chief economist at CB Richard Ellis Group Inc., chair of AIM’s Board of Economic Advisors. “July brought more evidence of a lackluster economy, with the deadlock in Washington adding to the uncertainty about prospects for future growth. The deal reached at the end of the month to end the debt crisis may or may not restore faith in national leadership; it will not end the uncertainty, however, because we don’t know what the impact will be on the economy.” AIM’s Business Confidence Index has been issued monthly since July 1991 under the oversight of the Board of Economic Advisors. Its historical high was 68.5, attained in 1997 and 1998; its all-time low was 33.3 in February 2009. Although the index is up 2 points from last July, and about 10 points over two years, Torto noted, “a more realistic interpretation is that we saw confidence grow steadily from March 2009 to June 2010, and have bumped along since then.”
Baystate to Eliminate
354 Positions
SPRINGFIELD — Citing continued cuts in state reimbursement and “the government’s inability to properly fund the expansion of health care,” as well as the lingering impact of a weak economy, Baystate Health recently announced a reduction in workforce totaling 354 positions. The cuts, announced on July 20, involve positions held by 169 managers and staff, as well as another 185 vacant, funded positions. Affected employees will receive severance pay and other benefits “in accordance with Baystate Health’s workforce-transition policy,” said Gregory Harb, executive vice president and COO at Baystate Health. “Our leadership carefully reviewed all positions system-wide, and … announced a reduction in our workforce by 354 positions.” Baystate Health, the region’s largest employer, took the action to ensure its financial viability and ability to fulfill its charitable mission, focused on improving the health of the people of Western Mass., said Mark Tolosky, president and CEO of the system. The combination of continued reductions in state reimbursements, inadequate funding of the expansion of health care, and a soft economy is creating dire situations for health care organizations throughout the state, and Baystate Health is not immune from these challenges, he added. Baystate senior leaders project a $25 million budget shortfall in 2011 growing to $54 million in 2012 unless expenses are reduced. Plans are to continue to monitor the situation closely to ensure the long-term viability of the system. “At Baystate Health, we embrace changing models of patient care and health coverage expansion; however, these changes are not based on a properly funded plan,” said Tolosky. “Massachusetts has expanded and enhanced health care for our residents, which we applaud, but the Commonwealth is not paying for these commitments.” Elaborating, he said that health care providers are facing intense pressures to transition to a less costly, highly coordinated, patient-centered model of care amid an environment of continuing underpayments. Massachusetts health care providers are faced with freezes in reimbursements for patient care by Medicaid and other state programs, Tolosky explained, while medical inflation is rising by 3% to 4% annually. The disparity created by decreasing revenues and increasing costs threatens the financial viability of hospitals throughout the Commonwealth. Baystate, like so many others within health care, is being paid less than the cost of the care it provides, he went on. The three hospitals of Baystate Health — Baystate Medical Center in Springfield, Baystate Franklin Medical Center in Greenfield, and Baystate Mary Lane Hospital in Ware — were underpaid $26.5 million by the state government for the cost of care for Medicaid patients in 2010. Medicaid patients represent 26% of the patient population at Baystate’s hospitals, resulting in significant financial loss for care of these patients.
Springfield Sells School Offices to Developer
SPRINGFIELD — The Springfield City Council voted last month to sell the vacant for School Department office building at 195 State St. to CSM North of Acton for $1. In exchange, CSM North must deliver on its commitment to use private funds to develop the site into 30 to 35 market-rate apartments. The School Department moved out of the building a year ago, relocating to the old federal courthouse building. The 195 State St. property is considered one of many efforts by the city to encourage the development of market-rate housing in the city’s central business district, and therefore one of the keys to revitalization of that area.
East Baking Co. Approved for Tax-incentive Program
HOLYOKE — The Holyoke Office of Planning and Development announced last month that the Mass. Economic Assistance Coordinating Council had approved the East Baking Co. certified project. The certified project status allows the company to be eligible for state investment tax credits and local property-tax exemptions. East Baking Co. is relocating and expanding operations to its new facility at 104 Whiting Farms Road, located within the Holyoke Economic Opportunity Area. Prior to the state approval, the Holyoke City Council approved the project, which includes a tax-increment financing agreement. East Baking Co. is a five-year-old Massachusetts company that manufactures baked goods. It counts UMass Amherst and Baystate Health among its many clients. The company outgrew its original location and is consolidating all of its operations at the 28,000-square-foot facility in Holyoke.
Survey: Salaries to Increase — for Some
NEW YORK — Despite ongoing uncertainty, companies are betting on their best workers — and are willing to pay more to prove it, according to a recent survey. After years of stagnant wages, nearly all — 97% — of the 1,200 U.S. employers polled in a compensation survey by Mercer said they plan to increase salaries in 2012. The average increase in base pay is expected to be 3% in 2012, up slightly from 2.9% in 2011 and 2.7% in 2010, the consulting firm said. However, the top-performing employees — just 8% of the workforce — will see their salaries increase by an average of 4.8% next year, the survey said.
Springfield Wins Square Dance Convention
SPRINGFIELD — The City of Homes will become the city of square dancing for a week in 2015, following the Greater Springfield Convention & Visitors Bureau’s successful bid to win a major convention. After a lengthy sales process, organizers of the National Square Dance Convention agreed to bring their event to Springfield for the first time. Nearly 7,000 attendees are expected for the convention.

OPAL Real Estate Named Preferred Developer for Court Square Project
SPRINGFIELD – A development group led by local businessman Peter Picknelly has been designated the preferred developer for a project to convert a long-vacant office building on Elm Street at Court Square into a multi-million-dollar project with a mix of retail, office, and residential uses. The Springfield Redevelopment Authority, which owns the six-story office building at 13-31 Elm St. and four connected properties, voted unanimously in July to designate OPAL Real Estate Group of Springfield as preferred developer. The preferred-developer designation is for 120 days and, if successful, would culminate with the sale of the property to the developer. Picknelly is president of OPAL and Peter Pan Bus Lines. The OPAL team also includes Demetrios Panteleakis, managing partner; Robert Schwarz, executive vice-president; and Mark Healy, vice president of brokerage.

Pitching In for the Red Cross
In response to the storms and tornadoes that caused massive destruction in Western Mass. on June 1, Big Y World Class Markets responded by hosting a donation program in all 58 Massachusetts and Connecticut stores. Big Y World Class Markets collected donations from customers and employees resulting in a grand total of $141,882.64 for American Red Cross Disaster Relief. Funds were raised through a special in-store customer/employee donation program and from employees in all other Big Y locations, from the Store Support Center to distribution centers. This gift includes a matching gift of $50,000 provided by Big Y Foods, with $10,000 each from Donald and Michele D’Amour and Charles and Elizabeth D’Amour. The community and employee donations along with the personal contributions by the D’Amour family will be utilized in support of the ongoing local relief efforts in these devastated communities and the many people affected by the natural disaster. Getting a Good Read
In June, Susan Jaye-Kaplan, co-founder and president of Link to Libraries, was one of five individuals from across New England recognized as a New England Patriots 2011 Community MVP Award winner. She was honored for her work with Link to Libraries, which has, since its creation, collected and distributed more than 27,000 books to area nonprofits and public elementary schools in underserved communities in Western Mass. and Connecticut. To commemorate that achievement, former Patriots running back Patrick Pass visited the Springfield Boys & Girls Club on July 19 to read to a group of 35 third- and fourth-grade students (some of which are enrolled in the Hasbro Summer Learning Initiative), and present Kaplan with a check to Link to Libraries for $10,000 to further the work of that organization.
Lymtech Cuts the Ribbon
On July 15, The John R. Lyman Co. staged an official ribbon-cutting ceremony for its Lymtech Scientific division at its new location on Westover Road in Chicopee. Elected officials, local business leaders, and company employees were all on hand to participate in the ceremony. Third-generation owner Bill Wright said, “I am delighted to continue our commitment to Chicopee and to our local workforce. We have been manufacturing in this area for 105 years and hope to continue for many generations to come.” The family company boasts several second-generation employees on its payroll and even some third-generation workers as well.
