SPRINGFIELD — The Affiliated Chamber of Commerce of Greater Springfield (ACCGS) has released its 2015 legislative agenda, addressing the major legislative issues intended to strengthen business competitiveness, lower business costs, and stimulate growth in the Greater Springfield region.

The agenda touches upon key issues in the areas of tax policy, workplace ethics, healthcare, and workforce development. The ACCGS will continue to update the legislative agenda throughout the session so to stay current with the evolving nature of the region. With revenues growing at a 4.5% rate, the chamber will focus on how those revenues are prioritized and spent in the areas of Gateway Cities, infrastructure, and local aid.

The chamber continues to work hard in making the region competitive when it comes to the costs of doing business, and is addressing issues in the workplace with a focus on mandated sick leave, unemployment insurance, treble damage, and non-compete legislation. Healthcare costs are a major priority in this session’s agenda and remain a point of concern for the chamber and its members. The chamber will focus its efforts on addressing the federal Affordable Care Act, mandated benefits, and insurance disbursements.

With more than 6,000 pieces of legislation filed at the commencement of the session on Jan. 1, the ACCGS will be monitoring the progress of these bills to better assert its position throughout the 2015-16 legislative session.

ACCGS Outlook 2015
Feb. 27: Massachusetts Gov. Charlie Baker will give his first major address to the Greater Springfield business community at the Affiliated Chambers of Commerce of Greater Springfield’s (ACCGS) Outlook 2015 from 11:30 a.m. to 1:30 p.m. at the MassMutual Center, 1277 Main St., Springfield. Outlook is the area’s largest legislative event, attracting more than 700 guests and presenting expert speakers on local, state, and federal issues. Area elected officials will also be in attendance to participate in this discussion of front-burner issues. The event is presented by Health New England and sponsored by the Eastern States Exposition, MassMutual Financial Group, and United Personnel. Program/reception sponsors include the Sisters of Providence Health System, Comcast, Western Massachusetts Electric Co., and the Republican, with support from Chicopee Savings Bank and BusinessWest. Baker was inaugurated on Jan. 8 as the 72nd governor of the state. Over the course of his career, he has been a highly successful leader of complex organizations in business and in government. As a cabinet secretary under Gov. William Weld and Gov. Paul Cellucci, Baker helped lead efforts to reform and modernize state government. During his time as CEO of Harvard Pilgrim Health Care, Baker turned a company on the brink of bankruptcy into the nation’s highest-ranked healthcare provider for six straight years. As a member of the Weld and Cellucci administrations in the 1990s, Baker helped turn a billion-dollar deficit into a surplus, create a half-million jobs, and enact an ambitious education-reform agenda. First asked to serve as Secretary of Health and Human Services in 1992, Baker led efforts to make Massachusetts’ social-service system more humane, cost-effective, and responsive to the needs of the Commonwealth’s residents. In 1994, Baker was appointed Secretary of Administration and Finance, overseeing a number of cost-saving reforms, modernizing state government, and making it more efficient. Baker will be joined at the Outlook program by U.S. Rep. Richard Neal, who will remark on events at the federal level, including his thoughts on the 114th Congress and the topics that the new Congress may review. “As a senior member of the powerful House Committee on Ways and Means and ranking member of its Select Revenue Measures subcommittee, Congressman Neal serves in a critically important capacity in Washington for our area, our state, and the entire country,” said ACCGS President Jeffrey Ciuffreda. PAWSCARS Fund-raiser
Feb. 28: Dakin Humane Society will present a fund-raising event at the MassMutual Center in Springfield that will affectionately spoof Hollywood, the Oscars, and red-carpet fashion. Dubbed “The PAWSCARS & Red Carpet Fashion Parade,” the show will be emceed by Ashley Kohl and Seth Stutman, hosts of Mass Appeal on WWLP-22News. Beginning with a VIP Reception at 6 p.m. and a plated dinner at 7 p.m., the evening will also include a red-carpet fashion parade featuring local people of prominence, accompanied by rescue dogs (among them former Dakin dogs, now adopted). Short videos of animals recreating iconic moments in cinematic history, created by members of the public, will also be screened during the evening. “We’re looking forward to presenting a one-of-a-kind event with the PAWSCARS,” said Dakin Executive Director Leslie Harris. “We’re blending fashion, fun, and film with a healthy dose of humor for an unforgettable night. Plus, as our major fund-raising event of the year, it will be a terrific opportunity for our supporters to come together and enjoy themselves while providing much-needed aid for the many animals in our care.” With a targeted audience of 500, The PAWSCARS is Dakin’s most ambitious fund-raising event in its 45-year history. Lecture Series
March 12: BusinessWest and the Healthcare News are pleased to announce a new lecture series presented by Comcast Business. This series of lectures, panel discussions, and presentations will address timely and important business information, and is an ideal opportunity to meet industry leaders and network with area business professionals. The first event in the series, called “Technology Has the Power to Change Healthcare,” will be hosted by La Quinta Inn & Suites, 100 Congress St., Springfield. ‘Acting Skills for Real Life’
March 19 to April 16: The Division of Graduate and Continuing Education at Westfield State University will offer a class called “Acting Skills for Real Life: How to Connect and Communicate” on Thursday nights, March 19 through April 16, from 6 to 8 p.m. Students will learn about basic acting skills and theories, and how they can be applied to everyday situations such as job interviews and social settings, in addition to performances and public speaking. Course content includes vocal, movement, and imagination warmups and theatre games; improvisations around a specific set of circumstances, including real-life situations and role reversal; developing stage presence; and, if the class chooses, rehearsal and class performance of a brief scene or monologue as a rehearsed reading or ‘off book.’ The course will be taught by Nadia Creamer, who has a long career as a performer and a teacher of performing arts. Creamer was co-artistic director of Impulse Theatre and Dance for 28 years in New York, where she received more than 60 grants for her work. She was also a faculty member at New York University, Russell Sage, College of St. Rose, and Columbia-Greene Community College. The cost of this course is $80. Mini-Medical School
March 19 to May 7: Baystate Medical Center’s Mini-Medical School, which begins its spring session on March 19, will give area residents a reason to come out of hibernation from the long, cold, snowy winter and join others interested in the expanding field of medicine. Mini-Medical School program is an eight-week health education series featuring a different aspect of medicine each week. Classes this spring will include sessions on various medical topics, such as surgery, emergency medicine, anesthesiology, pathology, and several others. Many of the ‘students,’ who often range in age from 20 to 70, participate due to a general interest in medicine and later find that many of the things they learned over the semester are relevant to their own lives. The goal of the program, offered in the hospital’s Chestnut Conference Center, is to help members of the public make more informed decisions about their healthcare while receiving insight on what it is like to be a medical student — minus the tests, interviews, and admission formalities. Each course is taught by medical-center faculty who explain the science of medicine without resorting to complex terms. Baystate Medical Center is the Western Campus of Tufts University School of Medicine and is the region’s only teaching hospital. All classes are held Thursday nights starting at 6 p.m. and run until 8 or 9 p.m., depending on the night’s topic. No basic science knowledge is needed to participate. Each participant is required to attend a minimum of six out of eight classes in order to receive a certificate of completion. Among the topics and speakers slated for the spring semester are:
• March 19: “Hey, I Finally Got into Medical School!” with Dr. Michael Rosenblum, director, Internal Medicine Residency Program (includes a general tour of the medical center).
• March 26: “Surgery,” with Dr. Richard Wait, chair, Department of Surgery (includes a tour of the Baystate Simulation Center and the Goldberg Surgical Skills Lab).
• April 2: “Cardiac Surgery,” with Dr. John Rousou, chief, Cardiac Surgery.
• April 9: “Pathology,” with Dr. Richard Friedberg, chair, Department of Pathology (includes a tour of the lab).
• April 16: “Anesthesiology,” with Dr. Michael Bailin, chair, Department of Anesthesiology.
• April 23: “Psychiatry,” with Dr. Benjamin Liptzin, chair, Department of Psychiatry.
• April 30: “Stroke/Rehabilitation,” with Dr. Edward Feldmann, vice president and medical director, Neurosciences & Rehabilitation.
• May 7: “Emergency Medicine,” with Dr. Joseph Schmidt, vice chair and chief, Emergency Medicine (includes a graduation ceremony).

HOLYOKE — Holyoke Community College, in collaboration with Springfield Technical Community College, is offering a free manufacturing production technician training program beginning Monday, March 16.

The 10-week, accelerated manufacturing training program is being offered through Training and Workforce Options (TWO), a joint effort between HCC and STCC, with support from Massachusetts Community Colleges and the Workforce Development Transformation Agenda, which is funded through a $20 million grant from the U.S. Department of Labor’s Employment and Training Administration.

The program runs Monday through Thursday, 3:30 to 8:30 p.m., through May 28. All classes will be held at Dean Vocational High School, 1045 Main St., Holyoke. Students must arrange their own transportation.

Chicopee Chamber CEO Luncheon
Feb. 11: The Greater Chicopee Chamber of Commerce will present its first CEO luncheon of 2015 from 11:45 a.m. to 1 p.m. at the Collegian Court Restaurant, 16 Park St., Chicopee. The speaker will be Elizabeth Barajas-Román, CEO of the Women’s Fund of Western Mass. Barajas-Román has been a leader in progressive movements, including advocating at the national level for the health and rights of immigrant women and their families. Most recently, she was a manager at the Pew Charitable Trusts, where she directed a portfolio of partners that campaigned for state and federal policy change to improve government performance on issues that impact children’s health. Barajas-Román brings a background in impactful philanthropy, data-driven strategy design, fund-raising through philanthropic partnerships, creating coalitions, and mobilizing partners. Previously, she served as the director of Policy at the National Latina Institute for Reproductive Health and directed the organization’s Washington, D.C. office. Barajas-Román was frequently invited to be a voice in national-policy discussions at the White House and on Capitol Hill. She is a graduate of Oberlin College and received her master’s degree in international policy from Harvard University. ‘Pink in the Rink’
Feb. 21: Noble Hospital is the major sponsor the Springfield Falcons’ “Pink in the Rink” event against the Portland Pirates. This annual event helps to raise funds for and awareness of breast cancer. Education Reform: More Work to Do

When the education reform bill was enacted in the early 1990s, its main goal was to educate all students to high levels. And all meant all. Many reforms and investments were implemented, and the state is now the national leader in student achievement. Still, there are deep, persistent achievement gaps and inequality of opportunity that don’t meet our goal of “all means all.’’ Too many students leave school unprepared for college or a career. Until this is addressed, we cannot consider our prodigious reform efforts and investments successful.

Since the early 1990s, education reform has been a collaborative effort between leaders in the public and private sectors and educators. This has allowed the state to avoid many of the “education wars” that have embittered the climate in other states. To be sure, there have been fierce and healthy policy disagreements here, but opposing parties have usually kept their eyes on the consensus goal of education reform: all students learning at high levels.

Education reform is always a work in progress, requiring regular changes in policy, strategy, and practices. And now, after more than two decades of good work, we must admit that our strategies — regardless of their comparative success — have failed to achieve our overall goal of all students learning at high levels. We need to ask once again: What more needs to be done? How do we customize education to meet each child’s needs so that every child achieves success?

Looking ahead, one of the major challenges is obviously the budget. Current and anticipated budget shortfalls will pose serious threats to progress. Of course change in education doesn’t always have to cost more money, but it’s clear that we will eventually have to spend more on specialized services, including early childhood education, extended school days, summer learning, tutoring, and health and human service supports. We also need to reduce the cost of higher education.

Another challenge will be to avoid distractions and debilitating conflicts. Extremists would happily drive us into full-blown warfare over their favorite causes — whether safeguarding a sacrosanct version of standards and tests or tearing down the reform architecture of the past 20 years. For example, extremists in the charter school war want us to do continuous battle over whether charters are the “silver bullet” salvation of the public schools or the scourge of public education. We have fought these battles many times before and they are costly distractions from the business of formulating effective, long-term strategies for improving the education of our students.

There are a number of strategies that the state needs to develop over the next few years, including early childhood education, expanded learning time, career pathways, increased turnaround work, the better utilization of education technology, expanded access to top quality charter and innovation schools, higher education reform, and improved quality of teaching.

This is an enormous agenda. No single player could begin to accomplish it. Collaboration will be essential. Innovation will be vital. Making progress will depend on the cooperative efforts of the state and local elected officials, educators, unions, business leaders and the media, as well as students and their families. Education is vital to our success as a people, as a state, and as a nation. Getting to “all means all” would be an unprecedented achievement, but Massachusetts is still very well positioned to make a run at such an ambitious and historic goal.

ACCGS Lunch ‘n’ Learn
Jan. 28: The November election has passed, and the voters have spoken, approving ballot question #4 approving of mandated sick leave, making Massachusetts only the third state in the nation to guarantee paid sick days for workers. He represents and advises both union and non-union employers in a wide range of labor and employment matters. He regularly represents employers in matters before state and administrative agencies and courts. His work includes assisting employers to remain union-free, defending unfair labor practices, negotiating collective-bargaining agreements, and handling grievance arbitrations. Murphy is on the executive committee of the Springfield Chamber of Commerce and, is the former chair of the ACCGS Legislative Steering Committee, and is the go-to resource for the ACCGS on the issue of mandated sick leave. Feb. 11: The Greater Chicopee Chamber of Commerce will present its first CEO luncheon of 2015 from 11:45 a.m. to 1 p.m. at the Collegian Court Restaurant, 16 Park St., Chicopee. The speaker will be Elizabeth Barajas-Román, CEO of the Women’s Fund of Western Mass. Barajas-Román has been a leader in progressive movements, including advocating at the national level for the health and rights of immigrant women and their families. Most recently, she was a manager at the Pew Charitable Trusts, where she directed a portfolio of partners that campaigned for state and federal policy change to improve government performance on issues that impact children’s health. Barajas-Román brings a background in impactful philanthropy, data-driven strategy design, fund-raising through philanthropic partnerships, creating coalitions, and mobilizing partners. Previously, she served as the director of Policy at the National Latina Institute for Reproductive Health and directed the organization’s Washington, D.C. office. Barajas-Román was frequently invited to be a voice in national-policy discussions at the White House and on Capitol Hill. She is a graduate of Oberlin College and received her master’s degree in international policy from Harvard University. ‘Pink in the Rink’

Speed Networking Event
Jan. 14: Back by popular demand, the Affiliated Chambers of Commerce of Greater Springfield (ACCGS) will hold an afternoon of speed networking on at the Sheraton Springfield, followed by an evening of informal networking at its After 5. The combination of events will provide attendees the opportunity to meet new contacts in a formal manner, then continue conversations in an informal and casual setting. The core concept to speed networking is the ‘elevator speech,’ a short summary of an individual, business, organization, product, or service that a person could deliver in the time span of a short elevator ride. Attendees will be divided into groups A and B. Members of each group will be seated across from each other. Each member of Group A will have 60 seconds to give his or her elevator speech to a member of Group B. A bell will ring, signaling the 60-second time is up, and each member of Group B will then get a chance to speak. The facilitator will signal when the 60 seconds are up again, and members of Group A will then move one seat to the right and begin the process again with a new partner. The round-robin format of networking will continue until the event is over, at which time attendees can then move to the casual atmosphere of the MVP Pub for the ACCGS “Score a Touchdown” After 5, sponsored by Wolf & Co. and DevelopSpringfield with support from the Springfield Falcons, United Way of Pioneer Valley, and BusinessWest. The event begins at 3:30 p.m. with registration and instructions. Origami-inspired Art Exhibit
Through April 26: “Origami Interpretations,” an exhibit of 25 vibrant paintings, sculptures, and prints by New York artist Gloria Garfinkel, will be on view at the George Walter Vincent Smith Art Museum through April 26. The works, produced in the late 20th century, feature bold color, energetic patterns, and abstract compositions inspired by Japanese designs and origami forms. The artist, whose work combines complex geometry and painterly invention, is particularly fascinated by the kimono, the traditional dress of Japan, and the obi, the wide sash that is worn as a belt with it. She appreciates the “beauty and tenacity” expressed through the garments and notes that Japanese women continually recycle and layer fabrics to create unique looks and patterns. Garfinkel is also inspired by the color-field artists of the mid-20th century who explored different optical effects by manipulating their canvases. Garfinkel carefully arranges her forms in very specific ways to create a uniquely approachable and participatory aesthetic experience. The exhibition features pieces from Garfinkel’s series “Gingko Kimono,” collaged etchings from the late 1980s; paintings inspired by the obi; etchings from the “Kiku” (chrysanthemum) series; Kado woodcut prints; Hanabi maquettes; and aluminum flip paintings.

Origami-inspired Art Exhibit
Through April 26: “Origami Interpretations,” an exhibit of 25 vibrant paintings, sculptures, and prints by New York artist Gloria Garfinkel, will be on view at the George Walter Vincent Smith Art Museum through April 26. The works, produced in the late 20th century, feature bold color, energetic patterns, and abstract compositions inspired by Japanese designs and origami forms. The exhibit will also serve to complement the extensive collection of Japanese decorative art from the 18th and 19th centuries on view on the second floor of the museum, and masterpieces of Japanese arms and armor in the gallery at the south end of the building.

LONGMEADOW — On Thursday, Bay Path University President Carol Leary joined President Obama, the first lady, and Vice President Biden, along with hundreds of college presidents and other higher-education leaders, to announce new actions to help more students prepare for and graduate from college. The White House College Opportunity Day of Action helped support Obama’s commitment to partner with colleges and universities, business leaders, and nonprofits to support students across the country.

“I am honored to participate in this important initiative and to represent the 76.6 million adult women in this country who do not have a baccalaureate degree,” said Leary. “Through the launch of the American Women’s College at Bay Path University, we are making a bold commitment to provide a truly revolutionary model of higher education for underserved adult women. It is time that we as a country focus on this population. Higher education has the potential to transform a woman’s life and, in so doing, positively impact her community, her workplace, and her family.

“The generational impact of educating adult women is profound,” Leary continued. “Research demonstrates that only 13% of children of women without a degree go on to college. When a woman earns a degree, that figure escalates to 49%. A focus on the education of adult women is critical to President Obama’s goal of restoring our nation as a global leader in college-educated citizenry.”

Leary is among the participants being asked to commit to new action in one of four areas: building networks of colleges around promoting completion, creating K-12 partnerships around college readiness, investing in high-school counselors as part of the first lady’s Reach Higher initiative, and increasing the number of college graduates in the fields of science, technology, engineering, and mathematics.

Expanding opportunity for more students to enroll and succeed in college, especially low-income and underrepresented students, is vital to building a strong economy and a strong middle class. Today, only 9% of those born in the lowest family income quartile attain a bachelor’s degree by age 25, compared to 54% in the top quartile.

In an effort to expand college access, the Obama administration has increased Pell scholarships by $1,000 a year, created the new American Opportunity Tax Credit worth up to $10,000 over four years of college, limited student-loan payments to 10% of income, and laid out an ambitious agenda to reduce college costs and promote innovation and competition.

Women’s Fund Leadership Workshop
Dec. 6: The Women’s Fund of Western Massachusetts (WFWM) will offer a community workshop addressing strategic negotiation, leadership, and conflict. The workshop is based on the WFWM’s popular Leadership Institute for Political and Public Impact (LIPPI), a 10-month training program that equips women to become more involved as civic leaders in their communities; impact policy on the local, state, and national levels, serve on boards; and seek and hold on to elected positions. Running from 9:15 a.m. to 2:30 p.m. at Holyoke Community College, the workshop will address conflict from the starting point of understanding human behavior to the end goal of developing successful courses of action that will enhance leadership. This program will be led by Brenda and Debbie Oppermann. Brenda Oppermann is an advisor and senior program manager for several organizations, including the U.S. Agency for International Development, the United Nations, the Organization for Security and Cooperation in Europe, the U.S Army, the Multi-national Corps – Iraq, International Security and Assistance Force – Afghanistan, the U.S. Institute of Peace, and assorted NGOs. Debbie Oppermann is an administrator and consultant specializing in program development, implementation, and management in the nonprofit and government sectors. The workshop is open to the public. SSO ‘Home for the Follidays’ Concert
Dec. 6: More than 100 choral voices, an audience sing-along, and a chorus line of tap-dancing Santas — all that and more is on the slate for the Springfield Symphony Orchestra’s annual “Home for the Follidays” concert at Symphony Hall. Guest conductor Harvey Felder will lead members of the Springfield Symphony Orchestra and renowned Jeans ‘n’ Classics vocalists Gavin Hope and Andrea Koziol in delivering a festive musical celebration with a hint of rock. The evening’s holiday performance will continue this year’s partnership with Jeans ‘n’ Classics, star performers in the arts and entertainment scene, who combine popular sounds with the power of a world-class symphony. The show will also feature the return of the SSO’s Tap Dancing Santas, under the direction of choreographer and dance instructor David Michael Bovat, plus special guest cantor Martin Levson from Sinai Temple in Springfield, as well as a visit from St. Nick himself. The evening will also feature the SSO’s 12th annual silent auction, a fund-raising event that benefits its educational and outreach programs. Dec. 6:
Monson Savings Bank will conduct a financial-education event for veterans, service members, and their families, in collaboration with Monson High School and the Veterans Task Force of the MassSaves Coalition. The event will be held from 5:30 to 7:30 p.m. at Monson High School at 55 Margaret St. in Monson. There will be workshops on budgeting, setting financial goals, dealing with debt, and repairing credit. Attendees may also speak one-on-one with financial coaches and get help pulling and reviewing credit reports. All of the speakers and coaches are approved by the Department of Defense. Nov. 5: Back by popular demand, the Affiliated Chambers of Commerce of Greater Springfield’s (ACCGS) Business@Breakfast will feature a speed-networking concept at the Carriage House at Storrowton Tavern in West Springfield. The breakfast will take a wide departure from the salutes-and-speakers format of the traditional breakfasts and will provide attendees with a quick and entertaining opportunity to introduce themselves and pitch their company to the other attendees. The core concept to speed networking is the ‘elevator speech,’ a short summary of an individual, business, organization, product, or service — a summary that a person could deliver in the time span of a short elevator ride. Attendees will be divided into groups A and B. Members of each group will be seated across from each other. Each member of Group A will have 60 seconds to give his or her elevator speech to a member of Group B. A bell will ring, signaling the 60-second time is up, and each member of Group B will then get a chance to speak. The facilitator will signal when the 60 seconds are up again, and members of Group A will then move one seat to the right, and the process will begin again with a new partner. Nov. 6: United Way of Pioneer Valley and Stay in School, a community initiative launched by United Way designed to increase student attendance in Springfield schools, will host the Springfield GradNation Community Summit 2014, a conference for youth, parents, and members of the community, from 3 to 7:30 p.m. in the Judd Gymnasia at Springfield College, 263 Alden St., Springfield. The summit’s focus is “middle school success = pathway to graduation.” Educators say better school attendance and engagement in middle school leads to higher high-school graduation rates. Summit leaders will share what they have learned from youth, parents, educators, and the community, with a call to action to become part of the solution to increase the graduation rate in Springfield. GLASTONBURY, Conn. — United Financial Bancorp Inc., the holding company for United Bank, announced results for the quarter ended Sept. 30, 2014. These results represent the first full fiscal quarter as the combined United Financial (merger of legacy Rockville Financial Inc. and legacy United Financial Bancorp Inc.) Rockville was the legal acquirer in the merger of equals with legacy United, in a transaction that closed on April 30, 2014, and Rockville changed its name to United Financial Bancorp Inc. at that time. The company had net income of $10 million, or $0.19 per diluted share, for the quarter ended Sept. 30, compared to Rockville’s net income of $4.6 million, or $0.18 per diluted share, for the quarter ended Sept. 30, 2013. Operating net income for the third quarter of 2014 was $10.5 million (non-GAAP), or $0.20 per diluted share, adjusted for $4.5 million (pre-tax) of expenses related to the merger, $3.8 million (pre-tax) net positive impact of the amortization and accretion of the purchase accounting adjustments (or fair-value adjustments) as a result of the merger, and $430,000 (pre-tax) net gains on sales of securities. Operating net income for the quarter ending June 30 was $5.8 million (non-GAAP), or $0.13 per diluted share, adjusted for $21.3 million (pre-tax) of expenses related to the merger, $4.9 million (pre-tax) net impact of the amortization and accretion of the purchase accounting adjustments (or fair-value adjustments) as a result of the merger, and $589,000 (pre-tax) net gains on sales of securities. SPRINGFIELD — The Initiative for a Competitive Inner City (ICIC) and Fortune announced that Paragus Strategic IT was selected for the 2014 Inner City 100, a list of the fastest-growing inner-city businesses in the U.S. This year, for the first time in the list’s 16-year history, the Inner City 100 consists of 10 fast-growing businesses from 10 industry categories: construction, manufacturing, professional services, food and beverage, retail, media and communications, software and information technology, transportation and logistics, healthcare and biotechnology, and arts, entertainment, and recreation. Applicants ranked according to revenue growth against their industry peers, as well as overall. Paragus Strategic IT ranked sixth in the software and information-technology category, and 35th overall on the list of 100. Baystate Partners with VertitechIT on IT Infrastructure Project
SPRINGFIELD — Looking to maintain its role as one of the largest and most technically advanced health systems in New England, Baystate Health has launched a new IT infrastructure-redevelopment effort to be managed by Holyoke-based VertitechIT. Baystate Vice President and Chief Information Officer Joel Vengco announced the initiative, which includes updates to critical IT technologies and migration to a new, advanced data center. “Our doctors, nurses, and clinicians need access to critical records at all times, in all of our facilities, and on multiple platforms,” said Vengco. “This initiative, including our data-center move to a new facility in downtown Springfield, will allow our more than 10,000 employees to better serve more than a million patients every year and fully utilize the technology that has made us a keystone of the Western Mass. community.” Vengco has called on VertitechIT, one of the fastest growing healthcare-technology consultancies in the country, to manage the project. “Baystate is among the most respected institutions of its kind in the nation,” added VertitechIT CEO and founder Michael Feld. “It’s our job to make sure they have the infrastructure to continue to provide seamless care between the academic medical center, two community hospitals, and numerous outpatient and primary-care facilities. And from a purely selfish standpoint, it’s nice to have such a prestigious client in our own backyard.” VertitechIT formally opened its new national headquarters at Open Square on Oct. 17.

Berkshire Community College Receives 2014 Trendsetter Award
PITTSFIELD — Berkshire Community College (BCC) has received the 2014 Trendsetter Award for Growing and Advancing the Berkshire Economy by 1Berkshire, an independent not-for-profit corporation charged with strengthening and growing the economy in Berkshire County. The award, which was presented last month at 1Berkshire’s Celebrate the Berkshires event, is presented annually to an individual or organization with “a project that attracts new residents or new jobs or enhances the current workforce attributes for a single employer, targeted employee segment, or the region as a whole.” BCC was recognized for its unique collaborative partnership with the vocational schools in the Berkshires, in particular Taconic High School. The partnership between BCC and Taconic to produce the new advanced-manufacturing employee program was launched in October 2013 with the unveiling of a new, state-of-the-art lab. The lab is housed at Taconic and provides both BCC and Taconic students with the advanced technical skills that are needed in the new high-tech manufacturing workplace. BCC’s investment, along with matching funds from the state’s 2013 Vocational Equipment Grant Program, yield a $250,000 capital infusion into the new manufacturing lab. The lab includes a learning system consisting of two programmable computer numerical control (CNC) machines with a material-handling robot, hardware, simulation software, and other cutting-edge CNC equipment. This learning system was provided by funds from the Massachusetts Community Colleges & Workforce Development Transformation Agenda (MCCWDTA), a statewide Department of Labor grant. The kickoff event celebrated new manufacturing and BCC’s participation in MassDevelopment’s AMP (Advanced Manufacturing Program) it up! initiative. In addition to the investment into the manufacturing lab, BCC utilized funding from MCCWDTA and AMP it up! to promote manufacturing as a livelihood through the use of billboards and other advertising displayed throughout the county celebrating October as ‘manufacturing month.’ Presentations were also made to targeted audiences to promote advanced manufacturing as a career. BCC then offered its new advanced-manufacturing training certification program in partnership with Taconic High School to a pilot group of unemployed and incumbent workers at no cost. This 10-week, 66-hour, Level 1 program launched a statewide certified curriculum and employer-led training initiative developed by the Mass. Extension Partnership (MASSMEP) called MACWIC, (Mass. Advancement Center, Workforce Innovation Collaborative.) Following the Level 1 program, a 16-week, 115-hour, Level 2 program was established to build upon the Level 1 programming and meet the needs of the paper and plastic manufacturing companies in the Berkshires. The overall mission of the program is to preserve manufacturing knowledge and to execute the transfer of knowledge, all while meeting the needs of local employers. In addition to the programming at Taconic High School, BCC also assisted with a special manufacturing program offered at McCann Vocational Technical High School in North Adams.

PITTSFIELD — Berkshire Community College (BCC) has received the 2014 Trendsetter Award for Growing and Advancing the Berkshire Economy by 1Berkshire, an independent not-for-profit corporation charged with strengthening and growing the economy in Berkshire County.

The award, which was presented last month at 1Berkshire’s Celebrate the Berkshires event, is presented annually to an individual or organization with “a project that attracts new residents or new jobs or enhances the current workforce attributes for a single employer, targeted employee segment, or the region as a whole.”

BCC was recognized for its unique collaborative partnership with the vocational schools in the Berkshires, in particular Taconic High School. The partnership between BCC and Taconic to produce the new advanced-manufacturing employee program was launched in October 2013 with the unveiling of a new, state-of-the-art lab. The lab is housed at Taconic and provides both BCC and Taconic students with the advanced technical skills that are needed in the new high-tech manufacturing workplace.

BCC’s investment, along with matching funds from the state’s 2013 Vocational Equipment Grant Program, yield a $250,000 capital infusion into the new manufacturing lab. The lab includes a learning system consisting of two programmable computer numerical control (CNC) machines with a material-handling robot, hardware, simulation software, and other cutting-edge CNC equipment. This learning system was provided by funds from the Massachusetts Community Colleges & Workforce Development Transformation Agenda (MCCWDTA), a statewide Department of Labor grant.

The kickoff event celebrated new manufacturing and BCC’s participation in MassDevelopment’s AMP (Advanced Manufacturing Program) it up! initiative. In addition to the investment into the manufacturing lab, BCC utilized funding from MCCWDTA and AMP it up! to promote manufacturing as a livelihood through the use of billboards and other advertising displayed throughout the county celebrating October as ‘manufacturing month.’ Presentations were also made to targeted audiences to promote advanced manufacturing as a career.

BCC then offered its new advanced-manufacturing training certification program in partnership with Taconic High School to a pilot group of unemployed and incumbent workers at no cost. This 10-week, 66-hour, Level 1 program launched a statewide certified curriculum and employer-led training initiative developed by the Mass. Extension Partnership (MASSMEP) called MACWIC, (Mass. Advancement Center, Workforce Innovation Collaborative.) Following the Level 1 program, a 16-week, 115-hour, Level 2 program was established to build upon the Level 1 programming and meet the needs of the paper and plastic manufacturing companies in the Berkshires. The overall mission of the program is to preserve manufacturing knowledge and to execute the transfer of knowledge, all while meeting the needs of local employers.

In addition to the programming at Taconic High School, BCC also assisted with a special manufacturing program offered at McCann Vocational Technical High School in North Adams.

Memory and Brain Health
Oct. 21: Glenmeadow Retirement will offer a presentation by Smith College Professor Mary Harrington on memory and brain health from 10 a.m. to noon at the Agawam Public Library, 750 Cooper St. Harrington will draw on her expertise as a neuroscientist and share her findings on how to keep the brain healthy and active. Harrington’s discussion, “The Memory Muscle: Understanding the Brain and Keeping It Fit,” will include tips on improving memory through focus, practice, and social interaction. Harrington has worked as an undergraduate professor at Smith College, specializing in the brain regulation of circadian rhythms and sleep, since 1987. BMLH Tag Sale and Electronic Recycling
Oct. 17: Recent building renovations and office upgrades at Baystate Mary Lane Hospital have resulted in a quantity of used chairs, tables, desks, file cabinets, and other office equipment. As a result, a tag sale will be held from 9 a.m. to 2 p.m. in the parking lot near the back of the Medical Office Building, off Marjorie Street. “Our tag sale is a way of recycling items that we are no longer planning to use,” said Lisa Beaudry, director of Patient Care Services. “Recycling conserves resources and helps to prevent pollution. Baystate Health is already recycling as much material produced at its facilities as it safely can.” Combined with the tag sale, the hospital will also sponsor a community-wide recycling event. Old and/or non-working electrical devices such as radios, air-conditioning units, toasters, phones, light fixtures, etc. will be collected at no cost, with the exception of TVs and CRTs, for which there will be an $8 fee. AMHERST — The National Science Foundation (NSF) has selected UMass Amherst Professor James Kurose to serve as assistant director for its directorate for Computer & Information Science & Engineering (CISE). The three-year appointment begins in January 2015.

Kurose is distinguished professor in UMass Amherst’s School of Computer Science, a position he has held since 2004. He has also served in a number of administrative roles, including chair of the department, interim dean, executive associate dean of the College of Natural Sciences, and senior faculty advisor to the vice chancellor for research and engagement. With Keith Ross, he co-authored the textbook Computer Networking: A Top-Down Approach, which is in its 6th edition.

“I’m honored to have been selected for this opportunity to serve the research community and the country,” Kurose said. “The role of computing in cybersecurity, infrastructure, networking, big data, and more continues to be of national importance. And NSF plays a crucial and fundamental role in contributing to our understanding of these and other issues.”

CISE’s mission is to promote the progress of computer and information science and engineering research and education and advance the development and use of cyber infrastructure; promote understanding of the principles and uses of advanced computer, communication, and information systems in support of societal priorities; and contribute to universal, transparent, and affordable participation in a knowledge-based society.

NSF Director France Córdova noted that “Dr. Kurose has contributed significantly to the nation’s understanding of computer sciences, both through his research focus and through his engagement with students across the world. His stellar reputation in the complex field of computer networking will translate well at NSF, as will his achievements and leadership for which he has received impressive recognition through the years.”

Added UMass Amherst Chancellor Kumble Subbaswamy, “I congratulate Dr. Kurose as he takes on this significant leadership role at the National Science Foundation. Kurose’s research interests include computer network protocols and architecture, network measurement, sensor networks, multi-media communication and modeling, and performance evaluation. He has been a visiting scientist at IBM Research, INRIA, Institut EURECOM, the University of Paris, the Laboratory for Information, Network and Communication Sciences, and Technicolor Research Labs.

Craft Brewer Lecture
Sept. 25: Dan Kenary, co-founder and president of Harpoon Brewery, will speak about the history and success of New England’s largest craft brewery at Old Sturbridge Village (OSV). His appearance is part of the village’s continuing OSV Overseers’ Distinguished Speaker Series. Kenary, a Worcester native, will host a fun-filled evening of beer tasting paired with food samples and will share the story of Harpoon’s success. Great River Challenge
Sept. 28: The only town in Massachusetts located on both sides of the fourth-largest river in the U.S., Northfield will be the scene of the first annual Great River Challenge Triathlon. The event will begin at Northfield Mountain Recreation and Environmental Center’s riverfront park and extensive trail system located on Route 63. Classified as a ‘non-traditional’ triathlon because it involves paddling rather than swimming, the Great River Challenge will be the first event of its kind in the Upper Pioneer Valley to use the broad Connecticut River. The Northfield Mountain recreational facility offers a number of advantages for racers and spectators, including a comfortable lodge, convenient parking, and a food-vendor area, amenities that most other race locations lack. The race features a canoe/kayak/SUP leg, a trail run, and an off-road mountain-bike leg on scenic Northfield Mountain. The paddle leg will be a mass start from the center’s riverfront park, paddling out and back and around Captain Kidd’s Island over 5.2 miles. The running leg is a challenging 3.5 miles of single-track trails and groomed trails, followed by a 6.5-mile mountain-bike ride on mixed single-track and open trails. Individuals and two-, three-, and four-person teams are welcome, and there is a junior division. Registrations start at $65 for individuals, with discounts for teams and half price for junior competitors (age 20 and under), plus a small sign-up fee at runsignup.com. Stroke Lecture at CDH
Oct. 2:
Stroke is a major cause of death and disability in the U.S. Stroke occurs when a blood vessel that brings blood and oxygen to the brain gets blocked or ruptures. When this happens, brain cells don’t get the blood they need, and deprived of oxygen, nerve cells can stop working and die within minutes. In “Stroke Prevention and Treatment,” a Cooley Dickinson/Massachusetts General Hospital lecture, stroke neurologist Dr. Scott Silverman will discuss ways to reduce the risk of stroke and how to recognize stroke warning signs. Silverman is an instructor of neurology at Harvard Medical School and an assistant in neurology at Massachusetts General Hospital, where he works on the stroke service. He received his undergraduate degree in neuroscience from Bowdoin College, and received his medical degree and completed his neurology residency at UMass Medical School. He then completed a fellowship in vascular and critical-care neurology at Massachusetts General Hospital and Brigham and Women’s Hospital. Silverman is board-certified in neurology, vascular neurology, and neurocritical care, and is director of Outpatient Stroke Services at Mass General. He has a strong interest in medical education and is currently the director of the Partners Vascular Neurology Fellowship. Silverman’s research and clinical interests are in ischemic stroke, specifically intracranial atherosclerotic disease and stroke in the young. Also participating in the lecture will be Dr. Tor Krogius, an emergency department physician at Cooley Dickinson and medical director of the Cooley Dickinson Hospital Stroke Program, as well as the telemedicine programs for stroke, neurology, and burn. He earned his medical degree at McGill University Faculty of Medicine and completed his internship and residency training at Baystate Medical Center.

HOLYOKE — There are still spots open for a free manufacturing production technician training program that begins Sept. 15.

The 10-week accelerated program is a joint effort between Holyoke Community College and Springfield Technical Community College, with support from the Mass. Community Colleges and Workforce Development Transformation Agenda, which is funded through a $20 million grant from the U.S. Department of Labor, Employment and Training Administration.

The program begins on Sept. 15 and runs Monday through Thursday, from 3:30 p.m. to 8:30 p.m., until Nov. 20. Classes are split between HCC’s Picknelly Adult & Family Education Center, 206 Maple St., Holyoke, and Dean Technical High School, 1045 Main St., Holyoke. Students will spend 160 hours in the classroom learning subjects such as machining, workplace math, measuring, instrumentation, communication, and production. The Big E Continues to Be an Economic Engine

Joshua L. Brooks was a man who got things done. And Gene Cassidy, CEO of the Eastern States Exposition, doesn’t let anyone forget it, hanging a large portrait of Brooks, the fair’s founder, at the front of the conference room where he meets with his staff.

“Mr. Brooks was concerned about agriculture,” Cassidy told BusinessWest. “He was an industrialist, but he saw that agriculture was losing ground in New England at the turn of the last century, with so much agriculture being produced out of the Midwest and South Central estates. So he established the Eastern States Agricultural and Industrial Exposition.”

Specifically, he got the National Dairy Show to move its annual event from Chicago to West Springfield in 1916, but only after he transformed a bare plot of land into a property where the expo could be staged.
“There’s a great story of how he capitalized the fairgrounds and got people to donate incredible sums of money,” said Cassidy, citing, as an example, the night of Feb. 1, 1914, when a major blizzard hit the Pioneer Valley. A fund-raiser was scheduled for that night, and Noyes Fisk, owner of Fisk Tire Co. in Chicopee — which later became Uniroyal — was given the responsibility of raising $750,000. “Even in that blizzard, with limited attendance, he was able to raise $450,000. That was the initial capital providing resources to build these facilities, including A Barn, B Barn, and C Barn.”

All three of those barns, including several other structures built in the early years of the fair, still stand today, while the fairgrounds has added many others over the years. More importantly, however, the fair — its name eventually shortened to the Eastern States Exposition and known colloquially as the Big E — has built a nearly century-old legacy that’s measured by more than its impressive regional economic impact (more on that later).

“The impact of Eastern States is dramatic, and it’s important to the region,” said Cassidy, who joined the Big E 20 years ago as chief financial officer and took the reins from longtime CEO Wayne McCary. Cassidy’s first two fairs as CEO set records for attendance, but he has been equally successful with another mission: bringing the expo’s history to life, partly by decorating the expo’s offices with dozens of posters, documents, and artifacts from the past 98 years, including more than one celebrating the work of the man he respectfully calls Mr. Brooks.

“Since I became CEO, my goal has been to reconnect and resurrect, if you will, the spirit of our founder, Mr. Brooks,” Cassidy said. “This building was pretty sterile before, but I think the history is important, and it’s important for all of us who work here to be reacquainted with why we’re here — and what, really, is the purpose of the Eastern States Exposition.”

As the 99th edition of the Big E gets set to roll out in two weeks, Cassidy sat down with BusinessWest to answer that question in a number of ways.

Animal Attraction

Although the words ‘agricultural’ and ‘industrial’ are no longer in the fair’s name, Cassidy said, it would be a mistake to underestimate their importance to what the Big E is all about.

“Yes, entertainment drives people’s interest, and we make a big deal about food; that drives people’s interest as well. And certainly the midway is an attraction, so making sure we have a good, clean, safe, attractive midway is key,” he explained. “Behind the scenes, though, we’re engaged in producing an event that serves the agricultural industry and the commodities industry for all of New England. Those are less exciting things for some people, but we get very excited about them.”

He said the fair has become known over the decades as a prime showcase for what he called the “bovine, equine, and swine” categories of livestock shows, as well as for produce and other food products. “If you win a blue ribbon at the Eastern States Exposition, whether it’s for cheese or cattle or goats, whatever it is, that gives you national cachet, national attention. Most fairgoers aren’t cognizant of that, but it’s very important for both the agriculture and industry that drives a large part of the New England economy.”

The fair has always educated people about livestock and agriculture, and Cassidy feels that mission is more important than ever, with so many Americans, particularly of the younger generations, unaware of what goes into putting their food on the table.

“So much time has passed from 1916 to today, and people are so distant from production agriculture. In many cases, animals [at the show] are viewed as if they’re domestic pets and not domestic food products. Youth today have no connection, no understanding of where their food actually comes from,” he said, adding that this disconnect isn’t limited to the agricultural side, and he’d like to see more fair offerings that teach people about food processing as well.

In addition, “it’s a continuing battle with animal-rights organizations,” Cassidy noted. “We get blowback from rogue groups that raise money on the Internet, anonymously, and they influence our programs in a way that’s detrimental to the general public.”

For example, “my office is two miles from the house where I was born and raised,” he continued. “When I was a kid, the Eastern States Exposition had a carcass exhibit, and a butcher butchering beef cattle and explaining the different cuts of beef. People would be mesmerized, and would learn where the loin comes from, the shoulder, and so on. In this day and age in New England, you could never have an exhibition like that, and it’s sad.”

While maintaining as much of the expo’s agricultural focus as possible, Cassidy said he would like to strengthen the connections the fair has to other notable industries, such as machine tools, using the fair as a platform to grow those businesses and generate jobs as well. He also believes promotion of consumer products still has a place.

“Companies used to use fairs as a means of promoting their new products,” he noted. “With the advent of television, fairs became less attractive for, say, Westinghouse or General Electric to launch their latest washing machine or other product. But we’re working very hard here to create opportunities for companies to re-engage people on the one-to-one level.”

This year’s fair will showcase the Ford Mustang, which made its debut at the New York World’s Fair 50 years ago. The Big E will display one of the Mustangs that was actually on display in New York in 1964, and Sarat Ford has produred a few rare special-edition Mustangs to display as well. “In many ways, we’re celebrating the World’s Fair,” Cassidy said. “It’s a throwback feature, which I’m really excited about.”

Eat, Listen, Love

Cassidy told BusinessWest that he fully understands the fair’s appeal to tradition and nostalgia that repeat visitors enjoy — everything from the livestock shows to the parades and circuses to the state buildings, where the six New England states promote their most popular foods, crafts, and other products. The challenge, of course, is maintaining those traditions while keeping the fair fresh.

Entertainment is a large part of that, and the Big E has long offered free concerts to visitors — this year’s extensive lineup features up-and-comers like The Voice winner Cassadee Pope and veterans like Eddie Money — while mixing in a few bigger-name shows that require an extra admission fee, including Darius Rucker, Little Big Town, and ZZ Top.

“I’ve been trying to get ZZ Top for 10, maybe 15 years, and I finally got them, so I’m very excited,” Cassidy said, adding that financial changes in the entertainment-booking world have made charging for some acts necessary.

“You’ve got to have good entertainment — that’s the thing that puts the buzz in the air. But that’s extremely difficult to do, and every year, it’s harder and harder. When I started here in 1994, we could book the biggest acts in Las Vegas for $40,000 or $50,000, and they would do two shows a day. Now, in the current age, we can’t afford these acts,” he said, noting that booking Reba McEntire in 2011 cost $335,000. “So we’ve been forced to charge now for the biggest acts, and we do our best to find solid acts we can give away.”

He credited John Juliano, the long-time special-events director for the Big E, with always being able to book talent on the rise, from Beyoncé before Destiny’s Child was popular to Hunter Hayes last year to Pope next month.

Still, for many fairgoers, music isn’t the number-one attraction; they’re more interested in finding out how many foods can be successfully deep-fried.

“Talent is such an important way of keeping people interested, but the other way is gastronomically,” Cassidy said of the Big E’s extensive selection of fair food. “I love cheese curds, and this is the only place in the world I get cheese curds. But we also have to continually discover new products and find means by which to bring new products to the fairgoing public.”

After all, the vitality and continuing popularity of the Big E has a direct economic impact on the region. According to a report the Eastern States Exposition produced this year, the 17-day Big E, plus all the other events that take place on the fairgrounds each year — which feature exhibitions for animal lovers, car enthusiasts, gun owners, campers, and dozens of other groups — benefit the region with an annual economic impact of $479 million.

The tax revenues alone include $3 million in income tax, $1.4 million in sales tax, $427,000 in hotel tax, and $3.3 million in food and beverage tax. More significantly, events generate $299 million in gross regional product and account for 3,000 jobs in Hampden County that generate $91.9 million in personal income. The exposition’s impact on the rest of New England and New York include 2,000 jobs generating $134 million in personal income. In all, 2.5 million visitors stop by the fairgrounds each year, well over 1 million for the Big E alone.

“We need all the stakeholders — which include the fair patrons, business leaders from throughout the region, and our own board of trustees — to be able to draw a direct link toward the Eastern States as a mechanism to drive the economy and jobs,” Cassidy said. “The fair has a broad impact on agriculture worldwide, but has its most important role in this region. It plays a very important role in generating business on a grand scale, and that ripples throughout the economy at many different levels.”

Into the Next Century

At one point, Cassidy pulled out an old, worn book filled with stock certificates that Brooks sold to some of Greater Springfield’s most notable citizens in the fair’s early days — then later bought back so that no individual or group could set the event’s agenda.

To continue Brooks’ legacy for the next 100 years, Cassidy knows that the fairgrounds need some attention, starting with those century-old buildings. Renovating the large B Barn, otherwise known as the Coliseum, is a $60 million endeavor, and that’s just one structure. Last year, the fair generated about $5 million in profit — a success, of course, but not the kind of revenue flow needed to sustain multiple improvement projects.

“We need to continue to grow, not just because we’re a 100-year-old facility with a great deal of deferred maintenance, but to re-educate the fair-going public,” he said. “I think we’re the most successful fair in the country; we’re recognized nationally as a best-practices organization. We’re one of the largest fairs, and the largest fair that’s not state-subsidized, which is really remarkable. But we need to put a lot of attention into this 100-year-old plant.”

To do that, Cassidy says it’s crucial to generate regional philanthropy, like Brooks did when he reached out to his wealthy friends to launch the exposition in 1916. “We’re a 501(c)(3) public charity, and financially, we’re a very stable organization, but we need to reinvigorate our stakeholders — not just to sustain ourselves, but we owe it to the region to grow, so the region grows.”

As board treasurer of the Regional Employment Board of Western Mass., Cassidy is keenly aware of the region’s need to retain talent to grow a number of its industries, and he feels like the Big E and its myriad activities can play a role in that, if only by improving quality of life in the Pioneer Valley.

“We have access to the best education in the world, and we’re exporting our graduates. Any company executive who scoffs at that is not being responsible in their duty to grow the economy and make their mark on the general citizenry,” he told BusinessWest. “It’s all about quality of life. My hope is that the Eastern States Exposition adds to quality of life for people in West Springfield and all of Greater Springfield.”

It’s an easy thing to get excited about, Cassidy added. “People pay to get in, and they’re predisposed to happiness. There are very few jobs in the world where the person coming through the gate is coming in to have a good time. You go to the grocery store because you have to, or go to the tire store because you need tires. You don’t have to come to the Big E.

“Our job,” he concluded, “is to deliver a product that makes you want to be here. If we can take our presence here and use it as a multiplier to drive industry in the local economy, we’ve succeeded.”

SPRINGFIELD — The Caring Health Center (CHC) has opened a satellite medical facility at 860 Boston Road. The CHC is utilizing a $650,000 Health Resources and Services Administration federal grant to expand medical treatment for residents in the northeast section of the city. The Pine Point and Indian Orchard areas have long been sited as communities in need of health care services, Caring Health is responding to the need. The Pine Point neighborhood council has had the creation of a local health center as a priority on their agenda for several years. The Caring Health Center will provide adult medicine, pediatric medicine, women, infants and children (WIC) program, with a planned expansion of dental and behavioral health programs added in the following year. “This is going to have a very positive effect on health care in the city, “ said Tania Barber, president and CEO of Caring Health Center. “Area residents who formerly had to travel, often by public transportation to our South End or Forest Park locations will be able to receive the care they need closer to home.” The Caring Health Center’s main facility is located at 1049 Main St., Springfield. An $18 million renovation project with the dedication of the Richard E. Neal Complex is planned for Sept. 22.

WASHINGTON — The National Retail Federation today announced the formation of the Small Business Retail Council to organize, recruit, and engage Main Street merchants and independent community retailers in grassroots advocacy activities. The council will represent and be responsive to the needs, concerns and interests of local shops, and provide the association’s small business members a forum to discuss the most pressing public policy issues and priorities. “We are bringing together some of the retail sector’s best small business leaders to build upon their integral role in drafting and shaping public policy,” NRF President and CEO Matthew Shay said. “Working with our state retail association partners, we hope to amplify the voice of small retailers in advancing the retail community’s agenda. The Clark Reopens
July 4: Enjoy hot dogs, live music, balloons, and other family fun on the East Lawn of the Clark Art Institute in Williamstown, which reopens at 1 p.m. after an extensive renovation. WINDSOR LOCKS, Conn. — The New England’s Knowledge Corridor Partnership’s annual State of the Region Conference will be held June 13 from 7:45 a.m. to 10:45 a.m. at the Sheraton Hotel at Bradley International Airport. The program’s centerpiece will be an action agenda for sustaining the interstate region’s economic competitiveness. New England’s Knowledge Corridor extends along the I-91 corridor from New Haven, Conn., through Hartford and Springfield, to Greenfield. New HealthSouth Facility Opens Its Doors in Ludlow Mills Complex

Looking back, Victoria Healy recalled that providing tours of what is now the former HealthSouth Rehabilitation Hospital in Ludlow was not exactly a plum assignment.

“It was difficult giving tours there — that facility was not an easy sell,” said Healy, who gave more than a few over the years in her role as controller.

There were five floors to negotiate, she told BusinessWest as she talked about the former Ludlow Hospital, an acute-care facility built in 1907, adding that the elevators were old and slow, the rooms had multiple patients and shared bathrooms, and the rehab areas were quite small.

All this made for competitive disadvantages at a time when patients and their families were becoming far more discerning about where and how they receive care, and doing their homework before choosing a provider.

“What we’re finding now is that people are really educated, and if they’re going to have surgery they believe will require rehab after the fact, like having both knees replaced, they’re doing the legwork up front,” she explained. “They’re figuring out where they’re going to go before they need it.”

These days, giving such tours is a very welcome assignment for Healy, now the facility’s CEO, and anyone else who gets to do the honors.

That’s because the new, $28 million HealthSouth, built at the Ludlow Mills complex and opened last December, is state-of-the-art in every sense of that phrase — from its pending LEED (Leadership in Energy and Environmental Design) certification to the private rooms and accompanying spacious bathrooms; from the large inpatient gym, where occupational, physical, and speech therapists work with patients, to the courtyard, which doubles as what Healy called a “functional therapy gym” (more on that later).

“Tours are a lot more fun here — this building sells itself,” she told BusinessWest, adding that there have been dozens of visits in recent weeks from prospective patients and their families, town officials, the press, and other constituencies.

But while the new, 53-bed, 74,000-square-foot HealthSouth is a model of the present and, in many respects, future of rehabilitation services, there is also a nod — actually, several of them — to the past. In this case, it’s the hospital’s new home, the massive former jute-manufacturing complex that is now the site of an ambitious redevelopment project being undertaken by Westmass Area Development Corp.

Indeed, the HealthSouth facility is one of the first undertakings within this initiative, which includes both new construction and repurposing old mills, and those constructing and then decorating the hospital acknowledged the rich history of the site.

For starters, 100,000 bricks salvaged from some of the dozens of historic stock houses that populate the property were used in the construction of the new hospital. They can be seen in the front lobby, which also features several planed wooden beams from those stockhouses, several photos of the mills, and a large mural featuring the signature clock tower that dominates the property and has become the town’s most recognized landmark.

Meanwhile, a mix of artwork adorns corridors throughout the facility — a colorful collection of photographs of area landmarks (everything from Mount Greylock to Westfield’s Tekoa Country Club), as well as a number of vintage photos, many a century or more old, including many of the old mill complex and the nearby Putts Bridge that links Ludlow with Indian Orchard, as well as other town landmarks.

Healy said an early favorite among patients and staff alike is an image from the maternity unit at the former Springfield Hospital, circa 1905, showing nine infants on one large cart.

“We originally thought those were loaves of bread, but they’re babies,” she said. ‘Times have definitely changed.”

For this issue, BusinessWest took one of the many tours being offered these days by Healy and her staff to gain some perspective on what this new facility means for the organization in terms of serving patients and achieving desired growth.


It’s Not Run of the Mill

Healy, who joined HealthSouth’s Ludlow operation in 1999 — a few years after the corporation acquired it from Advantage Rehabilitation, which set up shop soon after Ludlow Hospital closed its doors in the early ’90s — said administrators have known for some time that larger, more efficient, and far more modern facilities were needed.

Indeed, while the company has a reputation for good outcomes for its patients and has long enjoyed a high occupancy rate (roughly 90%), the multi-level, 60,000-square-foot facility presented some real challenges.

The 53 beds were placed in far fewer rooms than the current facility, she explained, noting that there were often three or four patients to a room. This created issues with privacy and infection control, but also presented some logistical problems.

For example, as the patient population shifted, gender-wise, patients would have to be moved, often several times during a typical two-week stay, said Healy, adding that this was an inconvenience for both patients and their families.

“We had such a high occupancy rate, in order to accommodate more patients, we had to do a lot of room moves,” she noted. “In an average length of stay of 13 days, a patient might move three or four times.”

And then, there were the multiple beds and common bathrooms, which, suffice it to say, were not the highlights of those aforementioned tours.

“When the younger generations toured and saw the three- and four-bed rooms and the shared bathroom, they were not interested in coming to our hospital,” Healy noted, “especially when they came from either Baystate or Wing and the new units at those facilities, which featured all private rooms.

“And the bathrooms we had at the old hospital were more like toilets,” she went on. “The sinks were outside the bathroom, and the showers were toward the nursing unit. It was more like a gym shower.”

These and other problems and challenges are now talked about nostalgically, if that’s the right term, by HealthSouth’s staff of 225.

HealthSouth Rehabilitation Hospital

The inpatient gymnasium can host dozens of patients and therapists, and represents a marked improvement over facilities in the former HealthSouth Rehabilitation Hospital.

That’s because the new facility boasts large, private rooms and attached baths, spacious gyms, generous amounts of glass everywhere, solar panels on the roof, and much more.

“It’s a huge change — like night and day,” said Healy with a laugh, adding that the new facility allows for the same patient outcomes, a better patient experience, and a far more appealing environment in which the staff can work.

All of the above became evident as Healy offered BusinessWest a tour, starting outside her office in the administrative area. Nearly 20 people now work in one designated area — where before they were spread throughout the old hospital — allowing for better communication and improved productivity.

But the hospital really exists for its patients, she said, before moving quickly through the lobby to an outpatient-treatment area that represents a vast improvement over the same facility at the old Ludlow Hospital, enabling HealthSouth to better compete in a crowded field of outpatient-service providers, which is a small but still-important component of the business.

The main thrust is inpatient care, she said while moving on to the two wings with patient rooms for those recovering from everything from stroke and other neurological disorders to spinal-cord injury; from amputations to cardiac and pulmonary conditions.

While these rooms have become a strong selling point for those doing that aforementioned legwork that Healy described, there are many other amenities.

These include a spacious day room where patients and their families can relax and spend time together. Activities range from bingo to church services, said Healy, adding that there is another gathering space unofficially named the ‘night room,’ she noted, because it doesn’t have the huge windows that define the ‘day room.’

Around the corner is the large inpatient gym, which can accommodate several dozen patients and therapists at one time. And then, there’s the large courtyard, which, as she said, doubles as a functional therapy gym. There are stairs, handrails, and several slight changes in elevation, Healy noted, adding that navigating all this can certainly assist many patients in their recovery efforts.

“One of the challenges that many patients have as they’re learning, especially after a stroke or a car accident, is that it’s very difficult for them to learn to walk on different surfaces,” she explained. “So here, there are stairs, ramps, brick, concrete, stone, and sand. After a life-changing event, it’s very difficult to learn how to reambulate on surfaces like this, so we’re excited about what we can do here.

“Also, I think it’s good therapy for the soul to have the fresh air and the sunshine,” she went on. “Our goal is to get people back to their lives, and this [courtyard] is closer to life than anything a hospital can simulate.”

The facility has been closed through the long, harsh winter, said Healy, but now that spring has finally sprung, patients and their therapists are taking full advantage of the opportunities afforded them.

The new hospital comes complete with a large amount of shell space, said Healy, adding that the ultimate goal is to expand into that space with more patient rooms.

To do so, HealthSouth will have to convince state health officials there is sufficient need, she said. At the moment, this would be difficult to do because most competing facilities have lower occupancy rates.

“There is space for an additional 17 beds, and it’s our goal to eventually expand into it,” she said, noting that, as the population ages and need for rehab services rises, this space will eventually be put to use.

Making More History

That shell space is currently not on the agenda for most of the tours being given at the new HealthSouth, but there are plenty of other things to see and experience, said Healy, reiterating, again, how much more enjoyable it is to introduce people to this facility than the old hospital just a few blocks away.

“It’s the best part of my day,” she told BusinessWest, adding that the new facility provides the room to grow and an environment in which patients and staff can thrive.

Which means it’s a place where more history can be made.

Mutton & Mead Medieval Festival
June 21-22: Experience old England in New England with the fourth annual Mutton & Mead Medieval Festival, which returns to 210 Turners Falls Road in Montague on Saturday and Sunday from 10 a.m. to 6 p.m., rain or shine. Wistariahurst Plant Sale
May 17: The Western Massachusetts Master Gardeners and the Wistariahurst Gardeners will present their annual plant sale from 9 a.m. to 1 p.m. The gardeners will share the bounty of their gardens with the gardening public, and are hoping to have a good selection of trees and shrubs this year. Breast Cancer Survivors’ Day
April 26: Breast-cancer survivors, their families, and friends are invited to celebrate life together at the 17th annual Rays of Hope Breast Cancer Survivors’ Day on Saturday, April 26, from 8:30 a.m. to 2 p.m. at the MassMutual Center. Former WNBA player and breast-cancer survivor Edna Campbell will deliver the keynote address, titled “Bouncing Back,” at the popular event sponsored by Rays of Hope. Campbell was diagnosed with breast cancer during her second season. After retiring from the WNBA four years later, Campbell became a nurse and now travels across the country sharing her story of survival while encouraging women to have regular breast exams and inspiring those who’ve been diagnosed. Wilbraham Carefully Crafts a Plan for Growth

Tracey Plantier and John Pearsall say Wilbraham residents want to maintain the town’s historic New England charm.

John Pearsall says Wilbraham residents appreciate the town’s New England charm and want it maintained. But they’re equally thankful for the plethora of stores, businesses, and restaurants available to them on Boston Road.

“Wilbraham is primarily a residential community, and what attracts people here is the quality of life,” said the town’s planning director. “But people are also comfortable with the idea that Boston Road is very commercial, and they want growth there to continue.”

These opinions were voiced repeatedly in studies contained in a report released last September titled “Wilbraham Looks Forward.” It documents the results of surveys and focus-group meetings conducted by an all-volunteer vision task force over an 18-month period. Members of the panel were appointed by the Planning Board, and their goal was to solicit opinions from residents and business owners about what they appreciate about the town as well as change they would like to see in coming years.

“Our mission was to generate a consensus-based guiding vision to address Wilbraham’s current and evolving challenges and opportunities,” said vision team chair Tracey Plantier, who is a member of the Planning Board and volunteer for the Open Space and Recreation Plan Committee (more about the report later).

Wilbraham was devastated by the tornado that swept through Western Mass. in 2011, but the majority of that damage has been repaired. And although commercial and residential growth has been slow since 2008, Pearsall said, “last year, things started to rebound.”

In December, Lumber Liquidators opened on 2148 Boston Road, and two auto dealerships made significant investments in their properties. Balise Ford held a grand-opening ceremony to welcome the public to a new, 26,000-square-foot, $4.2 million dealership about 11 months ago. The expansion added about 20 new jobs and helped strengthen the town’s tax base.

“Officials from Balise told us they were impressed by the town’s streamlined permitting process,” said Pearsall. “They described it as effortless compared to other communities.”

In addition, Lia Toyota’s showroom on 2145 Boston Road got a $300,000 facelift last year. “And Baystate Self Store LLC on 2350 Boston Road is expected to open in June with 73,125 square feet of available storage space,” said Pearsall, adding that some of it will be climate-controlled.

Growth is also occurring in the residential sector, as 18 new homes and/or condominiums were built in 2013 at a cost of $4.74 million. “The majority were in the Gardens at Wilbraham and in Cedar Ridge, which are both on Boston Road,” Pearsall said.

Eric Fuller, the town’s planning director, told BusinessWest that the three-mile strip of Boston Road that runs through Wilbraham is zoned for commercial and industrial use and contains land and buildings available for purchase or for lease. “Properties for sale include the former Medeiros Williams Chevrolet Co. building and lot.”

Pearsall agrees that opportunity abounds on Boston Road, home to a significant amount of underutilized and/or vacant space. “The former Taylor Rental property next to Home Depot is available, and on a smaller scale, there is space for lease in a number of strip malls,” he said. “Plus, the site across the street from Post Office Park has been cleaned up and is for sale.”

Post Office Park is a horseshoe-shaped, planned commercial development on Boston Road with two entrances and traffic signals. The back of the property is home to many businesses that are attractive to families, including the YMCA’s Wilbraham branch, All American Gymnastics, a dance academy, some small retail shops, and a pediatric medical office.

But land is still available at the front of the park, which Pearsall said is suitable for a high-profile retail business, due to its visibility from Boston Road and the fact that 40,000 vehicles travel up and down the busy thoroughfare each day.

“It is a significant commuter route, with Springfield to the west, Palmer to the east, and the entrance to the Mass Turnpike in Palmer,” he said. “Jake’s Restaurant across the street feeds off the traffic from the people who attend recreational and sporting events at Post Office Park, and Eastfield Mall, just down the road in Springfield, attracts shoppers.”

Enhanced Value

Education is important to Wilbraham residents, and the town boasts three secondary schools, including the private Wilbraham-Monson Academy; the parochial Cathedral High, temporarily housed in the old Memorial School building; and the new, $50 million, state-of-the-art Minnechaug Regional High School, which serves students from Wilbraham and Hampden.

“When people come into my office, they always ask about our schools, and the high quality we offer is a really big draw,” Pearsall said, explaining that the new high school has a day-care facility, and the grounds of the old building have been turned into athletic playing fields.

“And Wilbraham Monson Academy continues to expand its campus,” he continued. “A brand-new dorm is under construction for students in their middle-school program, and they have put in new athletic playing fields.”

Major investments have also been made at Spec Pond, which is home to a summer day camp run by the Parks and Recreation Department. “More than $1 million has been spent in the park over the last few years,” said Fuller. “We have new pavilions, a new playground, and new playing fields for youth baseball, lacrosse, and softball. It’s a very large complex with lights that can also be used for night football. Plus, a spray park is being installed and will be ready by the time summer arrives.”

In another section of town, the iconic Rice Fruit Farm building is undergoing a major renovation. “The Rice family ran their farm for many generations and grew their fruit stand into a retail store,” Pearsall explained. But the storefront has been vacant since the family closed the business about five years ago.

Fuller said there was some interest in redeveloping the site, but its residential zoning was a stumbling block. However, that changed recently when the Planning Board revised the zoning based on the fact that the building had been operated as a farm stand. “It allowed the new owner to repurpose the structure and make it into a viable business,” he explained.

The retail establishment, called Heritage Farm Stand, is expected to open within the next few months. “They’ll sell fruit, ice cream, pies, and baked goods, and will have indoor and outdoor seating,” Pearsall said. “This is an adaptive reuse of a building that everyone in town wanted to reopen.”

Vision Quest

The town is comprised of a number of neighborhoods — Wilbraham Center, North Wilbraham, East Wilbraham, Wilbraham Mountain, South Wilbraham, the Boston Road Corridor, and the Pines section — and during the past year, residents and business owners from all sectors had the opportunity to voice their opinions about what type of change they would like to see in the future via surveys conducted by the Vision Task Force.

“We created subcommittees that did in-depth studies on education, land use, livability, and town services,” Plantier said. “The study was unique and something that few towns do, but we wanted to create a focused vision strategy.”

To that end, the task force developed an extensive questionnaire titled “Community Insights,” and residents were given the opportunity to respond online or in writing at town meetings, at concerts in Fountain Park, and during tours of the new high school held at the beginning of the 2012-13 school year.

The study was designed to provide input on what Plantier refers to as “the dynamics of change,” and answer the questions, “where are we going?” “what are we in the process of becoming if we follow the current course?” and “what will Wilbraham look like in 20 years and beyond if current trends continue?”

The task force also held focus-group sessions with business owners, members of the Boston Road Business Assoc., the Rotary Club, the East of the River Chamber of Commerce, and other organizations. In addition, a survey was mailed to 200 businesses.

The final event was called Imagine Wilbraham Day, which was attended by 100 people who had the opportunity to express or reiterate their opinions about what works well in town and what changes could prove beneficial. The results have been compiled in a report titled “Wilbraham Looks Forward,” and a new committee has been created to facilitate ways to implement desired change.

However, two items that emanated from the surveys are already on the town’s agenda and will be voted on during the May 12 town meeting. The first involves signage and would allow new businesses to erect temporary signs welcoming customers.

The second would permit an expansion of land use in Wilbraham Center. Pearsall explained that every plot of land in the neighborhood is currently zoned as either neighborhood/office space or neighborhood/shopping space. “We are not changing the zoning; we are homogenizing it,” he said, adding that the proposal would give property owners the ability to create food establishments or small shops in that section of town.

However, Plantier reiterated that, although residents want more shopping and restaurant options, they are deeply committed to maintaining the look and feel of Wilbraham, which she described as “a scenic, small New England town.”

“One of the biggest challenges to our economic development is balancing the change that residents want while keeping the look and feel of a scenic, historic small town with green, open space,” she said, adding that two requests voiced repeatedly in the survey are for additional sidewalks and bike lanes along the roadways.

The May town meeting will also give residents the chance to learn about volunteer opportunities with the town’s nonprofit organizations. Booths will be set up by representatives who will be ready and willing to share information. “This is important, as many people who responded to the survey expressed an interest in becoming more engaged in town, and said they want to see more events held in our community,” Plantier said.

Wilbraham also has two active committees pushing for a new safety complex and senior center. Although financial resources are limited, the Fire Department completed a $2.8 million renovation of its main fire station last year. “It was brilliantly done in a manner that didn’t require the town to borrow any money,” Fuller said. “It was a collaborative effort, and the fire chief was committed to adapting what he had to the needs of the department through the use of available funds.”

Pearsall added that the project set a precedent “to be creative and try to get the best results at the lowest cost to the taxpayers.”

Home-based Help

One thing that makes Wilbraham unique is the willingness of its residents to share their time to improve life in town.

“Many people own businesses or have professional expertise and are happy to contribute their talents or make donations to programs here,” said Pearsall. “There is a lot of community support to improve the quality of life.”

That trend is sure to continue as “Wilbraham Looks Forward,” paying due diligence to the opinions of residents who take great pride in the place they call home.

UMass Dine and Dash
April 12: Dining Services at UMass Amherst will host the fifth annual UMass 5K Dash and Dine on campus. The run/walk is held annually to raise funds for the Amherst Survival Center and to promote health and fitness at the university. The race fee, $5 for UMass Amherst community members and $15 for the public, includes registration and a complimentary meal at the newly renovated Hampshire Dining Commons following the award ceremony at the university’s dining facilities. The first 500 registrants will receive a T-shirt. April 26: Breast-cancer survivors, their families, and friends are invited to celebrate life together at the 17th annual Rays of Hope Breast Cancer Survivors’ Day on Saturday, April 26, from 8:30 a.m. to 2 p.m. at the MassMutual Center. Former WNBA player and breast-cancer survivor Edna Campbell will deliver the keynote address, titled “Bouncing Back,” at the popular event sponsored by Rays of Hope. The WNBA veteran — best-known for her time as a point guard with the Sacramento Monarchs — was diagnosed with breast cancer during her second season. After retiring from the WNBA four years later, Campbell became a nurse and now travels across the country sharing her story of survival while encouraging women to have regular breast exams and inspiring those who’ve been diagnosed. In addition to the keynote address, participants will be able to select two workshops from a number of topics, including “Breast Reconstruction,” “Coping Strategies for Caregivers,” “Personal Safety Tips,” “Let Your Yoga Dance,” “Advances in the Treatment of Metastatic Breast Cancer,” “Mindful Eating,” “Unclutter Your Life and Start Living,” and “The Joy of Card Making.” Two sessions will be offered in Spanish only: “Recomendaciones Sobre Seguridad Personal” and “Promoviendo la Caminata de Rays of Hope.” As part of this year’s Survivors’ Day, there will be a special art exhibit made up of artwork completed by participants in the Rays of Hope-sponsored “Art from the Heart” program facilitated by art therapist and silk artist Pat Hayes. The program — a series of art-therapy workshops offered twice a year — provides a creative outlet for women to work in watercolor, precious metal, clay, and other media. The day will also offer networking opportunities and the chance to visit with several exhibitors selling a variety of breast-related products. A continental breakfast and buffet luncheon will be served. The cost is $35 per person, with the remaining cost underwritten by Rays of Hope. Parking will be validated for the Civic Center Parking Garage only. A selection of ballrooms and suites will be transformed into different global destinations, complete with costumes, cuisine, décor, and local flavor. The event, which runs from 5:30 to 8 p.m. at the Delaney House on Route 5 in Holyoke, costs $25 per person, which includes multiple food stations.
An optional $10 buys unlimited sampling at specialty drink stations.

May 1: The Springfield Technical Community College (STCC) Foundation’s Not Just Business as Usual event is a key networking event for business leaders in Western Mass. This annual celebration, in its fifth year, is a celebration of innovative thinking which gives participants the opportunity to learn from business experts while raising significant funding for the STCC WORKS scholarship program. It will be held at the Naismith Memorial Basketball Hall of Fame. A cocktail and networking reception will be run from 5:30 to 7 p.m., with dinner and keynote speaker to follow from 7 to 9 p.m. This year’s keynote speaker is Dr. Alan Robinson, award-winning author and associate dean of the Isenberg School of Management at UMass Amherst. Robinson will discuss his latest book, The Idea-Driven Organization: Unlocking the Power in Bottom-Up Ideas. Drawing on his work with companies worldwide, Robinson will review the strategies needed to develop a management team open to grassroots innovation and the policies and practices that encourage — and those that discourage — employees’ ideas.

June 19: The eighth annual 40 Under Forty award program, staged by BusinessWest, will be held at the Log Cabin Banquet & Meeting House, honoring 40 of the region’s rising stars under 40 years old. The 40 Under Forty program, launched in 2007, has become one of the region’s most-anticipated annual events, and the recognition has become a prestigious badge of honor for its recipients. Judges recently chose this year’s class from more than 150 nominations, a record. They will be announced, and their stories told, in the April 21 issue.
