And If There Is One, How Will It Affect You?

It seems as if we have been waiting for a recession for quite a while now. Economists initially thought 2022 would bring a recession. Certainly, it seemed as if a recession was inevitable as the stock market (S&P 500) dropped more than 19% in 2022.

But, by definition, a recession never occurred. Many people think that two consecutive quarters of negative GDP define a recession. Technically, this is not true. The National Bureau of Economic Research considers a wide range of economic indicators when declaring a recession rather than only negative GDP. It defines a recession as “a significant decline in economic activity that is spread across the economy and that lasts for more than a few months.”

Warning signals often precede a recession. The U.S. economy has slowed from January through March of this year to just a 1.1% annual pace. Business inventories have reduced; companies usually slash inventories when they anticipate a downturn. Employment also declines before a recession. I would argue that we have started to see this decline with the large layoffs in the tech industry by companies such as Meta, Google, Microsoft, and Amazon. Higher interest rates have slowed housing sales, and rents are stabilizing. Compounding these economic signs is the debt-ceiling debate; House Republicans say they will raise the debt limit in exchange for sharp reductions in spending.

These signs, which we all can see, may just be the tip of the iceberg.

The actions of the Fed in the coming months may dictate the strength of the potential recession that we are facing. As we all now know, the U.S. has been experiencing critical inflation mainly because of the easy money that was distributed during the pandemic and the pent-up demand for consumer goods and travel after COVID.

The only way for the Fed to combat inflation has been to raise interest rates, making it more expensive for businesses and consumers to borrow money, thereby slowing the economy and lowering inflation. Unfortunately, inflation has been stubborn and has not decreased as quickly as the Fed would like. The quick rise in interest rates contributed to the bank failures that we have seen recently. The Fed is walking a tightrope of slowing inflation and trying to prevent further damage to our economy.

The main questions that people need to ask is how a recession may impact them and how to prepare. Unfortunately, many people lose jobs during recessions.

‘Recession-proof industries’ typically are unharmed. The medical field, education, and government jobs may be unaffected by a recession. If you do worry about the future of your job, have you saved emergency money to live on for a while? Can you network in your industry to see what other positions may be available if the worst-case scenario occurs and you lose your job?

How about your bank? Is it possible that it collapses as others have? Most people are aware that the FDIC insures deposits according to the ownership category in which the funds are insured and how the accounts are titled. The standard deposit-insurance coverage limit is $250,000 per depositor, per FDIC-insured bank, per ownership category. If you are still nervous, utilize the services of two or more banks.

Tight lending leads to consumers putting off larger purchases, compounding the depth of the recession, as spending slows.

Many retirees worry about a recession and the impact of the stock market on their portfolios. A deep recession could mean a drastic drawdown in stock prices. Making knee-jerk reactions to economic situations never bodes well for the long term. It is impossible to time the market. Most retirees know that they need to stay invested to grow their assets to mitigate inflation. Having a conversation with your advisor to make sure that you are properly allocated to your risk tolerance is a good way to start. If you find yourself overly concerned, perhaps a portfolio adjustment is due. A proper allocation to bonds or ‘like’ investments is always a good idea in volatile times.

From political turmoil to world events, it is easy for investors and consumers to feel concerned. Stress and recession go hand in hand. Know that you can only control your own personal situation. Reassess your budget, evaluate your employment, and review your investments.

Historically, there have been many terrible things the world has endured. People still have money and plan for the future. The markets still function. Recessions are an unavoidable part of life, but are a precursor to an eventual healthy economy.

With recession clouds building and supply-chain issues still affecting industries across the board, area roofers say they’re still maintaining a steady workflow.

That’s partly because, when it comes to a leaky roof, there’s no skipping out on fixing the problem, said Fran Beaulieu, co-owner of Phil Beaulieu & Sons Home Improvement Inc. and PBHI Roofing. “Unfortunately for people, whether they beg, steal, or borrow to get money, when you have water leaking into your home, you have to fix it. So roofing is generally pretty consistent.”

PBHI was started in 1967 by Beaulieu’s father, Phil Beaulieu, and has been family-owned and operated ever since, offering full roof replacement and repair, new roof construction, roof inspections, flat- and low-slope roofing, storm-damage repairs, and skylight installation, as well as vinyl siding, windows, doors, decks, porches, and more.

The roofers at CDA Roofing and Siding agreed with Beaulieu’s take on basic demand for roofing services. Chris Dore, lead estimator and project coordinator, said that as long as the phones are ringing and estimates are going out, business can be considered healthy.

CDA has been family-owned and operated for the past 11 years in Agawam, since Clarke Dore and Jimmy Acerra merged their roofing businesses to strengthen their clientele. Dore owned and operated CDA Roofing, but primarily focused on residential shingle work. When merging the two companies, Acerra brought forth his expertise on commercial roofing; he has earned an A+ rating with Firestone Building Products, a leading roofing-products manufacturer.

“There has never in my adult life been a better time to get into the trades, period.”

A healthy flow of business doesn’t necessarily mean a peak year, however. Dore said he and his team have a theory: during a typical summer, kids are home from school and people are on summer vacations, but as the weather starts to change and people are getting their kids back into school mode, there’s an influx in business.

But this year, the recession has caused some hesitancy among homeowners.

“It was slow in the sense that people were a little gun-shy, I think, to commit. Regardless of the size of your house, roofing is a huge project, whether it’s a million-dollar mansion or a modest cape or even a shed or doghouse,” he said, noting that issues like inflation and the supply chain are disrupting homeowners’ decisions. “There’s a million fingers pointed at the highest level of government down to the local government. Who’s to really blame? Everyone’s got their theories.”

 

Fixing a Hole

Thomas Morin, owner of Valley Roofing and Restoration, agreed and said that people are being more conscious about what they’re spending their money on and “comparing apples to apples for every estimate.”

Shingles are generally the more affordable option depending on the company, but just like everything else in the world, the roofing industry is driven by petroleum costs. Each of the businesses BusinessWest spoke with said that, when the price of oil is high, all their building products are going to cost more, but roofing shingles, which are made with oil, and other commercial roofing products are especially vulnerable.

Morin launched Valley Roofing and Restoration about a decade ago. He specializes in new roof installations and repairs, and among his products is metal roofing, which he says is a growing trend due to its price.

“We’re just trying to stay busy at this point, but things have been good,” Morin said. “In roofing, it’s hard to expect anything. You have to go with the flow, and if something isn’t working, you change it.”

It doesn’t help, Beaulieu said, that roofing is one of the heaviest materials to transport, and diesel costs are through the roof (no pun intended). “When things are heavy, you need heavy trucks that are capable of moving really heavy materials, and they use a lot of diesel.”

Dore described the rise in prices as a “kick in the head.” In these circumstances, he explained, it’s difficult for businesses to maintain consistent profit margins. While prices seemingly never slow and continue to rise, that cost is relayed to the customer, but the company doesn’t benefit.

“The profit margin is what it is,” he went on. “You try to remain competitive — and there’s a lot of competition in this area. You just have to try to keep your head down, stay the course, and weather the storm; that’s really what it is.”

As the harsh cold of New England starts to settle in, both Beaulieu and Dore stress that homeowners should conduct due diligence and research the company it hires to do a job, but for different reasons.

Ice dams are a homeowner’s enemy in New England; those are ice buildups on the eaves of sloped roofs of heated buildings that result from melting snow under a snow pack reaching the eave and freezing there, especially in the middle of winter. The first inclination is to call a roofer, but Beaulieu advises against that.

“You need an insulator contractor. When you have ice dams on your house, homeowners tend to call roofers, and unfortunately, roofers in this industry aren’t always the most ethical guys,” he said. “They will just sell them a new roof or charge them to shovel snow off the roof, which causes all kinds of problems.”

Winter also brings an influx of storms and storm chasers. For example, after the June 2011 tornado, Dore explained, roofers from out of state were patrolling neighborhoods in hopes of “repairing” roofs.

“A lot of potential future work for myself and other companies in the area evaporated. I don’t want to say it hurt us by any means, but we noticed, ‘OK, there’s that house, that house,’ whole neighborhoods that got roofs that really weren’t ready for them,” he said. “They were done by guys who you can’t even get on the phone if you wanted to. They came in, and a lot of them did the wrong thing; we ran into it multiple times.”

 

Getting Better

As the roofing season heads into winter and unemployment is still high, Beaulieu, who is also president of the Western Massachusetts Home Builders & Remodelers Assoc., stressed the importance of trades as a career path, saying the writing is on the wall for continued disruption in the industry due to workforce challenges.

“There has never in my adult life been a better time to get into the trades, period,” he told BusinessWest. “Whether you want to be a mason, a carpenter, a vinyl-siding installer, a roofer, you want to do windows and doors, you want to build decks, there’s never been a better time because it’s really hard to find younger people that want to do it.”

And roofing is a place they can start at the top, in a sense — and only move up from there.

The unprecedented upheaval of 2020 will change the way we live and work for years to come, says John Regan, president and CEO of Associated Industries of Massachusetts (AIM).

Regan punctuated his annual State of Massachusetts Business Address with a call for state policymakers to support the recovery of an economy that remains fragile in the wake of the ongoing public-health crisis.

“Hundreds of thousands of our friends and neighbors in Massachusetts remain out of work because of the pandemic. Many have left the workforce altogether,” Regan said during a virtual speech to the AIM Executive Forum. “Addressing the COVID crisis by shutting down the economy again and impeding the ability of people to support their families is not a solution. Neither is imposing Draconian tax increases to address the state’s fiscal issues on the backs of businesspeople trying to keep people employed amid permanent, structural changes to the way we live and work.”

Regan noted that the unprecedented convergence of the COVID-19 pandemic, a cataclysmic recession, and a reckoning on racial equity combined to alter the economy, the workplace, healthcare, manufacturing supply chains, and transportation. It affected schools, government, family life, shopping patterns, the housing market, race relations, and social interactions.

The upheaval has accelerated ongoing seismic shifts in the nature of the workplace, Regan noted. “What the e-commerce revolution did for physical stores, the telepresence revolution could do for office-adjacent employment. Some of the repercussions are positive — less traffic in major urban areas, more flexibility for workers, and expanded opportunities for employers to hire talented people virtually anywhere.”

The bad news? “Cities like Boston that have thrived on proximity-driven innovation and community intellectual energy could see that energy dissipate as companies accelerate the move toward virtual operations,” he said. “Given the OK to go remote, workers may use their freedom to move to cheaper metros where they can afford more space, inside and outside.”

Four distinguished economic experts offered commentary about which changes generated by the pandemic might be lasting. Pamela Everhart of Fidelity Investments, Edward Glaeser of Harvard University, Dr. Lee Schwamm of Mass General Brigham, and Nada Sanders of Northeastern University said the nature of any long-term structural economic shifts will become evident only after governments moderate the spread of the pandemic.

Regan said AIM and its 3,300 members look forward to working with state and federal leaders to craft a long-term economic recovery for the Commonwealth.

“Massachusetts businesses have responded responsibly to the pandemic by prioritizing their employees and customers, investing in workplace-safety protocols, adapting operations to ensure compliance with business-specific requirements, and finding creative ways to offer services and goods while remaining operational,” Regan said. “Businesses prioritized these things because this is what our businesses do. They invest, they change, and they adapt. These are the qualities that have made Massachusetts an economic leader for decades.” v

Warning Signs on the Horizon

John Regan says the state should do what many business owners are doing with a possible recession looming — refrain from taking on too much at once.

John Regan says Associated Industries of Massachusetts (AIM) recently surveyed a cross-section of its members regarding the economy, the direction they believe it will take, and the steps they are themselves taking as a result.

Roughly 75% of those surveyed anticipate an economic contraction before the end of 2020, and a sampling of the gathered remarks hints strongly at an undercurrent of caution, if not outright concern:

• “Scaling back on hiring plans; slowing down certain capital expense/equipment purchases until we get a clearer picture of what the next six months will bring.”

• “Concentrating on expense reduction … evaluating closely the need to replace positions.”

• “Diversifying our service options.”

• “We have temporarily eliminated overtime, which was formerly unlimited.”

Slicing through all that, Regan said AIM’s members are looking at the conditions, gauging how they will effect things short-term and long-term, and, by and large, deciding not to take on too much until the picture becomes much clearer.

And, as the organization’s new president and CEO — he took the helm in May — he is essentially advising the state to do the same.

“A possible takeaway from the survey for state policymakers as they begin considering billions of dollars in new spending is this could be a difficult time ahead for the state economy,” Regan told BusinessWest. “Businesses are assuming a defensive posture, and significant tax increases — beyond the $1 billion for the new paid family and medical leave system — even for worthwhile causes, could harm the overall economy, most especially the manufacturing sector.

“This might not be the time to really go all in on lots of different tax proposals,” he went on, listing everything from new spending initiatives to the so-called ‘millionaires’ tax,’ a step he believes will pose dire consequences for the Commonwealth. “Legislators should do what our members who answered the questions are doing — delaying their ambitious agenda and letting the things they’ve already done take their course and put some away for a rainy day.”

Passing on members’ concerns about the economy and urging caution when it comes to business-related legislation are two of the many lines on the job description for AIM’s president, said Regan, who moved to the corner office after a dozen years as AIM’s executive vice president of Government Affairs and almost two decades with the agency in that realm.

Another line on that job description involves presiding over annual ceremonies such as the one staged earlier this month at Wistariahurst in Holyoke, at which three area companies — MGM Springfield, American Saw, and Peerless Precision — were presented with Next Century and Sustainability awards for their efforts in creating the next era of economic opportunity for state residents.

A few hours before that ceremony, Regan sat down to talk with BusinessWest about a variety of topics, including his appointment, the state of AIM and its 3,500 members, and even his thoughts on how to achieve more balance between east and west in the Commonwealth.

But the condition of the economy and the results of that aforementioned survey soon dominated the conversation.

Regan noted that, overall, the state’s economy continues to expand, albeit at a slower pace than earlier in the year. Meanwhile, AIM’s Business Confidence Index, generally a reliable barometer of economic conditions, remains in optimistic territory (58.9), although it has lost nearly four points over the past 12 months. Unemployment remains low (2.9%), and private employers created nearly 7,000 jobs between August 2018 and August 2019.

Still, there are some ominous warning signs of a recession, and a number of businesses are already starting to feel the effects of tariffs and other federal and state measures, said Regan, adding that these businesses are starting to play defense — and the state should do the same.

Background — Check

If Regan seems to know his way around the State House — in every sense of that phrase — it’s because he does.

Indeed, before coming to AIM, before serving as vice president of Operations for MassDevelopment and leading its efforts to repurpose Fort Devens, before directing the Massachusetts Office of Business Development (MOBD) for five years, and even before serving as chief of staff to the mayor of Marlboro, he worked in the State House, first as a researcher on the Joint Committee on Banks and Banking, and then as a special assistant to the House Ways and Means Committee.

“I started out on the constituent side, and quickly moved to the policy side,” he said of his work with the Legislature. And, on many respects, he has remained on the policy side ever since.

When asked how he went from working for the state to becoming an advocate for its business community, Regan said there’s a story there. It involves the former Lunt Silversmith (an AIM member) in Greenfield, he recalled, adding that, as director of MOBD, he was asked to help convince the state Highway Department to put up signs that would direct motorists to the company’s new showroom facility. Long story short, he played a big role in getting the signs up.

“AIM was so impressed that state government actually got something done that they asked if I would consider joining the agency and its Government Affairs Department,” he recalled. “At the time, I wasn’t really looking, but I knew AIM from my days at the State House — it was a well-respected group and well-regarded in the building — and I thought this was a good opportunity for me.

“I never wanted to be a lobbyist in that sense that you’re out chasing clients to represent individually,” he went on. “The opportunity to come to AIM represented a chance to use my relationships in the building, but not lobbying for individual clients; at a 3,500-member organization, you’re working on policy, not just individual company issues.”

And over the years, he has advocated for members on issues ranging from unemployment-insurance reform to non-compete agreements; from pay-equity law changes to paid family and medical leave.

Since taking over as president and CEO, Regan said he spent much of the first several weeks focusing largely on internal matters, including membership, marketing, finances, technology, and hiring his successor in Government Affairs — Brooke Thomson, formerly with AT&T.

“I wanted to make sure I understood the parts of AIM I never really had to worry about as head of Government Affairs,” he noted. “And part of what the board charged me with was coming up with an operational plan for the balance of 2019 through 2021.

“It’s not a strategic plan,” he went on, “but just making we’re able to explain what we thought we could do and should do, and get that on paper and in front of the board.”

Reading the Tea Leaves

These days, though, he’s more focused on the Commonwealth’s businesses, the uncertain state of the economy, and policy matters, such as helping to secure a three-month delay in the start of payroll deductions to fund the program.

Returning to that recent survey of members, Regan said it is quite revealing and clearly depicts both the concern felt by business owners and their commitment to act responsibly, and defensively, in such a climate.

“They’re doing the things you might expect,” he noted. “They’re saving money versus investing it, and they’re only doing capital projects that have a very swift return on investment. They’re looking for additional, profitable product lines that might allow them to weather the storm. But mostly, they’re thinking ahead and being ready.”

And this is the mindset Regan believes both the federal and state governments should embrace given both the current conditions and the possibility, if not likelihood, of a recession in 2020.

“Uncertainty around trade, in particular, grows by the day. It seems like every day you wake up and there’s another round of tariffs. One of our longest members is Ocean Spray cranberries, and they’re getting killed by tariffs.”

With the former, Regan noted that tariffs and the trade war are already taking a steep toll — on manufacturing but also other sectors of the economy, including agriculture — and the threat of more such actions loom large over the state and the region.

“Uncertainty around trade, in particular, grows by the day,” he said. “It seems like every day you wake up and there’s another round of tariffs. One of our longest members is Ocean Spray cranberries, and they’re getting killed by tariffs.”

As for the State House, Regan said lawmakers there should consider the current economic conditions and the threat of recession as they ponder additional mandates and taxes, including what is known officially as the Fair Share Amendment, but has been dubbed the millionaires’ tax.

That name conjures up thoughts of rich people sitting on a beach, he told BusinessWest, but the reality is that most of those who would be impacted by this measure, which would impose a 4% income-tax surcharge on annual income beyond $1 million, are business owners, as in the small to medium-sized business owners who dominate the state’s economy and especially the Western Mass. economy.

And recent research, including an in-depth report by Bloomberg News, shows that individuals hit with such taxes often leave for safer havens, taking their income with them, he noted.

“Bloomberg found that Connecticut, New York, and New Jersey face the largest financial drains from the 5 million Americans who move from one state to another each year,” AIM wrote in a recent blog post, citing other states that had passed taxes on high earners. “Connecticut lost the equivalent of 1.6% of its adjusted gross income, according to Bloomberg, because the people who moved out of the Nutmeg State had incomes that were 26% more, on average, than those people who moved in.”

Regan agreed, and said these numbers paint a grim picture and present a competitive disadvantage for the Commonwealth, one the Legislature should consider as it moves closer to joining other states in enacting such measures.

“I love it when elected officials roll out statistics that show ‘30 states do this’ or ‘20 states do that,’” he said. “We can tell them we have a whole list of states that have tried the wealth-tax approach, and it’s bombed, and they say, ‘well, that’s different.’

“How is it different?” he went on. “How are we not going to experience the same things that they’ve experienced?”

Bottom Line

Returning to that survey of AIM members, a few of the business owners polled expressed confidence about riding out what appears to be a storm on the horizon.

“We think we’ll be immune from the contraction,” wrote one, while another said, “our industry is counter-cyclical; when the economy contracts, our industry usually receives a boost.”

Those sentiments don’t apply to most businesses, certainly, and Regan knows that. And that’s why AIM’s new president and CEO is working hard to convince lawmakers to do what his members are doing — what’s best for business and what’s best for long-term economic health.
