SOUTHWICK — The West of the River Chamber of Commerce will host its 12th annual golf tournament at the Ranch in Southwick on Monday, Aug. 17.

The cost to golf is $125 per player, which includes 18 holes with cart, lunch, and dinner. The cost to attend dinner only is $35. SPRINGFIELD — The Springfield College board of trustees recently announced its 2015-16 board elections during its annual meeting on the campus.

Gregory Toczydlowski has been elected board chair. He is the president for personal insurance for the Travelers Companies Inc. He earned a bachelor’s degree in business management from Springfield College in 1989, and has been on the college’s board of trustees since 2011.

Toczydlowski takes over for Douglass Coupe, who served as chair for four years. Coupe is the retired vice president of State Street Global Investor Services. He earned a bachelor’s degree, master’s degree, and certificate of advanced studies at Springfield College, and has been a trustee more than 20 years.

James Ross III will serve as vice chair of the board of trustees. He is the former chief development officer for Grupo TorreSur in Southboro.

The following individuals have been re-elected to serve a three-year term on the Springfield College board of trustees:

• Bridget Belgiovine, the current Physical Education, Recreation, and Athletics Department chair at Wellesley College. She earned a master’s degree from Springfield College in 1987;

• William Burke III, chief operating officer for Newell Rubbermaid in East Longmeadow;

• Lisa Emirzian, co-owner of Emirzian, Mariano & Associates in East Longmeadow, and a dentist focusing on esthetic and restorative dentistry. She earned a bachelor’s degree from Springfield College in 1979;

• Jeni Ellis Halliday, owner of Wellness at Work;

• MaryLynn Jacobs, founder and partner of Attain Therapy + Fitness in East Longmeadow. She earned a bachelor’s degree from Springfield College in 1981;

WASHINGTON, D.C. — The Supreme Court spared a key part of the Affordable Care Act in a 6-3 decision in King v. Burwell Thursday, ruling that the federal government may continue to subsidize health insurance in states that did not set up their own exchanges.

Chief Justice John Roberts and Justice Anthony Kennedy joined the court’s four liberal justices to hand Obama a major victory, possibly sparing his signature legislation.

“The American Medical Association is relieved that today’s Supreme Court decision will allow millions of patients to continue accessing the health care they need and deserve,” said Dr. Steven Stack, AMA president. “Physicians know that the uninsured live sicker and die younger, so the AMA has been a leading voice in support of expanding health-insurance access to ensure patients can get the care they require.

“The subsidies upheld today help patients afford health insurance so they can see a doctor when they need one and not have to wait until a small health problem becomes a crisis. The subsidies provide patients with peace of mind that they will not risk bankruptcy should they become seriously ill or injured and experience catastrophic healthcare costs,” Stack continued. “With this case now behind us, we hope our country can move forward and continue strengthening our nation’s healthcare system.”

The law’s challengers argued that four words in the statute — “established by the state” — meant that only people who bought insurance from exchanges in states that set up their own marketplaces would be eligible for tax credits and other government assistance. However, the Supreme Court ruled that the overall context and structure of the Affordable Care Act demonstrates that Congress intended financial assistance to be available to residents of all states, regardless of how states’ exchanges are managed. More than 6 million people would have lost those subsidies if the court had ruled against the government, likely causing premiums to skyrocket.

“Today’s decision by the Supreme Court in King v. Burwell will let millions of Americans breathe a little easier knowing that their health insurance is secure and will remain affordable,” said Lily Eskelsen García, president of the National Education Assoc. “The subsidies provided by the Affordable Care Act help increase school children’s access to quality health insurance and medical care.”

SPRINGFIELD — The Affiliated Chambers of Commerce of Greater Springfield (ACCGS), in collaboration with the Greater Chicopee, Easthampton, Holyoke, and Westfield chambers of commerce, will present a panel discussion on health-plan changes associated with the Affordable Care Act (ACA) on Tuesday, June 23 from 3 to 4 p.m. at the UMass Center at Springfield, 1500 Main St., Springfield.

Sponsored by the Regional Employment Board of Hampden County, Massachusetts Assoc. of Health Plans (MAHP) President and CEO Lora Pellegrino and Senior Vice President Eric Linzer will present “The State of the Massachusetts Marketplace.”

Despite the Commonwealth’s 2006 Health Care Reform Law serving as the model for the ACA, according to MAHP, Massachusetts faces significant challenges five years after its passage. Massachusetts employers, particularly small and mid-size companies, will need to confront significant changes to the marketplace, which, MAHP says, will have a substantial impact on health-care costs, including the expansion of the small-group market to include companies with up to 100 employers and the elimination of the state’s rating factors.

Pellegrino and Linzer will discuss the current state of the health-plan market, what the ACA changes mean for employers, how employees can address the impact of the ACA changes, how mandated benefits and other changes at the state level may exacerbate the challenges employers face, and what employers can do to get involved.

Berkshire Hills to Acquire Firestone Financial
PITTSFIELD — Berkshire Hills Bancorp Inc. announced the signing of a definitive agreement for the acquisition of privately held Firestone Financial Corp. as an operating subsidiary of Berkshire Bank. Based in Needham, Firestone is a longstanding commercial specialty finance company providing secured installment loan equipment financing for small and medium-sized businesses. “Firestone is a terrific fit for Berkshire Bank,” stated Berkshire CEO Michael Daly. “The strength of the management team and their conservative approach to credit has made them a solid performing finance company. Our strategic decision to complement our strong asset based lending platform with this commercial lending business enables us to further diversify our assets while expanding our client offerings. Borrowers are widely dispersed with no state comprising more than 11% of the outstanding balance and the largest borrower representing just 1.2% of outstandings.  The weighted average yield on the portfolio at quarter end was 9.8% and its weighted average remaining maturity was 36 months.  The portfolio’s net charge-off rate has not exceeded 0.23% in any of the last three years. Firestone has been in business for 50 years and is led by industry veterans David S. Cohen and Scott A. Cooper, both of whom joined the company in the mid-1980’s. Firestone’s senior management team has extensive experience in the markets they serve and will continue to run the business following the closing.  The acquisition is priced at 130% of Firestone’s adjusted tangible book value. The deal value is estimated to be approximately $53 million, with 75% of the consideration to be paid in BHLB common stock and 25% to be paid in cash.  The acquisition is expected to be accretive to Berkshire’s 2016 earnings per share and to generate a return on equity in excess of 15%. The transaction is expected to be $0.08 dilutive to Berkshire’s tangible book value per share, with a related payback period of approximately 2.5 years. The transaction is subject to the receipt of regulatory approvals and other customary closing conditions and is expected to be completed during the third quarter of 2015. 
 
Log Cabin’s Upper Vista Hosts First Wedding
HOLYOKE — The Log Cabin has long been one of the region’s most popular outdoor wedding venues, due in large part to the panoramic mountain views from its Mt. Tom location. Over the past year, the facility has expanded its outdoor facilities on the uppermost clearing above the outdoor patio to create Upper Vista. — East Longmeadow Skilled Nursing Center passed a recent state Department of Public Health (DPH) survey with no deficiencies, indicating perfect compliance with stringent state standards for skilled nursing care. A deficiency-free result in the state’s rigorous annual examination is one of the top indications of excellence for nursing facilities. Each facility is thoroughly surveyed and rated on core criteria including quality care, safety, administration, food service, nursing care, and patient rights. The unannounced inspections by representatives from the DPH are conducted annually, nine to 15 months following the prior survey. This evaluation, conducted by a team including at least one registered nurse and social worker, includes a review of residents’ and patients’ clinical records, a thorough tour of the facility, and interviews with residents, patients, family members, and staff members. This honor is the most recent in a series of outstanding accomplishments by East Longmeadow Skilled Nursing Center, including a Bronze Commitment to Quality Award presented by the American Health Care Assoc. and National Center for Assisted Living, based on the criteria of the Baldrige Performance Excellence Program. Other recent accolades include East Longmeadow’s scores in the top 5% in the nation for customer and workforce satisfaction, as measured by My InnerView and National Research Corp.

Smith Steps Down as CEO of YMCA of Greater Springfield

SPRINGFIELD — Kirk Smith has resigned from his position as CEO of the YMCA of Greater Springfield, and will continue his 17-year career with the YMCA at the executive level in Florida. Jeffrey Poindexter, the recently appointed board chair of the YMCA of Greater Springfield, announced that the board will establish a search committee to identify a permanent replacement to lead the organization. The search committee will likely consult YMCA of the USA, the national parent organization, to provide any necessary executive resources in the short term. Smith will continue to be available to the board to assist with the transition through July 3. “Kirk Smith brought unique talents in his leadership of the Y, and under his direction, the YMCA launched or expanded programming, including the building of the new Agawam YMCA Wellness and Family Program Center on Springfield Street,” Poindexter said. “He also was instrumental in maintaining the services of Dunbar Community Center, a vital asset to the Mason Square community. He expanded programming at the Scantic Valley YMCA in Wilbraham and represented the YMCA in a number of community organizations and causes.” He added, “Kirk also established the YMCA’s Diversity & Inclusion Committee and helped to secure an additional $4 million from the Department of Education for pre-school expansion and added educational programming sites, one of the YMCA’s key service areas. These initiatives, and Kirk’s leadership, were vital to the YMCA and the varied constituencies we serve. Celebration of Heroes
May 25: Smith & Wesson Corp. announced it will present its second annual Celebration of Heroes. The company invites the community to join it in honoring those who have served their country by attending the event from 11 a.m. until 4 p.m. on the grounds of Smith & Wesson, 2100 Roosevelt Ave., Springfield. At 11:45 a.m., Springfield Mayor Domenic Sarno, along with James Debney, president and CEO of Smith & Wesson, will preside over a program to honor local heroes and our country. Eight-year-old Shea Braceland of Westfield will deliver the national anthem. Following the program, the Celebration of Heroes will commence. There is no admission fee, and proceeds from the sale of food and items at the event will benefit the Friends of Ward 8 and the Friends of the Springfield Vet Center, two local veterans’ organizations supported by Smith & Wesson. Activities will include live stage performances by local bands including Lower Level, Maxxtone, and more. A kids’ tent will feature interactive musical performances by Rachel Hiller of Music Together, a photo booth, activities run by the YMCA of Greater Springfield, and other free activities. Bottled water will be provided free of charge by Big Y. In 2014, Smith & Wesson was honored to restore Springfield’s Veterans War Monument, which had been destroyed by the impact of weather and time. On Memorial Day 2014, a rededication ceremony and the first annual Celebration of Heroes was held to reveal the restored monument and to honor local veterans, active duty members of the U.S. Armed Forces, and military families. Proceeds benefited the Friends of the Springfield Vet Center, which offers social, recreational, and educational programs to combat veterans and their families, as well as the Friends of Ward 8, a nonprofit organization that supports the Veterans of Ward 8 at the VA Medical Center in Leeds. Ward 8 veterans suffer from combat PTSD and benefit from a six week in-treatment program to learn how to better cope with the condition.  During the 2015 Celebration of Heroes, funds will be raised for these two deserving organizations through ticket sales for fare from area food trucks and a beer and sangria tent courtesy of Commercial Distributing and Log Rolling. May 26: Since taking his post last June, Springfield Police Commissioner John Barbieri has focused his efforts on a collaborative, community-oriented approach to public safety through five priority objectives. He will present an update on his first year as commissioner at the Affiliated Chambers of Commerce of Greater Springfield’s Pastries, Politics and Policy event from 8 to 9 a.m. at the TD Bank Conference Center, 1441 Main St., Springfield. When he first was sworn in, Barbieri said he would strive to “re-engineer police services to positively impact crime, quality of life, and fear-of-crime issues, and improve quality of service and stakeholder satisfaction” through becoming more proactive, improving response times, increasing levels of service, building relationships with stakeholders, and developing and measuring feedback processes. He has launched an expanded Counter Criminal Continuum (C-3) policing model to the North End, the Hollywood section of the South End, the area around Mason Square, and the Belmont Avenue/Oakland Street section of Forest Park; introduced an innovative, web-based neighborhood-watch program; and continues to conduct successful law-enforcement sweeps across the city, concentrating on quality-of-life issues. ‘Women Lead Change’
May 28: The Women’s Fund of Western Massachusetts (WFWM) will host “Women Lead Change: A Celebration of the Leadership Institute for Political and Public Impact (LIPPI) Class of 2015” at the Log Cabin in Holyoke from 6 to 8 p.m. More than 200 participants are expected to attend, including local and state elected officials. The keynote speaker is Attorney General Maura Healey, who began her term in January. She has led groundbreaking cases for civil rights, fair lending and housing, and litigation supporting access to reproductive health care for women. The Women’s Fund will honor her achievements with a “She Changes the World” award at the event. Holyoke Mayor Alex Morse will welcome guests, and Emily McLaughlin, deputy director of the Massachusetts Treasury’s department on Economic Empowerment, will also give remarks. The event is open to the public. Two graduates are currently running for mayor in Pittsfield and Greenfield. Together, graduates form a strong cohort of like-minded women who support each other when they run for office, meet with policy makers, form coalitions, and conduct get-out-the-vote efforts. 40 Under Forty

Aug. 29: White Lion Brewing Co. announced that it will host its inaugural beer festival, called Valley Fest, at Court Square in downtown Springfield. MGM Springfield will be the presenting sponsor. This evaluation, conducted by a team including at least one registered nurse and social worker, includes a review of residents’ and patients’ clinical records, a thorough tour of the facility, and interviews with residents, patients, family members, and staff members.

This honor is the most recent in a series of outstanding accomplishments by East Longmeadow Skilled Nursing Center, including a Bronze Commitment to Quality Award presented by the American Health Care Assoc. and National Center for Assisted Living, based on the criteria of the Baldrige Performance Excellence Program. Other recent accolades include East Longmeadow’s scores in the top 5% in the nation for customer and workforce satisfaction, as measured by My InnerView and National Research Corp.

West Springfield Focuses on Memorial Avenue

Standard Plating on Main Street was devastated during the 2011 tornado, and Mayor Ed Sullivan says the city is working to clean up the property and market it.

West Springfield is a city on the move, Mayor Edward Sullivan says, and the Memorial Avenue corridor is exhibit A.

“We’re excited about the work that will be done and think there will be some great multi-purpose opportunities along the corridor,” he told BusinessWest. “It has needed work for years, and the redesign we’re planning will make it a pretty special place to own a business. It’s close to major highways, and the MGM casino in Springfield will increase traffic.”

Indeed, an increase in vehicular traffic is expected when the casino opens in Springfield’s South End, right across the Connecticut River, in 2017. While that’s not why the work is being undertaken, the casino has changed the scope of what will be needed, since pedestrian and bicycle travel are also expected to rise.

And one of the major projects is already underway. The rotary on the West Springfield side of Memorial Bridge, which contains two overpasses of Route 5 to the north and south, is being reconstructed by the state Department of Transportation under its Accelerated Bridge Program.

The rotary bridges were found to be structurally deficient several years ago (but still safe to drive on), and crews have been working since March to relocate major utility lines and perform other preliminary work. Phase 2 of the project will take place from May 29 to June 2, and officials anticipate the third phase will be completed over another long weekend, June 19-23.

“The bridges are being prefabricated offsite and will be handicapped-accessible. It’s important because some [pedestrians] have complained they can get on the bridge in Springfield but can’t get off it in West Springfield,” Sullivan said.

In fact, the project has been designed in accordance with the state’s Complete Streets program, with the goal of expanding mobility for all types of traffic, including pedestrians and bicyclists, while supporting a healthier environment and creating a stronger community.

Department of Public Works Director Robert Colson told BusinessWest that the state staged two public meetings in advance of the work, and its final design reflects concerns expressed by people who attended the sessions.

“MassDOT has taken the existing footprint of the rotary into account, and the new bridges will have protective curbing to delineate motorists from pedestrians and cyclists, very similar to what is on the Memorial Bridge,” said the mayor, adding that the sidewalks curving around the rotary will be eight to nine feet wide. “It’s important, especially during the Big E, because the fair generates a lot of foot traffic.”

The design includes flashing lights that pedestrians will be able to activate with the press of a button to alert motorists they will be crossing one of the junctions in the rotary that lead to Route 5, Memorial Drive, and Riverdale Street.

The rotary marks the gateway to the Memorial Avenue corridor from Springfield, while the gateway from Agawam lies at the other end of the roadway, and the entire 1.7-mile strip will be revamped. To meet that goal, the city signed a contract several weeks ago with Greenman-Pederson Inc. to create a design that will incorporate principles in the Complete Streets program. It will be paid for with $280,000 from the city’s capital-budget funding, which was set aside in previous years for the project, and $665,000 received from MGM as part of a compensation agreement to deal with the expected increase in traffic.

When the design for the corridor is finished, Sullivan said, the city will seek grant money from MassDOT and MassWorks to pay for work that will need to be done, which will include infrastructure improvements, such as new pavement and replacement of underground utility lines.

City officials hope they will be awarded funding for the project, but Sullivan said he met with the director and staff of MassWorks on April 15 and was told the grants are very competitive and they could not guarantee anything. However, Colson is cautiously optimistic that the project will be given a high-priority status.

“Normally, we would wait 10 years for a project of this magnitude to get on the list,” he said. “But we are very hopeful that the design by GPI will become a high priority because of the casino and the increase it will bring in traffic. We can’t just fix the pipes and pavement. We have to turn Memorial Avenue into a Complete Streets corridor; otherwise it could present a significant safety hazard.”

Sullivan explained that residents in the Merrick and Memorial neighborhoods in West Springfield will be closer to MGM than people in neighborhoods in Springfield, and those who get jobs at the gaming establishment may choose to walk to work, which would be an easy commute over the Memorial Bridge.

“Plus, the Big E is the number-one tourist attraction in New England, and the casino will be at the other end of the bridge,” he added. “There will be two main attractions at either end of Memorial Avenue, so we expect a real increase in pedestrian, bicycle, and vehicular traffic.”

Continued Progress

Although Memorial Avenue is built out, Sullivan said it’s possible to “take old space, rehab it, and make it new, and West Springfield will serve as an example of how it can be done.”

To that end, the city is working with the owner of Standard Plating to clean up the property that was demolished by the 2011 tornado, take ownership of it, then market and sell the site.

The city received $750,000 from the Community Development Block Grant – Disaster Recovery program to remove contamination at the brownfields site and raze the building, which sits on 964 Main St., within walking distance of the Memorial Avenue rotary.

“We’re in the process of studying the environmental hazards and coordinating efforts with the Department of Environmental Protection,” said Joe Laplante, director of Community Development. “We hope to have all of the work done by the end of the year and have a vacant lot available for development. It’s not only a good spot for a business, it’s an important part of the [Memorial Avenue] strip aesthetically as visitors come into West Springfield.”

Although the Memorial redesign has not begun, change is already occurring, and Sullivan believes infrastructure and aesthetic improvements will spur growth in the future. Footit Health Care Store is getting a facelift, and Fathers and Sons plans to demolish a number of its buildings and construct a new $3 million Audi showroom and service center along the thoroughfare.

Plans are also in place for the former St. Ann’s Church site that Colvest-West Springfield LLC purchased from the Diocese of Springfield. Sullivan said the developer hopes to build two retail storefronts and a bank with an ATM on the property, and its proposal has advanced through the site-planning review process and will be voted on during the second City Council meeting in May.

Special efforts are also being made to help new Americans in the Memorial-Merrick neighborhoods who want to start businesses, and SCORE of Western Massachusetts, which provides free services to entrepreneurs, has been working in conjunction with Tara Gehring, the city’s economic development coordinator and assistant planner, to facilitate their needs.

In addition, a collaborative effort is taking place between SCORE, the city, and Ascentria Care Alliance, which also provides services to help people who own or want to start small businesses. “We are working together to host a seminar on what it takes to open a business in West Springfield,” Sullivan explained. “We will guide participants through the permitting process required by the Health Department, Building Department, Planning Department, and License Commission so they know the steps they will need to take to obtain a certificate of occupancy and open the doors to a business. It will be an amazing event, and we will have interpreters to bridge language barriers.”

Meanwhile, the Community Development office and police substation recently moved into a 3,000-square-foot building at 389 Front St. that was purchased last year with $775,000 in Community Block Grant funds. The offices had been housed in rented space on Front Street, and the new location will double their space. “We are thrilled about our new home. It’s right next door to Alice Corson Playground, which is the only full-fledged playground in the neighborhood, and since it’s twice the size of our old facility, it’s a perfect place to share with the community,” Laplante said.

The building, which most recently served as a daycare facility for Sunshine Village, had been vacant for several years, and the owner approached the city when he was ready to sell it. “We thought it was a really good match for what we needed,” Laplante added.

The Parks and Recreation Department will have a satellite office and community room in the back of the building, and the community policing station will face the playground. The mayor said the interior has been completely renovated, thanks in part to in-kind donations from Home Depot. The city also plans to install new sidewalks and conduct targeted rehabilitation work on lower-income housing in the neighborhood.

Other renewal ideas will come to fruition in the second phase of the Merrick-Memorial Avenue Study, completed last year by the Pioneer Valley Planning Commission and reviewed by the Redevelopment Authority. It will serve as the master plan for Memorial Avenue, with suggestions including the enhancement of the River Street area by redeveloping the empty lot that formerly housed the Medallion Motel.

“The idea is to build a professional building there,” the mayor said, noting that the study proposes construction of a mixed-used structure with retail shops on the first floor and office space or apartments on the second floor that could help fill the need for multi-family housing in the city.

Bright Outlook

The MGM casino will not be completed for several years, but officials believe it will benefit businesses on Memorial Avenue. However, the city is determined to maintain the quality of life in neighborhoods that will be in close proximity to the gaming establishment. To that end, an overlay district was approved last July that prohibits the establishment of a wide range of businesses, including adult book stores, adult clubs that display live nudity, adult motion-picture theaters, check-cashing and pawn shops, hourly-rental hotels, and similar operations.

“It’s important to maintain and improve the quality of life for our residents and keep unwanted businesses out,” Sullivan said, noting that the district is bordered by the Westfield River to the west and south, the Agawam town line to the southeast, the Connecticut River to the east, and Park Street and Park Avenue to the north.

Plans are also being made to improve other areas of the city, and the state Interagency Permitting Board recently voted to accept portions of Front Street as a “priority development site,” including the former Southworth Paper Co. mill. Consultants have suggested using the main building, which contains most of the available space, for mixed-use development, and officials say having that area of Front Street designated as a priority development site will increase the likelihood of obtaining grant money and guarantee local permitting within 180 days, along with help from the state in marketing the site.

Sullivan said efforts are also being made to streamline the city’s permitting process via software that will allow people to do business online. “It will be in place by the end of the year, and we plan to open a kiosk in Town Hall where people can fill out applications for large projects and pay with a credit card.”

In addition, the Morgan Sullivan Bridge, which spans the Westfield River and leads from West Springfield into Agawam, is slated for reconstruction in 2017 and will also be redesigned according to the Complete Streets program.

“The projects we have planned are big and will take a few years to finish, but we are anticipating change,” the mayor said. “The potential is unlimited, and as we move forward into the 21st century, we believe Memorial Avenue will become even more vibrant than it is today.”

EASTHAMPTON — The Women’s Fund of Western Massachusetts (WFWM) will host “Women Lead Change: A Celebration of the Leadership Institute for Political and Public Impact (LIPPI) Class of 2015” at the Log Cabin in Holyoke on Thursday, May 28 from 6 to 8 p.m.

More than 200 participants are expected to attend, including local and state elected officials. The keynote speaker is Attorney General Maura Healey, who began her term in January. She has led groundbreaking cases for civil rights, fair lending and housing, and litigation supporting access to reproductive health care for women. The Women’s Fund will honor her achievements with a “She Changes the World” award at the event.

Holyoke Mayor Alex Morse will welcome guests, and Emily McLaughlin, deputy director of the Massachusetts Treasury’s department on Economic Empowerment, will also give remarks. The event is open to the public. Tickets are $50 and can be purchased online until Sunday, May 24 at www.womensfund.net.

“We are thrilled to host our distinguished speakers as we welcome 38 highly qualified women into our LIPPI ranks,” said WFWM CEO Elizabeth Barajas-Román. “Our LIPPI program has trained more than 200 women in Western Massachusetts to run for elected office, 20% of whom have run their first race, with a 60% success rate. We know LIPPI women run, and LIPPI women win.”

LIPPI is a 10-month program, the only one of its kind in Massachusetts, designed to respond to the shortage of women stepping into leadership at all levels. Focusing on areas such as public speaking, community organizing, the legislative process and policy making, fund-raising and campaigning, collaborative and cooperative working models, and board service, LIPPI gives women the tools and confidence they need to become more involved as civic leaders in their communities and to impact policy on the local, state, and national levels.

Representing 40% women of color, LIPPI graduates comprise a wide spectrum of backgrounds, ethnic groups, and ages. They also represent all four Western Mass. counties, and their achievements range from running for office to managing campaigns; from fund-raising for female candidates to entering the Yale Women’s Campaign School. Two graduates are currently running for mayor in Pittsfield and Greenfield. Together, graduates form a strong cohort of like-minded women who support each other when they run for office, meet with policy makers, form coalitions, and conduct get-out-the-vote efforts.

The Women’s Fund of Western Massachusetts is a public foundation that invests in local women and girls through strategic grant making and leadership development. Since 1997, the Women’s Fund has awarded more than $2 million in grants to nearly 100 organizations in Western Mass.

SPRINGFIELD — National transportation leader Beverly Scott will visit Springfield to help launch a local effort to achieve greater equity in federal transportation policy. Scott will speak on May 12 at 5 p.m. at the UMass Center at Springfield, 1500 Main St. in Tower Square. In 2012, President Barack Obama named Dr. Scott a “transportation innovator of change” for her record of leadership and service in public transportation. Scott has long advocated for better access to jobs, health care, education, and other opportunities, especially for people who depend on public transportation. From 2012 to 2015, she was the general manager of the Massachusetts Bay Transit Authority (MBTA), leading it through the snowiest winter in recorded history. From 2007 to 2011, she was the chief executive officer of Atlanta’s Metropolitan Atlanta Rapid Transit Authority (MARTA) system, where she notably focused public attention on transportation funding by painting a large red “X” on buses that would be eliminated by proposed budget cuts. Scott’s visit will lead off a local effort to better incorporate principles of transportation equity into the work of LiveWell Springfield, a coalition of community-based organizations that promote public health and related activities citywide. The project includes three workshops in June designed to engage, educate, and empower emerging leaders within communities of color in Springfield. Scott’s appearance is sponsored by the Pioneer Valley Planning Commission, which was one of six organizations nationwide to receive funds to help recruit and engage emerging local leaders as part of a program by the Leadership Conference Education Fund and PolicyLink, a national research and action organization working to improve social and economic equity.

At a time when the population is getting older and tens of millions of Baby Boomers head into their retirement years, the work Lindsay Doak is doing is more critical than ever.

Specifically, Doak — director of education and marketing at Fazzi Associates, a home-health and hospice consulting and research firm — designed the National Healthcare Learning Center, an online education delivery system utilized by healthcare organizations throughout the world. “It has really taken off,” she said. “We have more than 50,000 logins to the center every month, everyone from IT coding to management.”

Her latest initiative is work with community colleges and other institutions to deliver training that will fully certify home-health coders — an important project because of a national shortage of medical coders. The targeted program allows low-income workers the opportunity to move beyond minimum-wage jobs.

“There’s a huge need for coders because the code set is changing so much,” she said of the healthcare industry’s move from the ICD-9 standard to ICD-10, set to launch this fall.

In addition, the educational alliances Doak has built at Fazzi with state and national organizations like the National Assoc. for Home Care, the National Physical Therapy Assoc., and the National Hospice and Palliative Care Organization are helping improve care and reduce rehospitalization for the growing population of American seniors.

“The Baby Boomers are now entering home health care, and with healthcare reform, home health has become a big player to reduce costs and keep people out of hospitals,” she said. “When we can take care of patients at home, we really reduce those costs. And the need for these services is going to expand exponentially.”

Meanwhile, Doak makes time to volunteer in the community, including work with the Women’s Fund of Western Massachusetts and a former spot on the board of the Hampshire Regional YMCA. She’s also a board member at Whole Children, an organization that offers a wide range of after-school, weekend, and vacation enrichment programs for children, teens, and adults, especially those with special needs.

“That gives me great satisfaction,” said Doak, who chairs the group’s marketing and fund-raising committee, and is currently promoting next month’s Wild Goose Chase fund-raiser at Look Park. “I have a child myself, and my child isn’t perfect; I see the struggles, what it’s like to have a kid dance to his own beat. A lot of schools don’t accept that, so an organization that accepts anyone, that’s all-inclusive, there’s such a need for that. It’s so fulfilling to be a part of it, and make sure these kids are successful.”

Elms College has appointed Elizabeth Hukowicz dean of the newly established School of Graduate and Professional Studies. Hukowicz has been the associate academic dean of the Division of Graduate Studies and Continuing Education since 2005. In recognition of this growth, the division has been restructured into a school, with Hukowicz appointed as the first dean. “The new school will serve our non-traditional and adult learners, and also highlight the importance of these programs to the strength and vitality of the institution,” said Walter Breau, vice president of academic affairs. ‘Acting Skills for Real Life’
March 19 to April 16: The Division of Graduate and Continuing Education at Westfield State University will offer a class called “Acting Skills for Real Life: How to Connect and Communicate” on Thursday nights, March 19 through April 16, from 6 to 8 p.m. Students will learn about basic acting skills and theories, and how they can be applied to everyday situations such as job interviews and social settings, in addition to performances and public speaking. Course content includes vocal, movement, and imagination warmups and theatre games; improvisations around a specific set of circumstances, including real-life situations and role reversal; developing stage presence; and, if the class chooses, rehearsal and class performance of a brief scene or monologue as a rehearsed reading or ‘off book.’ The course will be taught by Nadia Creamer, who has a long career as a performer and a teacher of performing arts. Creamer was co-artistic director of Impulse Theatre and Dance for 28 years in New York, where she received more than 60 grants for her work. She was also a faculty member at New York University, Russell Sage, College of St. Rose, and Columbia-Greene Community College. The cost of this course is $80. March 19 to May 7: Baystate Medical Center’s Mini-Medical School, which begins its spring session on March 19, will give area residents a reason to come out of hibernation from the long, cold, snowy winter and join others interested in the expanding field of medicine. Mini-Medical School program is an eight-week health education series featuring a different aspect of medicine each week. Classes this spring will include sessions on various medical topics, such as surgery, emergency medicine, anesthesiology, pathology, and several others. Many of the ‘students,’ who often range in age from 20 to 70, participate due to a general interest in medicine and later find that many of the things they learned over the semester are relevant to their own lives. The goal of the program, offered in the hospital’s Chestnut Conference Center, is to help members of the public make more informed decisions about their healthcare while receiving insight on what it is like to be a medical student — minus the tests, interviews, and admission formalities. Each course is taught by medical-center faculty who explain the science of medicine without resorting to complex terms. Baystate Medical Center is the Western Campus of Tufts University School of Medicine and is the region’s only teaching hospital. All classes are held Thursday nights starting at 6 p.m. and run until 8 or 9 p.m., depending on the night’s topic. No basic science knowledge is needed to participate. Each participant is required to attend a minimum of six out of eight classes in order to receive a certificate of completion. Among the topics and speakers slated for the spring semester are:

Federal $10M Grant Will Help Improve Long Island Sound
GREENFIELD — The Connecticut River Watershed Council (CRWC) is one of seven partners receiving a $10 million federal grant funded through USDA’s Regional Conservation Partnership Program. This new project brings together seven partners to improve the health of Long Island Sound. The funding will be matched dollar for dollar by other local, state, and private funding sources. Excess nutrients have been identified as the primary driver of hypoxic conditions (lack of oxygen) in Long Island Sound and are also impacting upland water resources within the watershed, which encompasses areas of Connecticut, Massachusetts, New Hampshire, New York, Rhode Island, and Vermont. This project will develop a comprehensive, whole-farm, management-certainty program for farmers in the area and use both working lands and easement programs to improve soil health and nutrient management, establish community resiliency areas with a focus on enhancing riparian areas, and institute a land-protection program to protect agricultural and forestry areas. “The council is very pleased to be one of the many partners on this important project to improve the health of both the Connecticut River basin and Long Island Sound,” said CRWC Executive Director Andrew Fisk. “Funding will allow CRWC to continue working with landowners on restoration projects on their land that will improve our rivers and protect their investment in productive farm and forest land.” The Connecticut River contributes more than 70% of the freshwater to Long Island Sound and plays an important role in the health of the sound. “We are proud to be working with landowners to help them do their part to restore and protect the public’s water,” noted Fisk. “Many individuals working together across the entire watershed will have a great impact to improve the health of our rivers and Long Island Sound.” The Connecticut River Watershed Council works to protect the watershed from source to sea. Construction Employment Increases in 40 States
WASHINGTON, D.C. — Construction firms added jobs in 40 states and the District of Columbia between December 2013 and December 2014, while construction employment increased in 38 states and D.C. between November and December, according to an analysis of Labor Department data by Associated General Contractors of America. “Part of the reason for the positive December construction employment figures was the exceptionally harsh weather in much of December 2013 and November 2014 and milder-than-normal weather in December 2014,” said Ken Simonson, the association’s chief economist. “Nevertheless, the underlying trend is very positive, with construction employment expanding at more than double the rate for total non-farm payroll jobs.” Texas added more new construction jobs (47,500 jobs, 7.7%) between December 2013 and December 2014 than any other state. Other states adding a high number of new construction jobs for the past 12 months included Florida (34,300 jobs, 8.9%), California (26,000 jobs, 4.0%), Illinois (20,200 jobs, 10.6%) and Washington (14,100 jobs, 9.5%). North Dakota (25.7%, 8,300 jobs) added the highest percentage of new construction jobs during the past year, followed by Utah (13.4%, 10,100 jobs), Wisconsin (12.7%, 12,400 jobs), and Arkansas (12.6%, 5,800 jobs). Ten states shed construction jobs during the past 12 months. West Virginia lost the highest percentage (-9.1%, -3,000 jobs). Other states that lost a high percentage of jobs include Mississippi (-7.5%, -4,000 jobs), Hawaii (-4.5%, -1,400 jobs), and Arizona (-3.4%, -4,300 jobs). Arizona lost the most construction jobs between December 2013 and December 2014, followed by Mississippi, West Virginia, and Ohio (-2,500 jobs, -1.3%). Thirty-eight states and the District of Columbia added construction jobs between November and December. New York (6,400 jobs, 2.0%) added the most jobs, followed by Illinois (6,000 jobs, 2.9%), Texas (5,100 jobs, 0.8%), and North Carolina (4,100 jobs, 2.3%). Association officials said the latest construction employment figures are consistent with the optimism many contractors expressed in the association’s recently released annual “Construction Hiring and Business Outlook.” According to the outlook, 80% of contractors report plans to add new construction jobs in 2015. In addition, a majority of contractors expect demand for most construction-market segments this year to grow. “The construction industry appears on track to add many new construction jobs in 2015,” said Stephen Sandherr, the association’s CEO.

BCBS Grants to Support Care for Vulnerable Populations
BOSTON — Individuals with behavioral health and other medical issues are among the highest-need, most complex patients in the healthcare system but rarely receive care that integrates both aspects of treatment. The Blue Cross Blue Shield of Massachusetts Foundation’s new, $1.3 million grant program, called Fostering Effective Integration of Behavioral Health and Primary Care, will support 10 organizations — including one in Western Mass., the Center for Human Development — that are currently implementing collaborative, co-located, and integrated service models for patients with a range of medical and behavioral-health needs, including support for their families. The National Co-morbidity Survey Replication shows that 68% of adults with a severe behavioral-health disorder have at least one chronic medical condition, and 29% of adults with a chronic medical condition have serious mental illness. Moreover, those with a mental illness live far shorter lives than those without, partly due to treatable medical conditions and inadequate access to medical care. Better coordination of primary care and behavioral health — including early identification, timely and regular treatment, and rehabilitation and recovery supports — is important to improving health care outcomes and potentially controlling costs for people with behavioral-health needs, said Audrey Shelto, president of the BCBS of Massachusetts Foundation. “We believe the time is now to invest in and evaluate programs that have experience providing primary care and also treating mental-health and substance-use disorders to help define what truly constitutes an effective integrated model of care.” The grantee organizations represent a variety of provider types — community health centers, community-based behavioral-health centers, and hospital-based programs — located throughout the entire state. “We are thrilled to be working with some of the most experienced healthcare providers in the Commonwealth and look forward to sharing information and collaborating on this critical issue,” said Shelto. The local grantee, the Center for Human Development (CHD), has created a project in partnership with two health centers to provide integrated care to seriously mentally ill adults and individuals with substance-use disorders. The health centers — Caring Health Center of Springfield and Holyoke Health Center — provide integrated primary care, care management and wellness services, while the Western MA Recovery Learning Community provides peer-guided wellness groups and peer specialists. The largest cluster of patients is within the Department of Mental Health-funded Community-Based Flexible Supports program, identified as ‘super-utilizers’ with high rates of avoidable ED visits. The program provides primary-care services to people with serious mental illness on site at a CHD community mental-health center, with a focus on patients with diabetes, pre-metabolic syndrome, and high risk for cardiovascular disease. Chronic-disease management and wellness programs are provided by primary-care nurses and peer specialists, and patients involved with the integrated care program experience reduced wait times when seeking medical care at the respective health centers. The focus of the foundation’s one-year grants is the evaluation and assessment of integrated-care programs that demonstrate the greatest likelihood of effectiveness across a range of domains such as increased access, improved outcomes, greater patient engagement, and reduced costs. The foundation will document the success factors, barriers, and challenges faced by grantees with the intent of making a longer-term investment in promising, replicable models in the future. Business Confidence Index Soars in 2014
BOSTON — The Associated Industries of Massachusetts Business Confidence Index ended 2014 at 57.3, 7.1 points above last December’s level. “This is the index’s highest reading since July 2007, before the Great Recession, and it concludes the best quarter since that period,” said Raymond Torto, chair of AIM’s Board of Economic Advisors (BEA) and lecturer at Harvard Graduate School of Design. “There is reason to believe, moreover, that this upwelling in confidence will prove more lasting than the increase of early 2012, which was undone by fiscal conflict in Washington.” In 2014, Torto noted, “business confidence survived a stress test of economic contraction in the first quarter, then gained in eight of the last 10 months of the year. Fundamentals are looking much better — unemployment is down and job creation is running strong nationally and in Massachusetts, which shows up in rising consumer confidence; the federal deficit and the trade deficit are shrinking; and, of course, the stock market has done well. Despite significant areas of weakness in the global economy, Massachusetts employers have ample cause to be optimistic.” The AIM Index, based on a survey of Massachusetts employers, has appeared monthly since July 1991. It is calculated on a 100-point scale, with 50 as neutral; a reading above 50 is positive, while below 50 is negative. The index reached its historic high of 68.5 on two occasions in 1997-98, and its all-time low of 33.3 in February 2009. The sub-indices based on selected questions or categories of respondent experienced a mix of gains and losses from November to December, but all were up from a year before. The Massachusetts Index, assessing business conditions within the Commonwealth, added one point on the month to 56.1, and the U.S. Index of national business conditions was up four-tenths to 50.1. “This is the third time since the recession that U.S. Index reached 50, but so far it has not held that level,” said BEA member Paul Bolger, president of Massachusetts Capital Resource Co. “Respondents with 100 or fewer employees still tend to rate national conditions negatively, while larger firms are on the positive side. Compared to last December, the state indicator was up 9.1 points, while its national counterpart gained 5.3 points.” The Current Index, which assesses overall business conditions at the time of the survey, was up 1.2 points to 56.2, while the Future Index, measuring expectations for six months out, shed one-tenth to 58.4. The annual gains were 7.6 and 6.8, respectively.

Thomas brings more than 25 years of diverse experience in elder healthcare to this position. She will be responsible for the day-to-day management of the Joint Commission-accredited, 200-bed, long-term-care and short-term-rehabilitation facility located in Longmeadow, and will also oversee management at Ruth’s House Assisted Living and Genesis House. Before joining the nursing home, Thomas served as the executive director and administrator of Hebrew Senior Life in Dedham, the largest provider of elder care in the Boston metropolitan area. In this role, she oversaw the day-to-day operations of more than 500 employees and 268 residents and their families, and was responsible for all aspects of financial and clinical outcomes. She also spearheaded the opening of a state-of-the-art healthcare center in the small-house model of care, which honors resident choice and quality of life. Prior to this, Thomas served as vice president/assistant administrator of Schervier Nursing Care Center, a member of the Bon Secours Health Care system, in Riverdale, N.Y.; and director of Chelsea Adult Day Health Care Center in New York City. Michaelson received a medical doctorate from Temple University Medical School and completed a general surgical residency at Drexel University College of Medicine. She earned board certification from the American Board of Surgery in 2005, and is the director of minimally invasive and robotic surgery at Cooley Dickinson Hospital. Michaelson has a strong professional interest in advanced minimally invasive procedures, particularly surgeries of the colon and gastrointestinal tract as well as breast surgery. She holds membership in the Alpha Omega Alpha Honor Medical Society. The American College of Surgeons honored new initiates during its convocation ceremony at the college’s 2014 annual Clinical Congress in San Francisco. By meeting the college’s stringent membership requirements, fellows of the college earn the right to use the designation FACS (Fellow, American College of Surgeons) after their names. An applicant for fellowship must be a graduate of an approved medical school; must have completed advanced training in one of the 14 surgical specialties recognized by the college; must possess certification by an American surgical specialty board or its Canadian equivalent; and must have been in practice for at least one year at the time of his or her application. Before admission into fellowship, the surgeon must further demonstrate ethical fitness and professional proficiency, and his or her acceptance as a fellow of the college must be approved by three-fourths of its board of regents. The American Assoc. of Community Colleges has selected HCC professor emerita, alumna, and major donor Elaine Marieb for its 2015 Outstanding Alumni awards. Marieb taught anatomy and physiology at Holyoke Community College for 25 years after receiving her Ph.D. in zoology from UMass. While teaching, she enrolled in HCC’s Registered Nursing program, earning her associate degree. Her teaching and education led her to write a series of anatomy and physiology textbooks that have gone on to become international bestsellers. Last year, Marieb donated $1 million toward HCC’s Building Healthy Communities fund-raising campaign, which is supporting two building projects at the college, a new Center for Health Education on Jarvis Avenue, and the Center for Life Sciences on campus. The AACC award recognizes community-college alumni for their career achievements, philanthropic contributions, and inspirational impact.

AMHERST — The Amherst Area Chamber of Commerce announced a donation of $3,517 to Amherst Regional High School’s Business Education Program. This money was raised at the annual Chamber Golf Tournament held in July 2014 through donations from local businesses.

The chamber also announced the expansion of its successful ARHS scholarship program in collaboration with Cooley Dickinson Health Care. For the past 11 years, Cooley Dickinson and the chamber have funded two $1,000 scholarships to deserving ARHS seniors who plan to study business at UMass Amherst. This year, the scholarship program will be expanded to include ARHS seniors who will pursue a healthcare-related degree at UMass.

“We are thrilled to receive this significant donation from the chamber, which directly supports and positively impacts many ARHS students who are interested in business and entrepreneurship,” said Kimberly Stender, director of Community Partnerships and Volunteers for Amherst-Pelham Regional Public Schools.

Charlie Baker will give his first major address to the Greater Springfield business community at the Affiliated Chambers of Commerce of Greater Springfield’s (ACCGS) Outlook 2015 on Friday, Feb. 27, from 11:30 a.m. to 1:30 p.m. at the MassMutual Center, 1277 Main St., Springfield.

Outlook is the area’s largest legislative event, attracting more than 700 guests and presenting expert speakers on local, state, and federal issues. Area elected officials will also be in attendance to participate in this discussion of front-burner issues. The event is presented by Health New England and sponsored by the Eastern States Exposition, MassMutual Financial Group, and United Personnel. Baker was inaugurated on Jan. 8 as the 72nd governor of the state. Over the course of his career, he has been a highly successful leader of complex organizations in business and in government. As a cabinet secretary under Gov. William Weld and Gov. Paul Cellucci, Baker helped lead efforts to reform and modernize state government.

During his time as CEO of Harvard Pilgrim Health Care, Baker turned a company on the brink of bankruptcy into the nation’s highest-ranked healthcare provider for six straight years. As a member of the Weld and Cellucci administrations in the 1990s, Baker helped turn a billion-dollar deficit into a surplus, create a half-million jobs, and enact an ambitious education-reform agenda.

First asked to serve as Secretary of Health and Human Services in 1992, Baker led efforts to make Massachusetts’ social-service system more humane, cost-effective, and responsive to the needs of the Commonwealth’s residents. In 1994, Baker was appointed Secretary of Administration and Finance, overseeing a number of cost-saving reforms, modernizing state government, and making it more efficient.

Baker will be joined at the Outlook program by U.S. Rep. Richard Neal, who will remark on events at the federal level, including his thoughts on the 114th Congress and the topics that the new Congress may review.

Doctors Express Forges Partnership with Large Practice Group
WORCESTER — Doctors Express, the largest independent urgent-care provider in the Commonwealth, announced a partnership with one of the largest independent cooperative physician groups, the Central Massachusetts Independent Physicians Assoc. (CMIPA). This first-of-its-kind partnership will offer more resources for patients, better communication between providers and patients, as well as continuity of care. Doctors Express operates under parent company Medvest, LLC, which serves as the master developer of the urgent-care franchise throughout Massachusetts, Maine, New Hampshire, and Vermont. In particular, this will be an opportunity for patients in Worcester to find accessible and affordable care. Doctors Express and CMIPA plan to launch their first site in Worcester (115 Stafford St., late spring) and another Worcester location (address and date to be announced shortly). This announcement comes on the heels of a successful partnership between Doctors Express and the Steward Health Care System, based in the Greater Boston area. Through the partnership, urgent care provided by Doctors Express is now available to all Steward patients. As Doctors Express continues to grow with more locations, affiliations between urgent-care providers and major medical systems is the way of the future, said Jim Brennan and Rick Crews, CEO and president, respectively, of Medvest, LLC. “Our partnership with CMIPA continues the objective at Medvest to redefine how patient care is delivered,” said Brennan. “We are partnered with Steward Health Care System, the largest fully integrated community care organization and community hospital network in Eastern Massachusetts, and now CMIPA, one of the largest physician cooperative groups in the Commonwealth of Massachusetts.” Existing urgent-care locations have not completely satisfied the need for affordable and accessible care, said Gail Sillman, CEO of CMIPA. “We thought about setting up our own urgent-care center while evaluating our options. UMass Amherst, Amazon.com Create Virtual Bookstore
AMHERST — UMass Amherst has contracted with Amazon.com to replace its traditional on-campus textbook store with a virtual bookstore expected to save students about 30% compared with current prices on course materials and provide free, one-day shipping to the campus and nearby communities. This will be Amazon’s first online university store in the Northeast and its third nationwide, with potential annual savings of $380 per student. “We know students struggle with the high cost of textbooks and other course materials, and they have been moving to online purchasing. We are delighted to help them get the most competitive prices and first-rate service,” said James Sheehan, UMass Amherst’s vice chancellor of administration and finance. “By seamlessly linking our online campus information system to Amazon, we will make it convenient as well as economical for students to get the items they need for their classes, delivered in one day with no shipping charge to campus and nearby addresses.” Beginning in May, students will be able to order new, used, rental, and digital textbooks and other course materials through Amazon or through personalized links in SPIRE, the university’s online student-information system. To make finding UMass textbooks easier for students, Amazon will integrate relevant course and section information on customized Amazon product pages. In June, Amazon will also open a staffed customer pick-up and drop-off location in the Lincoln Campus Center. For several years, students have been turning from traditional textbook stores to online sources to save money. The university’s five-year contract with Amazon will accelerate the online-purchasing trend and save UMass Amherst students money, particularly through free shipping either to campus or to addresses in Amherst, Hadley, Northampton, Pelham, South Deerfield, and Sunderland. UMass Amherst officials said Amazon was chosen from six companies that submitted proposals because of its low prices and its ability to deliver superior customer service. Based on a sample of more than 1,500 course materials used in UMass Amherst classes during the 2014 spring semester, Amazon estimates it can offer UMass students a savings of 31% versus current bookstore prices, or around $1.4 million based on sales of textbooks at the existing UMass Bookstore. The College Board estimates that a student at a four-year state university spends $1,225 per year on textbooks and supplies, but that number varies across courses of study. Based on this rough estimate, UMass Amherst students could save about $380 annually.

Atlantic Fasteners Moves to Larger Facility
AGAWAM — Atlantic Fasteners has moved to a 44,500-square-foot facility in Agawam, bringing all employees under one roof. The 100%-employee-owned company, which sells industrial and aerospace fasteners and supplies nationwide, previously operated out of three locations in neighboring West Springfield. The new facility has the capacity to hold four times the company’s current inventory and accommodate 25% more office employees. It includes a 22-foot pickup counter, complete with 17 technical fastener wall charts to help customers with measuring fasteners, identifying head styles, and other important information. The ISO 9001:2008 and AS9120-certified firm was founded by Western Mass. businessman Patrick O’Toole in 1981. He sold the company to his employees in 2005.

WESTFIELD — Westfield State University led Massachusetts’ state universities and placed in the top 30% out of 214 schools in U.S. News & World Report’s 2015 “Best Online Education Programs” rankings. Westfield State’s official ranking was 58 out of 214 in the category of online-education bachelor’s programs. “We are committed to finding new ways to expand access to a high-quality college education,” said Elizabeth Preston, president of Westfield State University. “Offering online access to our academic programming allows us to support the needs of students who might not otherwise be able to take advantage of the educational opportunities we offer.” Westfield State has offered online classes since 2002 and currently offers six online bachelor’s-degree-completion programs, in business management, criminal justice, liberal studies, history, sociology, and psychology. Evolving the program has been key to its success and expansion. Last year, Westfield State signed the MassTransfer Plus agreement that allows students who have completed an online associate’s degree at Holyoke Community College (HCC) to transfer to the university’s online bachelor’s-degree program, making it possible for them to complete a four-year degree fully online. The MassTransfer Plus agreement builds on the growing number of fully online degree programs available at HCC and Westfield State, as well as the institutions’ determination to make it easier for Massachusetts residents to obtain an education and move into higher-paying, in-demand career fields.

Springfield JCC Receives Grant for Wellness Project
SPRINGFIELD — The Springfield JCC Kehillah Special Needs Department’s Fitness Buddies Program is the recipient of a $10,000 grant from Ronald McDonald House Charities of Connecticut & Western Mass. for a wellness project that will significantly improve quality of life for young people with special needs. Recognizing the need in the Greater Springfield area for a fitness center with adapted equipment for teens with special needs, the JCC established a Fitness Buddies program with seed money from the Doug Flutie Foundation in 2013. As the popularity of the program increased, additional specialized equipment was needed to accommodate individuals with Down syndrome, Williams syndrome, and autism-spectrum disorders. Ronald McDonald House Charities stepped in to underwrite the cost of two Expresso S3Y youth bikes, which are safer than a conventional treadmill or elliptical machine. This type of bike is also being used in a pilot program with Harvard School of Public Health. WMECo to Rebrand as Eversource Energy
SPRINGFIELD — Western Massachusetts Electric Co. (WMECo) announced it will undergo a corporate rebranding, complete with a new name, Eversource Energy. The change will become official on Feb. 2. All subsidiaries of Hartford-based Northeast Utilities will take the new name, including WMECo, NSTAR, Connecticut Light and Power Co., Public Service Co. of New Hampshire, and Yankee Gas Services Co. Tom May, chairman, president, and CEO of Northeast Utilities, stated in a press release that “consolidating our brand was the obvious next step for us as we continually strive to improve energy delivery and customer service to our 3.6 million electricity and natural-gas customers across the region.”

GREENFIELD — Dan Rosenberg and Addie Rose Holland of Greenfield-based Real Pickles joined top artisan food producers from around the country on Thursday for the Good Food Awards ceremony at the Palace of Fine Arts in San Francisco. LONGMEADOW — Jewish Geriatric Services has named Anne Thomas vice president of Residential Services and Administrator of the Leavitt Family Jewish Home.

Thomas brings more than 25 years of diverse experience in elder healthcare to this position. She will be responsible for the day-to-day management of the Joint Commission-accredited, 200-bed, long-term-care and short-term-rehabilitation facility located in Longmeadow, and will also oversee management at Ruth’s House Assisted Living and Genesis House.

Before joining the nursing home, Thomas served as the executive director and administrator of Hebrew Senior Life in Dedham, the largest provider of elder care in the Boston metropolitan area. In this role, she oversaw the day-to-day operations of more than 500 employees and 268 residents and their families, and was responsible for all aspects of financial and clinical outcomes. She also spearheaded the opening of a state-of-the-art healthcare center in the small-house model of care, which honors resident choice and quality of life.

Prior to this, Thomas served as vice president/assistant administrator of Schervier Nursing Care Center, a member of the Bon Secours Health Care system, in Riverdale, N.Y.; and director of Chelsea Adult Day Health Care Center in New York City.

WORCESTER — Doctors Express, the largest independent urgent-care provider in the Commonwealth, announced a partnership with one of the largest independent cooperative physician groups, the Central Massachusetts Independent Physicians Assoc. (CMIPA). This first-of-its-kind partnership will offer more resources for patients, better communication between providers and patients, as well as continuity of care.

Doctors Express operates under parent company Medvest, LLC, which serves as the master developer of the urgent-care franchise throughout Massachusetts, Maine, New Hampshire, and Vermont. In particular, this will be an opportunity for patients in Worcester to find accessible and affordable care. Doctors Express and CMIPA plan to launch their first site in Worcester (115 Stafford St., late spring) and another Worcester location (address and date to be announced shortly).

This announcement comes on the heels of a successful partnership between Doctors Express and the Steward Health Care System, based in the Greater Boston area. Through the partnership, urgent care provided by Doctors Express is now available to all Steward patients. As Doctors Express continues to grow with more locations, affiliations between urgent-care providers and major medical systems is the way of the future, said Jim Brennan and Rick Crews, CEO and president, respectively, of Medvest, LLC.

“Our partnership with CMIPA continues the objective at Medvest to redefine how patient care is delivered,” said Brennan. “We are partnered with Steward Health Care System, the largest fully integrated community care organization and community hospital network in Eastern Massachusetts, and now CMIPA, one of the largest physician cooperative groups in the Commonwealth of Massachusetts.”

Existing urgent-care locations have not completely satisfied the need for affordable and accessible care, said Gail Sillman, CEO of CMIPA. “We thought about setting up our own urgent-care center while evaluating our options. We even hired a consultant and became familiar with all the urgent-care providers nationally and locally.”

With the help of a consultant, Sillman identified Doctors Express as the most viable option. “Together we saw the benefits of a true partnership where other urgent-care providers did not,” she said. “Doctors Express will honor our patient relationships and extend patient care on nights and weekends for a true, mutually beneficial partnership. Furthermore, Doctors Express has the name brand and market recognition that we were looking for, largely due to the quality of their patient care.”

Doctors Express currently has Massachusetts locations in Braintree, Burlington, Dedham, Malden, Marlboro, Natick, North Andover, Saugus, Springfield, Waltham, Watertown, and West Springfield, with several new locations in development. In addition to the two Worcester locations to be opened this year, the company plans to open a location in New Bedford later this month. HARTFORD, Conn. — Saint Francis Care Inc. will join Trinity Health, a leading national health system, under the terms of a definitive agreement, the two systems announced Wednesday.

The agreement outlines the creation of a nonprofit, regional health system that includes Saint Francis Care and the Sisters of Providence Health System in Springfield, already a member of Trinity Health. The organizations will combine strengths in inpatient, outpatient, and continuing-care settings to better serve patients. Together, they will expand Trinity Health’s vision of becoming a people-centered health system.

“Our focus on building a people-centered health system fits very well with Saint Francis Care’s strategy, capabilities, and commitment to their communities. We look forward to Saint Francis Care joining Trinity Health and working together to better serve people across the region,” said Dr. Richard Gilfillan, president and CEO of Trinity Health.

The new regional health system will embody both organizations’ shared commitments to Catholic values and high-quality, high-value health care. Christopher Dadlez, president and CEO of Saint Francis Care, will lead the new regional ministry.

One benefit to Saint Francis Care will be Trinity Health’s outstanding credit rating, which will significantly improve its access to capital and cost of financing.

“Saint Francis has consistently demonstrated its ability to be progressive in its delivery of world-class care while maintaining its long-standing Catholic tradition of quality and compassionate care,” said Dan O’Connell, chairman of the board of directors at Saint Francis Care. “Operating from our position of financial and clinical strength, we have been evaluating how best to position Saint Francis and continue its nonprofit status as healthcare delivery continues to evolve, and we have concluded that this opportunity provides us with the potential to create a powerful, regional presence.”

The announcement comes after eight months of discussions and due-diligence efforts to create a strategic partnership that would greatly enhance care in New England. The agreement has been approved by the Archdiocese of Hartford, which sponsors Saint Francis Care, and is subject to further approvals required by canon law, and to regulatory approvals from state and federal agencies. It is expected to be completed by late 2015.

Once the partnership is complete, Trinity Health will ensure the investment of at least $275 million over the next five years to support the healthcare needs of the community through capital projects in the new region.

HOLYOKE — Dr. Maria Russo-Appel has been appointed to the position of chief medical officer of Providence Behavioral Health Hospital (PBHH). In this role, she is responsible for the medical leadership at PBHH, including the coordination of all patient care and safety, quality assessment, risk management, patient satisfaction, and improvement in healthcare programs. She also serves as a liaison between the medical staff and administration at PBHH.

Russo-Appel’s appointment at PBHH marks her return to the Sisters of Providence Health System, where she served as medical director for Medical Psychiatry at Mercy Medical Center from 2003-07. Most recently, she served as chief medical officer for CleanSlate Addiction Treatment Centers in Northampton.

Board-certified in adult psychiatry, Russo-Appel has a special interest in women’s issues in psychiatry, as well as co-morbid medical and psychiatric illnesses. She is a graduate of Mount Sinai School of Medicine of New York University. She completed her residency at Mount Sinai Medical Center in New York, where she also completed her fellowship in Administrative Psychiatry.

Berkshire Medical Center and Fairview Hospital have been recognized as 2013 Top Performers on Key Quality Measures by The Joint Commission, the leading accreditor of healthcare organizations in the U.S. BMC and Fairview were recognized as part of The Joint Commission’s 2014 annual report ‘America’s Hospitals: Improving Quality and Safety.’ BMC was cited for attaining and sustaining excellence in accountability measure performance for heart attack, heart failure, pneumonia and surgical care, and Fairview was recognized for pneumonia and surgical care.

To be a 2013 top performer, hospitals had to meet three performance criteria based on 2013 accountability measure data, including: Achieving cumulative performance of 95% or above across all reported accountability measures; achieving performance of 95% or above on each and every reported accountability measure where there were at least 30 denominator cases; and having at least one core measure set that had a composite rate of 95% or above, and (within that measure set) all applicable individual accountability measures had a performance rate of 95% or above.

Health Officials Vigilant Against Ebola

To date, in Massachusetts, we are fortunate there have been no cases of Ebola virus, and the risk remains very low.

Ebola was first identified in the 1970s, and since that time there have been sporadic and limited outbreaks. This year, 2014, the Ebola outbreak has reached epidemic proportions in West Africa. The U.S. has treated several citizens evacuated from West Africa after contracting Ebola while caring for patients. One person exposed in Africa traveled to Texas and became symptomatic four days after arrival, was eventually treated, and then, sadly, died.

Since that time, two healthcare workers have been confirmed with Ebola. We are taking this very seriously, and I want to thank the many organizations and public officials that are working to stem this epidemic, including many healthcare providers, scientists, and public-safety professionals.

While Ebola is a very serious disease, it is one that health experts — and our medical community here in Massachusetts — understand and are prepared for. Ebola is less communicable than some other infectious diseases, as it can only be spread through close, direct contact with an infected, symptomatic person’s bodily fluids. As such, Ebola can be contained and prevented with careful, stringent application of core public-health measures. With our clinical partners, we intend to combat and treat Ebola very aggressively and provide all necessary supportive care in the highly unlikely chance a case is identified.

As such, we have taken the following proactive steps to ensure that our public-health and healthcare system partners are prepared:

• The DPH has established a dedicated Ebola webpage (www.mass.gov/dph/ebola) to provide a single reference point for clinical advisories, guidance, and links to information provided by the CDC and the World Health Organization (WHO).

• The department has issued a series of guidance documents, developed by DPH and/or the CDC, to address questions related to management of suspect cases, screening of returning travelers, laboratory guidance for the handling of suspected specimens, as well as preparedness checklists.

• Our Bureau of Infectious Disease and the state Public Health Laboratory (SPHL) are in regular contact with their counterparts at the CDC, and that contact has increased as the department has intensified Ebola preparations. Additionally, the department remains in close contact with other local and state agencies and professional associations.

• DPH has held a series of statewide conference calls with partners that include hospitals, community health centers, emergency medical services, ambulatory-care organizations, colleges and universities, local boards of health, and public safety.

• The BID Epidemiology Program routinely performs outbreak investigation, contact tracing, coordination with local health authorities and SPHL, and, when necessary, coordinates isolation and quarantine procedures.

• The Massachusetts State Public Health Laboratory one of only a handful of state laboratories which the CDC has approved to perform preliminary testing for Ebola, with confirmatory testing performed by the CDC.

• To prepare for the possibility of receiving a suspect or confirmed case of Ebola, we have advised hospitals to review their infection-control protocols and provide preparedness trainings. DPH plans to send staff out into the field to partner with hospitals and their frontline staff to support implementation of these critically important protocols and trainings. The CDC is also stepping up its training and outreach to health care providers.

We should not let our guard down; preparation must continue to be a top priority. While the chance of Ebola transmission occurring in Massachusetts remains low, we continue to be proactive and comprehensive in our preparedness efforts.

Why You Need to Plan for the End

Physicians undergo years of education and training to promote wellness, cure and heal, and protect life. Yet, we also know that death is inevitable, and we are increasingly recognizing the importance of advance care planning. We urge patients to do the same.

Advance care planning is the term for the planning we do as our healthcare becomes complicated and we need to make challenging decisions about our care, often toward the end of life. Planning becomes an integral part of most people’s lives at an early age, and most of us are always planning ahead. We plan for education and careers; we create wills, buy life insurance, and establish retirement accounts.

Advance care planning can be thought of in the same way, as a medical part of the future, because one day, despite how intense our will to live may be, the end will arrive. Planning makes your wishes known ahead of time and ensures that they are fulfilled.

The planning begins with the simple act of talking with your healthcare provider and family members to let them know what your wishes are about end-of-life issues. Once those decisions are reached — and it can be appropriate over time to revisit the discussion to change or refine previous decisions — patients then complete certain forms to specify their wishes.

Two of the most important forms are the healthcare proxy and a MOLST form. A healthcare proxy indicates which person you choose to make healthcare decisions on your behalf should you become unable to do so. The MOLST form — an acronym for medical orders for life-sustaining treatment — outlines your preferences for such areas as whether or not you wish to be resuscitated in certain situations. Copies of completed forms should be distributed to family members and all your healthcare providers.

Advance care planning isn’t recommended just for elderly patients or those with terminal illnesses. Physicians recommend that the conversation and planning for everyone start earlier rather than later because of the uncertainty of when that final moment might arrive.

End-of-life care may also include palliative care and hospice care, and patients are urged to learn about these areas of medical care as well. Palliative care refers to the type of care that is delivered when someone is diagnosed with a life-limiting illness. Hospice care is care for those entering the last few months of life, usually with a prognosis of six months or fewer to live.

Getting the conversation started is the first step, and getting it started early is important. Not only will that make your wishes known, but it has benefits for family members as well. Letting your family know what you want in these serious circumstances can prevent your loved ones from carrying the burden of deciding your course of care. It may also avoid family turmoil, as each family member knows exactly what your wishes are and how they are to be carried out.

Healthcare can get more complicated as we age. We may accumulate more illnesses, get frailer, and become more susceptible to injury. Advance care planning makes us think about what we want, what’s most important, and then communicate that with family members and the healthcare team.

Physicians certainly recognize the persistent hope patients can have, even in the most dire of circumstances. But in addition to being a healthcare advocate throughout life, physicians are now able to play an important role in end-of-life care as well.

Many patients who face terminal illness tell us that they are praying for a miracle. We believe in miracles, too: the miracles of dignity, comfort, love, and peace. If patients work together with their healthcare team, physicians can help to make those miracles happen.

If you or a family member wants to talk, and your healthcare provider doesn’t open the conversation, we urge you to take the first step and ask. The topic is too important to ignore.

Baystate Wing Hospital has been serving patients in the Palmer, Quaboag Hills, and Pioneer Valley region since 1913. The 74-bed hospital and its five community medical centers in Belchertown, Ludlow, Monson, Palmer, and Wilbraham offer emergency, diagnostic, medical, surgical, and psychiatric services as well as outpatient services provided by more than 50 medical staff and 165 registered nurses. Baystate Wing Hospital’s network also includes the Griswold Behavioral Health Center and the Wing VNA and Hospice. Baystate Wing is fully accredited by the Joint Commission and is designated a Primary Stroke Service hospital by the Mass. Department of Public Health. It was also recently recognized by the Centers for Medicare and Medicaid Services as one of model hospitals promoting health and improving quality of life. Business Growth Center Expands Programming
SPRINGFIELD — The Business Growth Center at Springfield Technology Park has received a grant from the Massachusetts Growth Capital Corporation (MGCC) to help underserved or disadvantaged business owners in the Pioneer Valley grow, or stabilize, their enterprises. The funds will enable the center to continue its Stronger Businesses Program, starting Oct. 7, and supplement funding for its staff. This is the second time the Business Growth Center has received this MGCC grant for the Stronger Businesses Program, which focuses on businesses with fewer than 20 employees. An assistant program manager will also be added to the center’s staff to support its Growth Advisory Program and seminars. The grant is part of the MGCC’s 2015 Small Business Assistance Grants Program, which is designed to complement and enhance the traditional public and private small-business assistance network. The Business Growth Center is one of 30 organizations statewide to receive 25 grants, and the only one in Hampden or Hampshire county to receive funding from the MGCC. “Businesses with fewer than 20 employees dominate the Pioneer Valley,” said Marla Michel, the Business Growth Center’s director. “They will benefit from this support, as it allows us to re-offer a proven business-growth workshop and build our capacity for other growth programs.” The Stronger Businesses Program is an eight-session, in-depth offering for motivated leaders of for-profit and nonprofit businesses aiming to strengthen their organizations and accelerate growth through better decision making, new-product introductions, and more efficient operations. The program starts on Oct. 7 and, after a five-week ‘homework’ period, runs from Nov. 12 to Dec. 23. Business owners can bring an associate at no additional charge to help absorb what they learn more effectively. Discounts are available to members of all the regional chambers of commerce and the Western Mass. chapter of the National Machine and Tooling Assoc., as well as clients of the Business Growth Center’s service providers: the Massachusetts Small Business Development Center Network, the New England Business Associates Business Development Center, and SCORE. Participants in last year’s program reported increased business stabilization or growth as a result of the program. “If I hadn’t taken this class, my company wouldn’t have been in as upward a position as it is,” said Kristin Maier, program participant and president of Peerless Precision Inc. in Westfield. Added Leslie Belay, senior program manager at MGCC, “we are pleased to have the Business Growth Center as one of our grantees in Western Mass. Women’s Fund Announces $240,000 in Grant Awards
EASTHAMPTON — The Women’s Fund of Western Mass. announced a total of $240,000 in grant commitments in Berkshire, Franklin, Hamden, and Hampshire counties. Working within its focus areas of educational access and success, economic justice, and safety and freedom from violence, partners in these communities will each receive $60,000 over three years to deploy innovative programs that will help shift the landscape for women and girls. Among the grantees, Berkshire United Way will spearhead a coalition effort titled Face the Facts Teen Pregnancy Prevention Coalition; in Franklin County, Greenfield Community College will launch the Franklin County Women’s GARDEN Project Collaborative; in Hampden County, the Prison Birth Project will continue its social- and reproductive-justice efforts for incarcerated and post-incarcerated mothers; and in Hampshire County, funding will go to the Treehouse Foundation’s project titled Re-envisioning Foster Care Together. “We have incredible partnerships with our grantees,” said Elizabeth Barajas-Román, who joined the Women’s Fund as its new CEO earlier this month. “By investing in these organizations, the fund is deepening our impact and strengthening our reach.” In addition to the financial award, the Women’s Fund is investing an additional $12,000 into the partnership by giving each organization the opportunity to select two of their staff, constituents, or board members as participants of the Women’s Fund’s Leadership Institute for Political and Public Impact (LIPPI). LIPPI, a program of the Women’s Fund, has equipped 200 women from across the four western counties to become civic leaders in their communities; impact policy on the local, state, and national levels; and seek and retain elected positions. Collectively, these four grantees will help leverage the Women’s Fund’s impact on the lives of women and girls in Western Mass. The Women’s Fund will also continue to convene skill-building sessions and support the programming of organizations that work on issues that impact women and girls. The Women’s Fund advances social-change philanthropy to create economic and social equality for women and girls in Western Mass. through grant-making and strategic initiatives. Since 1997, the WFWM has awarded more than $2 million in grants to more than 100 programs in the four counties of Western Mass. The WFWM is building its capacity to be the go-to organization for all issues related to improving the lives of women and girls.

State Touts Web Portal for Municipal Grants
BOSTON — Gov. Deval Patrick’s administration has unveiled a new web portal for cities and towns to easily identify grant opportunities that could benefit their communities. The Municipal Grant Finder (mass.gov/municipalgrants) is a one-stop web shop for local officials and residents to learn about grant opportunities across state government, regardless of which state agency manages a grant program. “Through the new Municipal Grant Finder, the Patrick administration is continuing its commitment to provide resources to help our municipal partners deliver core services to their communities,” said Secretary of Administration and Finance Glen Shor. The web portal will highlight what resources exist and where to find them, as management of these grants and resources is decentralized among a multitude of state government agencies. The Municipal Grant Finder will help them navigate state government by succinctly profiling more than 60 funding and support opportunities for cities and towns. Working together, the Patrick administration and the Commonwealth’s municipalities have already achieved real, meaningful savings and structural changes to keep costs down so municipalities can make the necessary investments in community services that keep them thriving. Municipal healthcare reform is providing significant and immediate savings to cities and towns, and 257 communities and school districts across Massachusetts have already collectively saved more than $247 million in health-insurance premiums over the past three years as a result of the landmark municipal healthcare reform law signed by Patrick in July 2011.

LEEDS — The Department of Veterans Affairs (VA) has announced the appointment of John Collins as the new director of VA Central Western Massachusetts Healthcare System in Leeds. Collins will oversee a comprehensive healthcare system classified as a Complexity Level 3 facility that provides care to approximately 25,000 veterans throughout Central and Western Mass., with an operating budget of more than $140 million.

EAST LONGMEADOW — Wingate at East Longmeadow, a skilled-nursing and rehabilitation center, has been recognized as a 2014 recipient of the Bronze Commitment to Quality Award for its dedication to improving the lives of residents through quality care.

Only four skilled-nursing facilities in the Commonwealth received the Bronze recognition his year. The award is the first of three distinctions possible through the National Quality Award program, presented by the American Health Care Assoc. and National Center for Assisted Living (AHCA/NCAL). The program honors centers across the nation that have demonstrated their commitment to improving quality care for seniors and individuals with disabilities.

“I applaud Wingate at East Longmeadow for its commitment to delivering quality care,” said Mark Parkinson, president and CEO of AHCA/NCAL. “This award represents the dedication they have given to improve quality in the long-term and post-acute care profession.”

Implemented by AHCA/NCAL in 1996, the National Quality Award Program is centered on the core values and criteria of the Baldrige Performance Excellence Program. The program assists providers of long-term and post-acute care services in achieving their performance excellence goals.

Owned by Wingate Healthcare, Wingate at East Longmeadow is a 135-bed skilled-nursing facility that provides both short- and long-term care following an injury or illness. The community provides a wide range of post-acute care and rehabilitation services, including orthopedic rehabilitation, cardiac rehabilitation, wound care, and physical therapy, and is known for its unique ‘pavilion suites,’ which provide post-acute care in a luxurious, hotel-like setting. Next month, Wingate at East Longmeadow will open a ventilator-care program, providing one of the only non-hospital options available in the region. The community is one of six skilled-nursing facilities in Western Mass. that are owned by Wingate Healthcare.

Baystate CIO Joel Vengco Says His Job Requires Wearing Many Hats

Joel Vengco says healthcare IT now involves much more than technology. Increasingly, the focus is on taking data and transforming it into information — and then knowledge.

Joel Vengco was talking about the role of the hospital, or health system, chief information officer (CIO) — the position he holds with Baystate Health — and how it has evolved over the years.

And he started with some subtle humor.

“There’s a lot more meetings to go to,” he said with a laugh, choosing that starting point to explain how and especially why this administrative position is now much more about information and operational strategy than it is about hardware and software.

“CIOs today are more strategic in nature; today, there’s so much reliance on technology and on information inside those technologies that the CIO has to be part of the strategic discussion and the envisionment of business as a whole,” he told BusinessWest. “And that’s a different skill set altogether. You really have to understand strategic development, you have to understand the business that you’re in, and you have to understand finance.

“And you have to be more of a people person than I think CIOs were in the past,” he went on, adding quickly that he certainly wasn’t disparaging those who came before him, just referencing how times have changed. “Many of them would sort of hide out in the data center and focus on putting up a server. We’re now forced to be out there, talking to our partners and our users and really helping to lead the use of technology and information for competitive advantage or progression of the business.”

Elaborating, Vengco said the CIO must now wear a number of hats in addition to those that have been traditionally worn. Indeed, while the CIO is still tasked with keeping a health system running from a technology standpoint — what Vengco called “keeping the lights on,” a reference to everything from PCs to operating-room equipment — there is now much more to this job.

“In many ways, I wear an operating hat, a strategic hat, a finance hat, and sometimes I even wear a clinical hat, even though I’m not a clinician,” he said. “And then, you have to wear the innovation hat, because you can’t be stagnant and just look at the technology in front of you; you need to understand and begin to distill all the new technologies that are coming down the pike and correlate them with the current problems and the future state.”

With that mentality, Vengco was one of the key architects of the Baystate Innovation Center, what he described as a cross between an incubator and an accelerator that is taking shape at 1350 Main St. in downtown Springfield (more on that later).

But perhaps the most important line of the job description for today’s healthcare CIO, he said, may be enabling both a specific health system and the community it serves to make more and much better use of the vast amounts of data that modern technology allows people to collect.

Vengco, who came to Baystate in 2012 after work with GE Healthcare, has spent much of his career focusing on information and analytics, or what he called “liberating data,” and transforming it first into information and then knowledge.

“Data is the raw content of systems; it’s the diamond in the rough,” he explained. “You really have to transform it, or massage it, in layman’s terms, to really come up with information from that data. and then, from that information, you can develop knowledge through the delivery of an architecture that really takes that information and makes it actionable for people.

“If you put most of the raw data we have into a computer or an algorithm, it wouldn’t be able to compute anything out of it. In isolation, it may not necessarily make much sense; it’s just data, not information,” he went on. “But once you put it into context, like if you took a lab value and put it in the context of a disease state, or, better yet, you aggregated all of those labs and correlated it with a specific chronic disease state for a cohort of patients, then you have information about diabetes or information about congestive heart failure.”

For this issue, BusinessWest talked at length with Vengco about the evolving and expanding role of the CIO — and about all those hats he and others who take that title are now wearing.

Technically Speaking

Vengco told BusinessWest that, since childhood, he’s been drawn to the healthcare field, and that he attended medical school to essentially appease his parents and become a doctor. But his career path took an abrupt turn during his second year there.

“I was transitioning into my Ph.D. years, and one of my thesis advisors had suggested that I look at doing some work with a health information technology firm, which back then [2001] was pretty novel,” he explained, noting that the firm in question was Boston-based Eclipsys. “The idea was to develop a national data warehouse where I could develop algorithms for disease progression, outcome measurement, develop new clinical decision-support rules in analytics — a lot of the things we’re talking about now in terms of big data, but perhaps it could be done in this corporation.”

He took on that challenge, and in the course of doing so discovered that there was a considerable challenge behind utilizing the data collected by health systems because it was largely unusable, and not “liberated,” a term he would use early and often to describe this phenomenon.

In short order, finding ways to make such data more usable became his career passion.

He left medical school and entered the field of informatics and analytics. He interned at Partners Health Care and later taught at Harvard before landing at Boston Medical Center for his first IT operations job.

“It was at that time that I started to see the value of understanding technology in the context of a journey toward really understanding information,” he noted. “Because, ultimately, my real interest here was to try to figure out how to utilize this information so we could develop new knowledge and new insights. Technology changes so rapidly, but what is a mainstay and the most important element for me is information that we can gather from these systems. It’s like DNA for the human body; this information is the DNA for coordinating and developing quality care for the future.”

From Boston Medical Center, he went to GE Healthcare, where he became vice president of a global business called eHealth, a job he took to better understand what people in other countries were doing in the emerging field of population health.

He took part in projects in the U.K., France, Australia, Canada, and other countries — many of them involving health-information exchanges, care-management systems, collaboration systems, mobile health platforms, and population-health analytics — and took some valuable lessons back to the U.S.

Vengco said he wasn’t looking to leave GE, but always harbored a desire to return to the setting of the health system CIO, preferably in Boston, and in early 2012, Baystate was advertising for one.

“I hadn’t really thought about Springfield or Baystate — I knew of it, but didn’t really know the culture and the footprint of the community,” he said. “When I was recruited to take the interview, I came out here to see what it was about, not really looking to make an adjustment or a move. But I was really surprised with the vision Baystate had and the leadership it had.”

What’s more, he toured the region and came away with the impression that it would be an ideal setting for the innovation center that is now becoming reality.

“I enjoyed my discussions with Baystate, and was deeply moved by the mission they had for the community and healthcare in general,” he said. “It really matches my vision and my hopes — that healthcare needs to be more patient-centered.”

Making IT Happen

Vengco said the work of the IT Department at Baystate has four main pillars:

• Optimization, or making the most of the technology systems that exist today;

• Community engagement, or community collaboration, a realm that includes an initiative known as the Pioneer Valley Information Exchange (PVIX), which essentially creates a single patient record that optimizes the care delivery of all transitions of care across the continuum;

• Analytics, or the liberation of data; and

• An innovation platform, perhaps best represented by the innovation center.

Focusing on all four, plus that aforementioned work to keep the lights on, has become a considerable challenge, said Vengco, noting that he and his staff of roughly 230 are inspired by the breadth and depth of that challenge.

“You really are thinking well beyond the technology that you have to install,” he noted. “It’s an exciting time, but it’s also very daunting; I feel the enormity of the task, and so does my staff.”

And with that, he returned to his thoughts about how IT now extends into the realm of information — both gathering it and liberating it.

“The historic design of the EHRs (electronic health record systems) in the past and somewhat current state is that they take in data, but they don’t necessarily spit it out easily,” he explained. “And data loses its value if you don’t have the ability to liberate it and use it for the delivery of care. And that has been my mission since I started this journey back in 2001.

“There’s so much to be gleaned and to be achieved through the data we have locked in our systems,” he went on. “That’s why liberating that data is the first mission we should all have, because once we have that information in hand, it becomes knowledge and actionable delivery of care.”

Many of the Baystate IT Department’s initiatives have come together in the creation and operation of the PVIX, said Vengco, adding that the broad aim is to create a single patient record that can be used by a host of area care providers.

“Patients are very mobile; they’ll see a specialist, see a primary-care provider, visit the hospital … and those care organizations may not be affiliated with each other and so may not be on the same electronic medical record system,” he explained. “So when a patient goes in for his next visit and the provider wants to see all the meds they’re on and all the allergies they may have, they may not see all that comprehensive data because it may be in other systems dispersed across the community.

“So, today, we have to hope that a patient knows all the meds they take and all the allergies they have, or that the medical group down the street that they just visited will fax that information,” he went on. “But that doesn’t happen consistently, so you wind up treating patients with the information you have, and it might not be enough.”

The PVIX was created to solve that problem, he went on, by creating a comprehensive record that essentially follows the patient.

Founding members of the exchange include Baystate, Mercy Medical Center, Health New England, Riverbend Medical Group, Berkshire Health Systems, Holyoke Medical Center, and many others, said Vengco, adding that some of the challenges moving forward are convincing patients that their information is secure and also convincing providers that sharing such information is the right thing to do at this critical juncture for the healthcare industry.

“There’s still an uncertainty among organizations that care for patients about whether they should be sharing that data with other collaborating providers,” he explained. “And some of that stems from the notion that this data is competitively advantageous — that, if I share this data, you might know enough about me and my market to steal my patients.

“That’s just not where we need to be to care for our patients in the appropriate way,” he continued. “We have to be able to say, ‘for the betterment of patient care, quality of care, and efficient care delivery, we need to be able to exchange this information.’”

Center of Attention

Putting on that aforementioned innovation hat, Vengco stressed the importance of not simply understanding and maintaining the technology of today, but also anticipating the technology of tomorrow and being at the forefront of its development.

This was the impetus for the Baystate Innovation Center, which is still under construction but is in many ways already operating at One Financial Plaza in downtown Springfield.

“We need to make a mind road map, if you will, of what technology needs to look like in the future for your business,” he explained, noting that the innovation center was created, with the help of a $5.5 million state grant, to focus on solving the problems of healthcare today through technology and informatics.

The center’s creation — not to mention its location — brings another layer to a growing regional emphasis on entreprenurship, technology, and economic development, said Vengco, noting that, within a few blocks of each other, the innovation center, Valley Venture Mentors, and Tech Foundry, a facility dedicated to training individuals for careers in IT, are creating enormous momentum for new technology startups and getting established companies to the next stage.

“For those of us in healthcare, the rapid change that has come as a result of reform and the need to change healthcare delivery requires us to continue to innovate,” he said. “And for Baystate, this is an extension of our mission because it enables us to continue to look forward to doing the best that we possibly can to deliver the best possible care to the community through these innovations, while still maintaining our current operations.”

Elaborating, Vengco said innovation center administrators are looking for ventures that are in what he called the “last mile of development.”

“They come in with a solution already in hand, but it really needs a few more tweaks here and there, and that’s where we really come into play,” he noted. “We provide that innovator with the necessary adjustments and development advisement to get them to a usable product or solution.”

And these products and solutions are carefully chosen to meet the objectives of the health system, he noted, adding that organizers are not necessarily looking for the next Google.

“The intention here is to make sure we’re bringing in solutions that will address system objectives,” he told BusinessWest, adding that these include improving quality of care, patient progress, high-value care, and bending the cost curve. “We’re looking for technology that’s relevant to the problems we’re trying to solve. It’s not about making money; it’s about delivering an innovation that’s going to help us achieve our mission in an optimal way.”

He went on to say that he considers Baystate to be a model health system in a model state — Massachusetts is generally considered to be on or well ahead of the curve when it comes to innovations in healthcare — and that the Baystate system, by implementing products and concepts developed at the innovation center, could become an important proving ground moving forward.

“As you look at all of these other organizations, these integrated delivery systems that are being built or are already in place, they’re aspiring to be what I believe Baystate is already beginning to become,” he explained. “And we’re in a state that in many ways is one and a half to two years advanced in terms of policy and reform, and that becomes very attractive for developing solutions when you’re looking at ways to impact care delivery across the country. If you can do it here, it’s likely that it’s going to be impactful elsewhere; it’s a really great environment to do that kind of innovation.”

For the Record

Summing up his thoughts on health IT and where it’s headed, Vengco said it is going to play an increasingly vital role in the delivery of patient care and overall population health.

And carrying out the many and diverse aspects of his department’s mission will become ever more challenging as it extends well beyond technology and optimizing all that it brings to the table.

“My responsibility is to try to engage our leadership and our strategy so we can focus the use of technology and information,” he explained. “That’s the challenge; everyone wants the next technology, but we have to make sure we’re selecting it strategically and that it continues to support our mission.”

Baystate Announces Leadership Appointments, New Name for Wing
SPRINGFIELD — With the change of Wing Memorial Hospital’s parent company from UMass Memorial Health Care to Baystate Health expected to take place on Sept. 1, Baystate Health announced leadership appointments for its Eastern Region and a new name for the Palmer hospital: Baystate Wing Hospital. As of Sept. 1, Dr. Charles Cavagnaro III, now president and CEO of Wing Memorial Hospital, will be appointed president of Baystate Health’s Eastern Region, which is comprised of Baystate Mary Lane Hospital, Baystate Wing Hospital, and the employed medical practices and medical centers in that region. As he assumes this leadership position, Cavagnaro has appointed Dr. Shafeeq Ahmed chief operating officer of Baystate Health’s Eastern Region. Ahmed will also continue in his role as chief medical officer of Baystate Mary Lane Hospital and Baystate Medical Practices Eastern Region. As president of the region, Cavagnaro will provide strategic, executive, and operational leadership for the two hospitals there, which provide inpatient medical, surgical, gynecological, and behavioral-health services; emergency services; as well as a range of primary-care and other outpatient services for about 80,000 people in that region. He will report to Dennis Chalke, senior vice president of Baystate Health Community Hospitals and senior vice president and chief financial officer of Baystate Health. Cavagnaro has served as president and CEO of Wing Memorial Hospital and Medical Centers for the past 15 years. Before that, he was Wing’s vice president of Medical Affairs. In 2013, he served as interim president of UMass Memorial Medical Center in Worcester. Amid a challenging financial environment, Cavagnaro and his team have led Wing to serve a greater number of patients, add hospital beds, and increase the depth and breadth of services in its health centers and outpatient practices. The hallmark of his leadership is a focus on quality and safety that led to an ‘A’ safety rating for Wing from Leapfrog Group and Top Performer status from the Joint Commission on core accountability measures. Cavagnaro is a board-certified primary-care internist in Belchertown and sees patients on a weekly basis. He is a Six Sigma and Lean Green Belt in healthcare quality-improvement processes. Cavagnar completed his residency in internal medicine at UMass Medical Center and is a graduate of Cornell University Medicine College in New York City. He is a member of the American College of Physician Executives and the American College of Healthcare Executives, and a fellow of the American College of Physicians. He was a founding member of the American Academy of Hospice Physicians, which is now known as the American Academy of Hospice and Palliative Medicine. He has served as a medical examiner for District IV of Hampshire County, and as a member of the board of directors of the Pioneer Valley Chapter of the Red Cross. He presently serves on the American Hospital Assoc. Regional Policy Board for the New England Region. Ahmed was recently named one of ‘100 Hospital and Health System Chief Medical Officers to Know’ by Becker’s Hospital Review. Prior to his arrival at Baystate Mary Lane Hospital, Ahmed had served as president of the medical staff, chief of Ob/Gyn, and a member of the hospital board of directors at the Naval Hospital in Cherry Point in North Carolina. Baystate Health’s Eastern Region encompasses Baystate Mary Lane Hospital in Ware, Baystate Wing Hospital, and its affiliated medical centers. Collaborations between Baystate Mary Lane and Baystate Wing will be a key element of improving the delivery of care in the region, said Keroack. “We are committed to the success of Baystate Mary Lane and Baystate Wing, and are eager to explore innovative ways of working together that also provide new and exciting opportunities for physicians and all Baystate team members in the region.”

Baystate Wing Hospital is the third community hospital to join Baystate Health. Baystate Mary Lane Hospital became part of the health system in 1991, after Baystate Franklin Medical Center in Greenfield in 1986. Baystate Health acquired Wing Memorial Hospital from UMass Memorial Health Care, based in Worcester. The two health systems continue a collaborative relationship announced in September 2013.

Baystate Wing Hospital has been serving patients in the Palmer, Quaboag Hills, and Pioneer Valley region since 1913. The 74-bed hospital and its five community medical centers in Belchertown, Ludlow, Monson, Palmer, and Wilbraham offer emergency, diagnostic, medical, surgical, and psychiatric services as well as outpatient services provided by more than 50 medical staff and 165 registered nurses. Baystate Wing Hospital’s network also includes the Griswold Behavioral Health Center and the Wing VNA and Hospice.

Baystate Wing is fully accredited by the Joint Commission and is designated a Primary Stroke Service hospital by the Mass. Department of Public Health. It was also recently recognized by the Centers for Medicare and Medicaid Services as one of model hospitals promoting health and improving quality of life. SPRINGFIELD — With the change of Wing Memorial Hospital’s parent company from UMass Memorial Health Care to Baystate Health expected to take place on Sept. 1, Baystate Health announced leadership appointments for its Eastern Region and a new name for the Palmer hospital: Baystate Wing Hospital.

As of Sept. 1, Dr. Charles Cavagnaro III, now president and CEO of Wing Memorial Hospital, will be appointed president of Baystate Health’s Eastern Region, which is comprised of Baystate Mary Lane Hospital, Baystate Wing Hospital, and the employed medical practices and medical centers in that region. As he assumes this leadership position, Cavagnaro has appointed Dr. Shafeeq Ahmed chief operating officer of Baystate Health’s Eastern Region. Ahmed will also continue in his role as chief medical officer of Baystate Mary Lane Hospital and Baystate Medical Practices Eastern Region.

As president of the region, Cavagnaro will provide strategic, executive, and operational leadership for the two hospitals there, which provide inpatient medical, surgical, gynecological, and behavioral-health services; emergency services; as well as a range of primary-care and other outpatient services for about 80,000 people in that region. He will report to Dennis Chalke, senior vice president of Baystate Health Community Hospitals and senior vice president and chief financial officer of Baystate Health.

Cavagnaro has served as president and CEO of Wing Memorial Hospital and Medical Centers for the past 15 years. Before that, he was Wing’s vice president of Medical Affairs. In 2013, he served as interim president of UMass Memorial Medical Center in Worcester. Amid a challenging financial environment, Cavagnaro and his team have led Wing to serve a greater number of patients, add hospital beds, and increase the depth and breadth of services in its health centers and outpatient practices.

The hallmark of his leadership is a focus on quality and safety that led to an ‘A’ safety rating for Wing from Leapfrog Group and Top Performer status from the Joint Commission on core accountability measures. Cavagnaro is a board-certified primary-care internist in Belchertown and sees patients on a weekly basis. He is a Six Sigma and Lean Green Belt in healthcare quality-improvement processes.

Cavagnaro completed his residency in internal medicine at UMass Medical Center and is a graduate of Cornell University Medicine College in New York City. He is a member of the American College of Physician Executives and the American College of Healthcare Executives, and a fellow of the American College of Physicians. He was a founding member of the American Academy of Hospice Physicians, which is now known as the American Academy of Hospice and Palliative Medicine. He has served as a medical examiner for District IV of Hampshire County, and as a member of the board of directors of the Pioneer Valley Chapter of the Red Cross. He presently serves on the American Hospital Assoc. Regional Policy Board for the New England Region.

Ahmed was recently named one of ‘100 Hospital and Health System Chief Medical Officers to Know’ by Becker’s Hospital Review. Prior to his arrival at Baystate Mary Lane Hospital, Ahmed had served as president of the medical staff, chief of Ob/Gyn, and a member of the hospital board of directors at the Naval Hospital in Cherry Point in North Carolina. Ahmed is a board-certified obstetrician/gynecologist at Baystate Medical Practices – Mary Lane Ob/Gyn in Ware, and sees patients on a weekly basis.
 Over the next several months, Cavagnaro and Ahmed will be working together as part of a larger, broadly experienced team to develop the integration strategy for Baystate Health’s Eastern Region.

The name Baystate Wing Hospital aspires to honor the hospital’s more-than-100-year history, and recognize the vision and contributions of the Wing family and the countless others who have contributed their time, talents, and money to making Wing the strong community health provider it is today, while also celebrating Wing’s new affiliation with Baystate Health.

Public Health Council approved three determination-of-need (DON) requests to support Baystate Health’s efforts to modernize its facilities and improve access to, and quality and value of, healthcare for patients in Western Mass. The approved requests relate to the transfer of ownership of Wing Memorial Hospital and Medical Centers to Baystate Health from UMass Memorial Health Care of Worcester; construction of new operating rooms at Baystate Franklin Medical Center to replace aging facilities; and construction of a new inpatient pharmacy in shell space in the MassMutual Wing at Baystate Medical Center. “We’re very pleased to receive the approval of the Public Health Council for three initiatives that we expect to have a major positive impact on quality, access, and affordability of healthcare in Western Mass., and on our ability to continue to provide outstanding, high-value care for our patients close to where they live,” said Dr. Mark Keroack, president and CEO of Baystate Health. With the council’s approval in place, the transfer of ownership of Wing, announced prospectively in December 2013, is now expected to be complete in September. The Surgery Modernization Project at Baystate Franklin Medical Center (BFMC) in Greenfield addresses a need for contemporary facilities to replace the current ORs built in 1974, which will be renovated to relocate endoscopy services. The project, expected to begin this fall, will allow Franklin County and North Quabbin area residents to receive more healthcare services close to home, while also aiding in Baystate’s efforts to recruit additional physicians to the region. Moving the inpatient pharmacy at Baystate Medical Center (BMC) enables pharmacists to meet patients’ growing needs in a state-of-the-art, safe, and secure facility in the newest wing of the Springfield teaching and research hospital. The BFMC and BMC projects come with new community-benefit contributions from Baystate Health. BFMC’s Surgery Modernization Project will generate $228,921 per year for five years for community health-improvement projects in the Franklin County/North Quabbin region. The pharmacy at BMC comes with a community-benefit contribution of $342,146, which brings the total community benefit under the entire determination of need for the expansion of Baystate Medical Center to $13,144,765. Baystate’s Health’s community-benefit work at all of its hospitals is conducted in partnership with a wide array of community stakeholders to achieve the most inclusive process and effective outcomes possible.

Freedom Credit Union Announces $2.2 Million Springfield Expansion
SPRINGFIELD — Freedom Credit Union (FCU) President and CEO Barry Crosby announced a $2.2 million expansion of the company’s Springfield headquarters on Tuesday. Freedom will expand its facilities at 1976 Main St. to a building at 77 Boylston St., directly behind Freedom. Crosby said the company plans to relocate 26 Springfield employees to that location, along with 16 employees from Feeding Hills, and hire an additional 13 employees to staff the new building. FCU has had a presence in downtown Springfield since 1922, when it was known as the Western Massachusetts Telephone Workers Credit Union. Renovations of the Bolyston Street property, most recently home to Hampden County Physician Associates, are expected to be completed next January or February.

United Financial Shareholders Approve Executive Compensation
GLASTONBURY — United Financial Bancorp Inc., the holding company for United Bank, announced that an overwhelming majority of its shareholders voted in favor of key proposals presented at its 2014 annual meeting held on Aug. 5, including the executive compensation plan and the re-election of three key United Financial Board members. The proposal to ratify its executive-compensation plan, or say-on-pay, received 93% of the vote by shareholders. The company’s executive-compensation plan is market-based, tied to performance and aligned with shareholders’ interests. They also voted overwhelmingly (94%) to re-elect three members of the board of directors to four-year terms: William Crawford IV, CEO of United Financial Bancorp Inc. and United Bank; Michael Crowley; and Raymond Lefurge Jr., vice chairman of the board. Since the proposals required only 50% of shares outstanding to vote in favor of the proposals to pass, both vote counts underscored the tremendous support shareholders have in the company, its leadership team, and bank employees. In addition to executive compensation and re-election of board members, a proposal to approve the appointment of Wolf & Co., P.C. as United’s independent auditor received 98% shareholder approval.
